【摘要】：領(lǐng)導(dǎo)干部經(jīng)濟(jì)責(zé)任"同步審計(jì)"是我國(guó)審計(jì)工作的重要內(nèi)容,其具有同步性、聯(lián)合性、全面性等特征,對(duì)推動(dòng)黨風(fēng)廉政建設(shè)、及時(shí)查辦違法違紀(jì)違規(guī)領(lǐng)導(dǎo)干部、任免領(lǐng)導(dǎo)干部、提升審計(jì)質(zhì)效具有重要作用。中辦、國(guó)辦于2010年印發(fā)了《黨政主要領(lǐng)導(dǎo)干部和國(guó)有企業(yè)領(lǐng)導(dǎo)人員經(jīng)濟(jì)責(zé)任審計(jì)規(guī)定》之后,領(lǐng)導(dǎo)干部經(jīng)濟(jì)責(zé)任"同步審計(jì)"獲得長(zhǎng)足發(fā)展且取得明顯成效,但依然存在人們對(duì)此認(rèn)識(shí)不足、實(shí)質(zhì)性審計(jì)時(shí)間無(wú)法保障、風(fēng)險(xiǎn)高、難度大等問(wèn)題。本文提出,應(yīng)在現(xiàn)有基礎(chǔ)上完善領(lǐng)導(dǎo)干部經(jīng)濟(jì)責(zé)任"同步審計(jì)"相關(guān)制度,主要是完善委托審計(jì)制度、聯(lián)席會(huì)議制度、信息共享制度、指標(biāo)體系制度、審計(jì)結(jié)果運(yùn)用制度。
[Abstract]:Synchronous audit of economic responsibility of leading cadres is an important part of audit work in our country, which has the characteristics of synchronization, unity and comprehensiveness. It plays an important role in promoting the construction of a clean and honest party style, investigating and handling leading cadres in violation of law and discipline in a timely manner, appointing and removing leading cadres, and improving the quality and efficiency of audit. After the Central Office and the State Office issued the regulations on auditing the Economic responsibility of the main leading cadres of the Party and the Government and the leaders of State-owned Enterprises in 2010, the "synchronous audit" of the economic responsibility of the leading cadres has made great progress and achieved remarkable results, but there are still some problems, such as insufficient understanding of this, unable to guarantee the substantive audit time, high risk, and great difficulty. This paper puts forward that the related system of "synchronous audit" of economic responsibility of leading cadres should be improved on the basis of the existing system, which is mainly to perfect the entrusted audit system, the joint meeting system, the information sharing system, the index system and the application system of audit results.
