【摘要】：低碳經(jīng)濟(jì),是指在可持續(xù)發(fā)展理念指導(dǎo)下,通過(guò)技術(shù)創(chuàng)新、制度創(chuàng)新、開(kāi)發(fā)新能源等多種方法和手段,努力減少傳統(tǒng)能源,如煤炭、石油等的消耗,以降低空氣中溫室氣體的含量,從而在使經(jīng)濟(jì)得到發(fā)展的同時(shí)也能保證生態(tài)環(huán)境不被破壞。其實(shí)質(zhì)就是提高能源的利用率。低碳經(jīng)濟(jì)是在人類溫室效應(yīng)及由此產(chǎn)生的全球氣候變暖問(wèn)題日趨嚴(yán)重的背景下提出的。隨著全球氣候變暖給人類環(huán)境和自然生態(tài)帶來(lái)的影響日益嚴(yán)重,人們逐漸認(rèn)識(shí)到,必須改變現(xiàn)有的高碳經(jīng)濟(jì)增長(zhǎng)模式,向低碳經(jīng)濟(jì)轉(zhuǎn)型也就成為了世界發(fā)展經(jīng)濟(jì)的趨勢(shì)。 我國(guó)正在深入實(shí)踐的科學(xué)發(fā)展觀與低碳經(jīng)濟(jì)在實(shí)質(zhì)內(nèi)涵上是高度一致的。在中央文件和領(lǐng)導(dǎo)人講話中,多次提出要將推行低碳經(jīng)濟(jì)、實(shí)現(xiàn)節(jié)能減排作為國(guó)家發(fā)展的重要任務(wù)。但是我國(guó)在發(fā)展低碳經(jīng)濟(jì)的過(guò)程中面臨著一些困境,本文從科學(xué)發(fā)展觀的視角提出了解決問(wèn)題的對(duì)策。
[Abstract]:Under the guidance of the concept of sustainable development, low-carbon economy refers to efforts to reduce the consumption of traditional energy, such as coal, oil and so on, through technological innovation, institutional innovation, development of new energy and other methods and means, so as to reduce the content of greenhouse gases in the air, so as to ensure that the ecological environment will not be destroyed while the economy can be developed. Its essence is to improve the utilization rate of energy. Low carbon economy is put forward under the background of Greenhouse Effect and the resulting global warming. With the increasing impact of global warming on human environment and natural ecology, people gradually realize that the existing high-carbon economic growth model must be changed, and the transition to low-carbon economy has become the trend of world economic development. The scientific concept of development, which is being practiced in our country, is highly consistent with the substantive connotation of low-carbon economy. In the central documents and leaders' speeches, it has been repeatedly proposed to promote a low-carbon economy and realize energy conservation and emission reduction as an important task of national development. However, China is facing some difficulties in the process of developing low-carbon economy. This paper puts forward some countermeasures to solve the problems from the perspective of the scientific concept of development.
