【摘要】：本文基于2013年中國健康與養(yǎng)老追蹤調(diào)查數(shù)據(jù)(CHARLS2013),對農(nóng)村殘疾群體的主要借貸渠道、信貸約束特征、借貸行為特征及其影響因素進行了分析。研究結(jié)果表明,非正規(guī)借貸是大部分農(nóng)村殘疾者當前最為重要的第一借貸渠道。供給型信貸約束是農(nóng)村殘疾群體遭受的主要信貸約束形式,且正規(guī)信貸約束明顯高于非正規(guī)信貸;與非殘疾群體相比,其借貸需求更為旺盛,但遭受的信貸約束也更為嚴重。非正規(guī)借貸資金主要參與到借貸者平滑消費和改善農(nóng)業(yè)生產(chǎn)的小額投資中,具有明顯的"幫扶"和"扶貧"意義。因此,需要大力發(fā)展普惠金融,進一步推進普惠金融扶貧;創(chuàng)新普惠金融產(chǎn)品;提升農(nóng)村殘疾群體等社會弱勢群體收入創(chuàng)造能力;防范普惠金融風(fēng)險,完善醫(yī)療保障體系,盡量減少"因病致貧"的深度和廣度。
[Abstract]:Based on the CHARLS2013 data of China Health and Old-age Care Survey in 2013, this paper analyzes the main lending channels, credit constraint characteristics, lending behavior characteristics and their influencing factors of rural disabled groups. Informal lending is currently the most important first lending channel for most rural disabled people. Supply type credit constraint is the main form of credit constraint for rural disabled groups, and formal credit constraint is obviously higher than informal credit. Compared with non-disabled groups, they are more in need of loans, but are also subject to more severe credit constraints. Informal lending funds are mainly involved in borrowers' smooth consumption and small investments to improve agricultural production. Therefore, it is necessary to vigorously develop inclusive finance, further promote inclusive finance poverty alleviation, innovate inclusive financial products, enhance the income creation ability of social vulnerable groups such as rural disabled groups, etc. To prevent inclusive financial risks, improve the medical security system and reduce the depth and breadth of poverty caused by illness.
