PMC模式介入下的項(xiàng)目融資管理研究

【摘要】:進(jìn)入21世紀(jì)后,工程建設(shè)項(xiàng)目大型化的趨勢(shì)越來(lái)越明顯,而其工藝的復(fù)雜性對(duì)項(xiàng)目管理的專業(yè)化要求也是非?量痰。項(xiàng)目管理承包是一種新型的項(xiàng)目管理模式,它作為現(xiàn)代先進(jìn)科學(xué)技術(shù)、管理技術(shù)和信息技術(shù)相融合的產(chǎn)物,已經(jīng)越來(lái)越受到國(guó)際大型工程建設(shè)項(xiàng)目的青睞。同時(shí),運(yùn)用項(xiàng)目管理承包模式進(jìn)行項(xiàng)目運(yùn)作的大型工程項(xiàng)目,其投資額是巨大的,由于項(xiàng)目業(yè)主自身通常已無(wú)法完全為項(xiàng)目的融資提供擔(dān)保,所以它會(huì)選擇實(shí)力較強(qiáng)的項(xiàng)目管理承包商在項(xiàng)目融資管理方面對(duì)其提供全面的支持。因而,對(duì)PMC模式下項(xiàng)目融資管理的分析和研究能為具體項(xiàng)目運(yùn)作提供一定的指導(dǎo)作用。 本文在分析國(guó)內(nèi)外相關(guān)研究成果的基礎(chǔ)上,首先從PMC模式和企業(yè)融資管理理論兩個(gè)方面對(duì)研究問(wèn)題進(jìn)行說(shuō)明,隨后針對(duì)運(yùn)用PMC模式進(jìn)行項(xiàng)目管理的大型工程項(xiàng)目的融資方案設(shè)計(jì),從其運(yùn)作管理、組織設(shè)計(jì)、決策管理和風(fēng)險(xiǎn)管理四個(gè)角度深入研究將PMC模式導(dǎo)入項(xiàng)目融資管理工作中的有效方式。接下來(lái),結(jié)合北京珠江房地產(chǎn)項(xiàng)目進(jìn)行案例分析,說(shuō)明項(xiàng)目原運(yùn)作模式的缺陷并利用PMC模式和項(xiàng)目融資方式對(duì)其進(jìn)行優(yōu)化。最后,基于上述理論研究和案例分析,從企業(yè)、PMC承包商和政府三個(gè)層面對(duì)國(guó)內(nèi)此類項(xiàng)目運(yùn)作提出一定的建議。 通過(guò)研究表明,項(xiàng)目融資方式以其項(xiàng)目導(dǎo)向和有限追索的特性在大型項(xiàng)目的融資活動(dòng)中具有無(wú)可比擬的優(yōu)勢(shì),但由于涉及成員眾多,結(jié)構(gòu)異常復(fù)雜,項(xiàng)目業(yè)主自身往往難以勝任其管理工作。如果能將PMC承包商有效導(dǎo)入項(xiàng)目融資管理中,憑借其專業(yè)管理技術(shù),不僅能夠提高項(xiàng)目融資管理效率,降低融資風(fēng)險(xiǎn),而且能夠解放業(yè)主原管理力量,幫助業(yè)主將主要精力集中在對(duì)項(xiàng)目的宏觀控制上。在有PMC模式介入的項(xiàng)目融資中,一般首先由項(xiàng)目發(fā)起人成立一個(gè)項(xiàng)目公司,便于將收益和風(fēng)險(xiǎn)都限定在此公司內(nèi),使融資問(wèn)題更加透明,項(xiàng)目公司作為獨(dú)立經(jīng)營(yíng)者,在PMC承包商的全面協(xié)助下開(kāi)展項(xiàng)目融資各項(xiàng)工作,最終實(shí)現(xiàn)項(xiàng)目各參與成員之間的共贏。
[Abstract]:Since 21th century, the trend of large-scale construction project has become more and more obvious, and the complexity of its technology is also very harsh to the specialization of project management. Project management contracting is a new type of project management mode. As a result of the integration of modern advanced science and technology, management technology and information technology, it has been more and more favored by international large-scale engineering projects. Its investment is huge, because the owner of the project itself is usually unable to fully guarantee the financing of the project, so it will choose the stronger project management contractor to provide comprehensive support for the project financing management. The analysis and research on project financing management under PMC mode can provide some guidance for project operation. Based on the analysis of domestic and foreign related research results, this paper first explains the research problems from two aspects: PMC model and enterprise financing management theory. Then, according to the financing scheme design of large-scale project management based on PMC mode, from its operation management, organization design, From four angles of decision management and risk management, the paper deeply studies the effective way of introducing PMC model into project financing management. Then, combining with the case study of Beijing Pearl River real estate project, The defects of the original operation mode of the project are explained and optimized by using the PMC model and the project financing mode. Finally, based on the above theoretical research and case study, This paper puts forward some suggestions on the operation of this kind of projects in China from the three aspects of PMC contractor and government. The research shows that the project financing mode has unparalleled advantages in the financing activities of large projects because of its project-oriented and finite-recourse characteristics, but because of the large number of members involved, the structure is extremely complex. If the PMC contractor can be effectively introduced into the project financing management, with its professional management technology, it can not only improve the efficiency of project financing management, reduce the financing risk. Moreover, it can liberate the original management power of the owner and help the owner to concentrate his main energy on the macro control of the project. In the project financing with the PMC model, generally speaking, the project sponsor first sets up a project company. In order to limit the benefits and risks to the company and make the financing more transparent, the project company, as an independent operator, with the full assistance of the PMC contractor, carries out the project financing work. Finally, the project participants to achieve a win-win situation.
