【摘要】：碳交易機(jī)制作為控制溫室氣體排放的重要市場(chǎng)機(jī)制,已經(jīng)在全球各國(guó)逐步推進(jìn)實(shí)施中。交通運(yùn)輸行業(yè)是三大碳排放行業(yè)之一,積極應(yīng)用碳交易等市場(chǎng)機(jī)制管控排放是大勢(shì)所趨。目前,交通運(yùn)輸領(lǐng)域項(xiàng)目碳交易已經(jīng)在國(guó)內(nèi)外逐步探索實(shí)踐。系統(tǒng)梳理分析全球交通運(yùn)輸領(lǐng)域清潔發(fā)展機(jī)制(CDM)項(xiàng)目碳交易現(xiàn)狀,結(jié)合中國(guó)碳交易市場(chǎng)發(fā)展前景,從借鑒國(guó)際交通運(yùn)輸CDM經(jīng)驗(yàn)、注重交通運(yùn)輸方法學(xué)開(kāi)發(fā)和應(yīng)用、探索創(chuàng)新交通運(yùn)輸碳交易機(jī)制、建立低碳交通基金等方面提出中國(guó)交通運(yùn)輸領(lǐng)域項(xiàng)目碳交易機(jī)制發(fā)展方向的建議。
[Abstract]:As an important market mechanism to control greenhouse gas emissions, carbon trading mechanism has been gradually implemented in various countries around the world. Transport industry is one of the three major carbon emission industries. Active use of market mechanisms such as carbon trading to control emissions is a general trend. Carbon trading in transportation projects has been gradually explored and practiced at home and abroad. This paper systematically analyzes the current situation of carbon trading in global transport clean development mechanism (CDM) projects, and combines the development prospects of China's carbon trading market. From the experience of international transportation CDM, focusing on the development and application of transportation methodology, exploring and innovating the transport carbon trading mechanism, The paper puts forward some suggestions on the development of carbon trading mechanism in China's transportation projects.
