我國公共租賃住房運(yùn)行機(jī)制研究

【摘要】:中低收入家庭的住房困難問題是我國急需解決的問題之一。政府積極進(jìn)行各種嘗試,試圖通過建立住房保障體系以實(shí)現(xiàn)“人人住有所居”的目標(biāo),公共租賃住房正是對住房保障體系的進(jìn)一步完善。而我國目前對于公共租賃住房的研究主要停留在政府政策或局部問題,缺乏對其運(yùn)行機(jī)制的整體性、系統(tǒng)性的研究。當(dāng)前經(jīng)濟(jì)適用房作用弱化,廉租房并軌公共租賃住房,公共租賃住房已成為住房保障體系的主體。在這樣的背景下,完善公共租賃住房運(yùn)行機(jī)制顯得更為重要。 論文在我國公共租賃住房各地實(shí)踐經(jīng)驗(yàn)的基礎(chǔ)上,研究其在運(yùn)行過程中暴露的問題,進(jìn)而分析問題產(chǎn)生的根源,并對其他國家的公共住房運(yùn)行機(jī)制進(jìn)行分析比較,總結(jié)出成功國家和地區(qū)的公共住房運(yùn)行經(jīng)驗(yàn)。在此研究基礎(chǔ)上,試圖對我國公共租賃住房運(yùn)行機(jī)制進(jìn)行完善。 論文的研究主要采取了文獻(xiàn)分析法、對比分析法、案例分析法等方法。首先概述了國內(nèi)、外關(guān)于公共租賃住房的研究狀況,介紹了公共租賃住房的基本內(nèi)涵以及公共租賃住房運(yùn)行機(jī)制的概念,并對論文應(yīng)用的基礎(chǔ)理論及方法進(jìn)行綜述。其次,梳理了我國住房市場化改革歷程、保障性住房政策的發(fā)展歷程,從而引出公共租賃住房成為我國保障性住房的主體。并概括了我國公共租賃住房整體運(yùn)行現(xiàn)狀,分析了公共租賃住房主要運(yùn)行模式以及其在實(shí)踐過程中暴露的各種問題。針對這些問題,結(jié)合整個(gè)建設(shè)和管理流程,以及國外公共住房運(yùn)行的成功經(jīng)驗(yàn),將公共租賃住房運(yùn)行機(jī)制分為五個(gè)部分進(jìn)行研究,包括房源籌集機(jī)制、資金供給及回收機(jī)制、準(zhǔn)入分配機(jī)制、租賃管理機(jī)制、以及監(jiān)督管理機(jī)制。把房源籌集機(jī)制分為三大方面,包括建設(shè)、收購以及經(jīng)租;在融資機(jī)制中提出了新型BT+REITS融資模型;在準(zhǔn)入分配機(jī)制中提出建立新標(biāo)準(zhǔn)的必要性;在租賃管理機(jī)制中分為物業(yè)管理、租金管理、退出管理三個(gè)方面進(jìn)行研究;在監(jiān)督管理機(jī)制中提出公共租賃住房必須實(shí)行動態(tài)監(jiān)管,尤其是對收入變化的監(jiān)控。
[Abstract]:The housing problem of low- and middle-income families is one of the urgent problems in our country. The government has actively tried to establish a housing security system to achieve the goal of "everyone has a place to live". Public rental housing is the further improvement of the housing security system. However, the current research on public rental housing in China is mainly focused on government policies or local problems, lacking the integrity of its operational mechanism. Systematic research. At present, comfortable housing's function is weakened, low-rent housing and public rental housing, public rental housing has become the main body of housing security system. Under this background, it is more important to improve the operation mechanism of public rental housing. On the basis of the practical experience of public rental housing in China, this paper studies the problems exposed in the course of operation, and then analyzes the root causes of the problems, and analyzes and compares the operation mechanism of public housing in other countries. On the basis of this research, the author tries to perfect the operation mechanism of public rental housing in China. This paper mainly adopts the methods of literature analysis, comparative analysis, case analysis and so on. Firstly, it summarizes the research status of public rental housing both at home and abroad. This paper introduces the basic connotation of public rental housing and the concept of public rental housing operation mechanism, and summarizes the basic theories and methods applied in this paper. Secondly, it combs the course of housing marketization reform in China. The course of the development of the indemnificatory housing policy leads to the public rental housing becoming the main body of the indemnificatory housing in our country, and summarizes the present situation of the whole operation of the public rental housing in our country. This paper analyzes the main operating modes of public rental housing and various problems exposed in the course of practice. In view of these problems, it combines the whole construction and management process, as well as the successful experience of foreign countries in the operation of public housing. The operating mechanism of public rental housing is divided into five parts, including the mechanism of housing source raising, the mechanism of fund supply and recovery, the mechanism of access and distribution, the mechanism of lease management. And the mechanism of supervision and management. It divides the financing mechanism into three aspects, including construction, purchase and rent, puts forward a new BT REITS financing model in the financing mechanism, puts forward the necessity of establishing new standard in the mechanism of admission and distribution. It is divided into three aspects: property management, rent management and exit management. In the supervision and management mechanism, it is proposed that the public rental housing must be monitored dynamically, especially the change of income.
