【摘要】：保障性住房項(xiàng)目的建設(shè)問(wèn)題是重大的民生問(wèn)題,能否妥善解決民生問(wèn)題,關(guān)系到政府的公信力,也是政府執(zhí)政能力的體現(xiàn),同時(shí)也會(huì)影響社會(huì)的和諧與經(jīng)濟(jì)的發(fā)展。自1998年以來(lái),我國(guó)政府開(kāi)始投入保障房建設(shè),經(jīng)過(guò)十幾年的建設(shè)與發(fā)展,保障類型也逐漸趨于多樣化,中低收入家庭的住房條件得到很大的改善。尤其是近幾年,保障房建設(shè)更是突飛猛進(jìn),同時(shí)也出現(xiàn)了很多問(wèn)題,比如配套設(shè)施齊全,分配不公平等,于是人們把目光轉(zhuǎn)向了保障性住房是否達(dá)到了預(yù)期的目標(biāo),如何能將項(xiàng)目的績(jī)效提高。 因此,本文對(duì)杭州市各種不同類型的保障性住房進(jìn)行效率評(píng)價(jià),以區(qū)分各類保障性住房相對(duì)效率的高低,為政府的政策制定提供參考。 全文共分為五章。第一章緒論,包括研究的背景及意義、國(guó)內(nèi)外研究文獻(xiàn)綜述、主要研究?jī)?nèi)容和研究方法。第二章對(duì)基本概念進(jìn)行了界定,分析了相關(guān)理論,介紹了本研究的理論基礎(chǔ)。第三章構(gòu)建了保障房類型績(jī)效評(píng)價(jià)的DEA模型,給出了DEA模型形式及應(yīng)用分析。第四章以杭州市500多戶保障性住房住戶為例,從技術(shù)有效、純技術(shù)有效和規(guī)模有效三個(gè)層次對(duì)所有評(píng)價(jià)單元進(jìn)行效率評(píng)價(jià),區(qū)分相對(duì)有效與無(wú)效的決策單元。然后,對(duì)非DEA有效單元進(jìn)行投影分析,判斷非DEA有效單元無(wú)效的原因,并找到優(yōu)化方法和調(diào)整數(shù)量。第五章為總結(jié)與展望,對(duì)全文進(jìn)行總結(jié),并指出本文研究的局限性。
[Abstract]:The construction of affordable housing projects is a major livelihood issue. Whether we can properly solve the livelihood problems is related to the credibility of the government, and it is also the embodiment of the government's ability to govern. Since 1998, our government has begun to invest in the construction of indemnificatory apartment. After more than 10 years of construction and development, the types of security have gradually diversified. Housing conditions for low- and middle-income families have been greatly improved. Especially in recent years, indemnificatory apartment's construction has increased by leaps and bounds. At the same time, many problems have arisen, such as complete supporting facilities, unfair distribution, and so on. So people turned to the affordable housing whether to achieve the desired goal, how to improve the performance of the project. Therefore, this paper evaluates the efficiency of various types of affordable housing in Hangzhou, in order to distinguish the relative efficiency of various types of affordable housing, and provide a reference for the government to formulate policies. The paper is divided into five chapters. The first chapter is introduction, including the background and significance of the research, the domestic and foreign literature review, the main research content and research methods. The second chapter defines the basic concepts, analyzes the relevant theories. This paper introduces the theoretical basis of this research. Chapter three constructs the DEA model of indemnificatory apartment type performance evaluation, and gives the form and application of DEA model. Chapter 4th takes more than 500 families of affordable housing in Hangzhou as an example, which is effective in technology. Three levels of pure technical efficiency and scale efficiency are used to evaluate the efficiency of all evaluation units to distinguish the relatively effective and invalid decision-making units. Then, the projection analysis of non-#en0# efficient units is carried out to determine the reasons for the invalidity of non-#en1# efficient units. Chapter 5th is the summary and prospect, and points out the limitations of this paper.
