【摘要】：農(nóng)地轉(zhuǎn)出不僅是資本對土地的要素替代,更是農(nóng)戶職業(yè)選擇的深刻變遷,這就促進(jìn)了資本深化并衍生出巨大的融資需求。信貸需求升級既促進(jìn)農(nóng)戶的信貸可得性,也深刻影響融資渠道和信貸契約的模式選擇。使用廣東等9省份465個(gè)農(nóng)戶調(diào)查數(shù)據(jù),本文對此問題進(jìn)行分析結(jié)果表明,職業(yè)的非農(nóng)化以及相伴而來的創(chuàng)業(yè)活動(dòng)激活了農(nóng)地轉(zhuǎn)出者的信貸需求,提高了農(nóng)戶的信貸可得性;與此同時(shí),農(nóng)戶的融資行為也趨于正規(guī)化,融資渠道更傾向于正規(guī)金融機(jī)構(gòu),契約類型更傾向于基于制度信任的正式契約。相應(yīng)的政策建議是中國需要推進(jìn)農(nóng)村金融供給側(cè)的結(jié)構(gòu)轉(zhuǎn)換,要積極探索宅基地、房屋和農(nóng)地承包經(jīng)營權(quán)等新型抵押品,通過產(chǎn)品設(shè)計(jì)和流程再造,使農(nóng)村金融能通過供給側(cè)轉(zhuǎn)換而有效地滿足土地轉(zhuǎn)出者的信貸需求。
[Abstract]:Agricultural land transfer is not only the substitution of capital to land, but also the profound change of farmers' career choice, which promotes the deepening of capital and gives rise to huge financing demand. It also deeply influences the financing channel and the mode choice of credit contract. Using the data of 465 peasant households in 9 provinces such as Guangdong, this paper analyzes this problem. The non-agricultural occupation and the accompanying entrepreneurial activities have activated the credit demand of the farmland transferors and improved the credit availability of the farmers. At the same time, the farmers' financing behavior has also become more formalized, and the financing channels are more inclined to the formal financial institutions. The types of contracts tend to be based on formal contracts based on institutional trust. The corresponding policy recommendations are that China needs to promote the structural transformation of the supply side of rural finance, and actively explore new types of collateral such as homestead, housing and land contractual management rights. Through product design and process reengineering, rural finance can meet the credit demand of land transfer effectively through supply-side transformation.
