【摘要】：隨著經(jīng)濟(jì)的發(fā)展，城鎮(zhèn)化進(jìn)程明顯加快，但住房問題依舊困擾著人們，它不僅關(guān)系著人們的生產(chǎn)生活，同時也關(guān)系著社會的穩(wěn)定。而在現(xiàn)代市場經(jīng)濟(jì)下，發(fā)展中國家以及發(fā)達(dá)國家，或多或少地都存在著住房問題，并將之列為政府公共政策中基本公共服務(wù)的重要內(nèi)容。我國為了解決城鎮(zhèn)中低收入居民住房緊張的問題，1998年國務(wù)院出臺了《國務(wù)院關(guān)于進(jìn)一步深化城鎮(zhèn)住房制度改革加快住房建設(shè)的通知》，開始了保障性住房的建設(shè)。作為東北老工業(yè)基地之一的吉林省積極響應(yīng)國家政策，把保障性住房工程作為重要民生工程之一，列入政府重點工作目標(biāo)，并出臺了系列適合吉林省保障性住房的制度，從當(dāng)年的“一路”到“五路”，再到如今的“八路安居”，可以看出吉林省在這項工作中下了很大功夫。但其相關(guān)制度在運(yùn)行時仍舊存在著保障對象覆蓋面窄、資金來源單一、準(zhǔn)入與退出機(jī)制不完善、法律法規(guī)不健全等缺陷。對此本人做成了積極思考與探索，分別從管理制度、建設(shè)制度和融資制度改革提出見解，以期為吉林省乃至其他省份提供可參考價值。 本文主要圍繞吉林省保障性住房制度的運(yùn)行和實施情況，理論結(jié)合實踐進(jìn)行思考和探索。通過管理學(xué)的蝴蝶效應(yīng)理論、經(jīng)濟(jì)學(xué)中的新經(jīng)濟(jì)學(xué)制度理論和社會公平理論為全文做理論支持，運(yùn)用文獻(xiàn)綜述法、政策分析法、對比分析法、問卷調(diào)查法等方法對吉林省保障性住房制度進(jìn)行研究，并借鑒國外保障性住房制度的成功經(jīng)驗，提出了關(guān)于完善吉林省保障性住房制度的若干意見。本文共分五部分，第一部是緒論，主要介紹了研究背景、研究意義和目的，以及研究內(nèi)容、思路和方法。第二部分是保障性住房制度的基本理論。第三部分介紹了吉林省保障性住房制度的概括及存在問題。第四部分分析了美國、法國、新加坡保障性住房制度的概況，借鑒國外保障性住房制度的成功經(jīng)驗，得出了關(guān)于完善保障性住房制度的意見。第五部分是完善吉林省保障性住房制度的建議。
[Abstract]:With the development of economy, the process of urbanization accelerates obviously, but the housing problem still puzzles people, it not only relates to people's production and life, but also to the stability of society.Under the modern market economy, the housing problem exists more or less in the developing countries and developed countries, and it is regarded as the important content of the basic public service in the government public policy.In order to solve the problem of housing shortage of low and middle income residents in cities and towns, in 1998 the State Council issued the Circular of the State Council on further deepening the Reform of Urban Housing system and speeding up Housing Construction, which began the construction of affordable housing.As one of the old industrial bases in Northeast China, Jilin Province has responded positively to the state policy by making the indemnificatory housing project one of the important livelihood projects of the government, and has introduced a series of systems suitable for affordable housing in Jilin Province.From "one way" to "five roads" and now "eight roads to live in peace", we can see that Jilin Province has put a lot of effort into this work.However, there are still some defects in the operation of the relevant system, such as narrow coverage of guarantee objects, single source of funds, imperfect access and exit mechanism, imperfect laws and regulations, and so on.I have made positive thinking and exploration to this, and put forward some opinions from the reform of management system, construction system and financing system respectively, in order to provide reference value for Jilin province and even other provinces.This paper mainly focuses on the operation and implementation of the indemnificatory housing system in Jilin Province.Through the butterfly effect theory of management, the new economic institutional theory and social equity theory in economics for the theoretical support, the use of literature review method, policy analysis, comparative analysis,By means of questionnaire investigation and other methods, this paper studies the indemnificatory housing system in Jilin Province, and draws lessons from the successful experience of foreign county-supported housing system, and puts forward some suggestions on how to perfect the indemnificatory housing system in Jilin Province.This paper is divided into five parts, the first part is an introduction, mainly introduces the research background, research significance and purpose, as well as research content, ideas and methods.The second part is the basic theory of the indemnificatory housing system.The third part introduces the summary and existing problems of the indemnificatory housing system in Jilin Province.The fourth part analyzes the general situation of the indemnificatory housing system in the United States, France and Singapore, draws lessons from the successful experience of the foreign indemnificatory housing system, and draws some opinions on the perfection of the indemnificatory housing system.The fifth part is the suggestion of perfecting the indemnificatory housing system of Jilin Province.
