【摘要】：住房問題關(guān)系到國(guó)計(jì)民生、社會(huì)的和諧穩(wěn)定。公共租賃住房是在現(xiàn)有廉租房、經(jīng)濟(jì)適用住房的基礎(chǔ)上提出來的，公共租賃采用租售并舉的方式，將外來常駐人口納入保障范疇，致力于解決高校畢業(yè)生、城市夾心層等中低收入群體的階段性住房問題，是對(duì)我國(guó)住房保障體系的進(jìn)一步豐富和延伸，基本實(shí)現(xiàn)了我國(guó)住房保障失業(yè)的多渠道、層次化、體系化�，F(xiàn)階段我國(guó)公共租賃住房理論尚不成熟，缺乏相應(yīng)的理論指導(dǎo)。作為我國(guó)的經(jīng)濟(jì)中心，天津公共租賃住房的建設(shè)對(duì)于解決高校畢業(yè)生、人才引進(jìn)、進(jìn)城務(wù)工人員的住房問題具有重要意義。本研究深入剖析了天津市公共租賃住房政策內(nèi)容、現(xiàn)狀、存在問題及原因，試圖找到天津市公共租住房需要解決的問題和發(fā)展路徑，希望對(duì)天津市公共租賃住房的發(fā)展起到積極的影響。 本文的研究?jī)?nèi)容大致可分為如下三個(gè)部分：首先，界定了公共租賃住房、公共租賃住房政策等的概念，指出公共租賃住房的功能定位；其次，在深入分析了天津市公共租賃住房發(fā)展現(xiàn)狀的基礎(chǔ)上，梳理了天津市公共租賃住房政策，從資金、房源、土地籌集，公共租賃住房制度本身缺陷，政策落實(shí)等角度，深入分析天津市公共租賃住房制度存在的問題與原因。最后，在詳細(xì)分析了國(guó)外保障性住房建設(shè)的經(jīng)驗(yàn)與啟示基礎(chǔ)上提出完善天津市公共租賃住房政策的建議，并以朗庭園為例進(jìn)行了實(shí)證分析。 本文采用的研究方法主要文獻(xiàn)綜述法、理論邏輯分析方法和實(shí)證分析方法。文獻(xiàn)綜述法主要用于對(duì)公共租賃住房政策、法規(guī)、文獻(xiàn)進(jìn)行梳理與總結(jié)；采用比較分析方法，將天津市政策與北京、上海、重慶等城市進(jìn)行比較分析；以朗庭園公共租賃住房項(xiàng)目為實(shí)證進(jìn)行研究。 通過研究分析，將天津市公共租賃住房政策分為籌集房源、籌集資金、租金標(biāo)準(zhǔn)、供應(yīng)對(duì)象及申請(qǐng)條件等4部分。天津市公共租賃住房政策存在問題主要包括資金、房源、土地籌集困難，制度本身存在缺陷，政策落實(shí)不到位等。其中財(cái)政支持力度不夠，社會(huì)資源分配不公明顯；土地和資金問題為地方政府利益博弈的焦點(diǎn)所在是導(dǎo)致天津市公共租賃住房資金、房源、土地籌集困難的根源所在。天津市公共租賃住房制度存在租金“一刀切”，退出機(jī)制不完善等缺陷。同時(shí)指出政策宣傳不到位，管理不嚴(yán)，，項(xiàng)目地點(diǎn)相對(duì)較偏、配套不完善等是導(dǎo)致政策落實(shí)不到位的原因所在。在深入研究國(guó)外保障性住房建設(shè)的經(jīng)驗(yàn)與啟示的基礎(chǔ)上，提出完善天津市公共租賃住房政策的建議：（1）確立公共租賃住房在住房保障體系中的主體地位；（2）發(fā)揮政府主導(dǎo)作用，積極拓寬公共租賃住房資金籌措渠道；（3）優(yōu)化制度設(shè)計(jì)，確保公共租賃住房體系的順利運(yùn)轉(zhuǎn)；（4）成立專業(yè)的管理機(jī)構(gòu)，充分發(fā)揮公眾的監(jiān)督作用。
[Abstract]:The housing problem is related to the national economy and people's livelihood and the harmony and stability of the society. Public rental housing is put forward on the basis of the existing low-rent housing and affordable housing. It is a further enrichment and extension of the housing security system of our country to solve the stage housing problem of the middle and low income groups such as college graduates, urban sandwich layer and so on. It has basically realized the multi-channel and stratification of housing security unemployment in our country. Systematization. At this stage, the theory of public rental housing in our country is still immature and lacks the corresponding theoretical guidance. As the economic center of our country, the construction of public rental housing in Tianjin is aimed at solving the problem of college graduates and the introduction of talents. This study deeply analyzes the content, present situation, existing problems and reasons of Tianjin public rental housing policy, and tries to find out the problems and development path of Tianjin public rental housing. Hope to Tianjin public rental housing development has a positive impact. The research contents of this paper can be roughly divided into the following three parts: firstly, it defines the concepts of public rental housing and public rental housing policy, and points out the function orientation of public rental housing. Based on the in-depth analysis of the present situation of the development of public rental housing in Tianjin, this paper combs the public rental housing policy in Tianjin, from the perspectives of funds, housing sources, land raising, the defects of the public rental housing system itself, and the implementation of the policy, etc. The problems and causes of Tianjin public rental housing system are deeply analyzed. Finally, based on the detailed analysis of the experience and inspiration of the construction of public rental housing in foreign countries, the paper puts forward some suggestions to perfect Tianjin's public rental housing policy. And take Lang Garden as an example to carry on the demonstration analysis. The main research methods used in this paper are literature review method, theoretical logic analysis method and empirical analysis method. Literature review method is mainly used to sort out and summarize public rental housing policy, laws and regulations, and comparative analysis method. The policy of Tianjin is compared with that of Beijing, Shanghai, Chongqing and so on. Through the research and analysis, the public rental housing policy in Tianjin is divided into four parts: raising house, raising funds, rent standard, supply object and application condition. The problems of Tianjin public rental housing policy mainly include capital, housing source, etc. It is difficult to raise land, there are defects in the system itself, and the implementation of the policy is not in place, among which the financial support is not enough, and the distribution of social resources is obviously unfair; The focus of the game between land and capital for the interests of local governments is to lead to public rental housing funds and housing sources in Tianjin. The root of the difficulty in raising land is the root of the difficulty. The public rental housing system in Tianjin has defects such as "one-size-fits-all" rent, imperfect exit mechanism, and so on. At the same time, it points out that the policy propaganda is not in place, the management is not strict, and the project location is relatively partial. The imperfect supporting system is the reason why the implementation of the policy is not in place. On the basis of in-depth study of the experience and enlightenment of the construction of affordable housing abroad, Put forward the suggestion of perfecting Tianjin's public rental housing policy: (1) establish the principal position of public rental housing in the housing security system and give play to the leading role of the government, actively broaden the financing channels for public rental housing and optimize the system design. To ensure the smooth operation of the public rental housing system the establishment of professional management agencies to give full play to the role of public supervision.
