【摘要】：長久以來,相對于我國其他地區(qū),東北地區(qū)的產業(yè)結構受計劃經濟體制影響更為深遠,經濟發(fā)展一直以重化工業(yè)為主。改革開放以來,面對市場經濟的沖擊,東北地區(qū)經濟結構性問題和體制弊端逐漸顯現(xiàn)出來。早在2003年,中央提出“振興東北老工業(yè)基地”,在政策推進過程中,贏得了一定成果。但到2014年,“東北經濟斷崖式下跌”成為一個熱點詞匯,用來形容增速連續(xù)放緩的東北經濟。2016年,國家發(fā)展改革委印發(fā)了《東北振興”十三五”規(guī)劃》,規(guī)劃中指出,東北地區(qū)要繼續(xù)優(yōu)化結構,構建現(xiàn)代化的產業(yè)體系,積極地推動裝備制造業(yè)提檔升級,優(yōu)化傳統(tǒng)產業(yè)結構,積極引導新產業(yè)和新業(yè)態(tài)的發(fā)展。同時,東北地區(qū)應當把握契機,積極參與推進“一帶一路”建設,爭取打造全方位對外開放新格局,構建向北開放重要窗口。在新時期新背景下,關于如何完成國有企業(yè)的改革,學術屆和社會都給予了充分關注,利用外資和跨國公司的力量是實現(xiàn)國企改革和產業(yè)結構優(yōu)化的一個較為重要的途徑。東北老工業(yè)基地近年來實施一系列吸引外資的優(yōu)惠政策,正是為了加快東北老工業(yè)基地改革步伐。如何有效地利用外資、制定正確的引資策略是東北老工業(yè)基地面臨的重要問題。本論文就當前東北老工業(yè)基地產業(yè)構優(yōu)化升級中吸引外資問題,采用定量分析與定性分析相結合的方法,從當前東北地區(qū)產業(yè)結構的特點入手,分析了東北地區(qū)在外資利用方面的現(xiàn)狀及問題,并對外資企業(yè)給東北地區(qū)三次產業(yè)帶來的影響進行了實證分析。最后,從政府的產業(yè)結構升級角度及外資企業(yè)的角度分別給出建議。其間,對東北老工業(yè)基地的投資環(huán)境和行業(yè)發(fā)展進行了評述,與長三角和珠三角兩個吸引外資效果更好的地區(qū)比較,根據東北地區(qū)本地實際情況,借鑒兩地的成功經驗,促成東北地區(qū)產業(yè)結構優(yōu)化升級的順利發(fā)展。
[Abstract]:For a long time, compared with other regions in China, the industrial structure in Northeast China has been affected more deeply by the planned economic system, and the economic development has been dominated by heavy chemical industry. Since the reform and opening up, the Northeast has faced the impact of the market economy. As early as 2003, the central government put forward the idea of "revitalizing the old industrial base in Northeast China." in the process of promoting the policy, But by 2014, "economic cliff fall in the Northeast" had become a hot term used to describe a slowing northeast economy. The National Development and Reform Commission issued the 13th Five-Year Plan for the Revitalization of the Northeast, in which it was pointed out that the Northeast region should continue to optimize its structure, construct a modern industrial system, actively promote the upgrading of the equipment manufacturing industry, and optimize the traditional industrial structure. We should actively guide the development of new industries and new forms of business. At the same time, the Northeast region should seize the opportunity to actively participate in the construction of "Belt and Road" and strive to create a new pattern of all-round opening to the outside world. Building an important window to the North. In the new era and new background, academic and social attention has been given to how to complete the reform of state-owned enterprises. The utilization of foreign capital and the strength of multinational corporations is a relatively important way to realize the reform of state-owned enterprises and the optimization of industrial structure. In recent years, the northeast old industrial base has implemented a series of preferential policies to attract foreign capital. It is in order to speed up the pace of reform of the old industrial base in Northeast China. How to effectively utilize foreign capital, It is an important problem for the northeast old industrial base to formulate the correct strategy of attracting foreign investment. This paper adopts the method of combining quantitative analysis and qualitative analysis to attract foreign capital in the optimization and upgrading of the industrial structure of the old industrial base in Northeast China. Starting with the characteristics of the industrial structure in Northeast China, this paper analyzes the present situation and problems of the utilization of foreign capital in Northeast China, and makes an empirical analysis on the influence of foreign-funded enterprises on the three industries in Northeast China. Suggestions are given from the angle of upgrading the industrial structure of the government and from the perspective of foreign-funded enterprises. Meanwhile, the investment environment and industry development of the old industrial base in Northeast China are reviewed. Compared with the two regions of the Yangtze River Delta and the Pearl River Delta, according to the actual situation of the Northeast region and the successful experience of the two places, it promotes the smooth development of the industrial structure optimization and upgrading in the Northeast region.
