【摘要】：近年來,隨著我國(guó)經(jīng)發(fā)展水平的不斷增加,作為提升區(qū)域競(jìng)爭(zhēng)力水平的產(chǎn)業(yè)集群建設(shè)受到政府、社會(huì)的廣范圍關(guān)注,行業(yè)之間物理集聚形成的產(chǎn)業(yè)集群造成了政府和學(xué)者的廣泛關(guān)注。本文就從最基本最重要的我國(guó)傳統(tǒng)產(chǎn)業(yè)集群政府行為出發(fā),分為七個(gè)章節(jié)從不同的角度對(duì)產(chǎn)業(yè)集群和政府行為進(jìn)行交完完整的分析:第一部分,從政府干預(yù)經(jīng)濟(jì)相關(guān)理論、我國(guó)及發(fā)達(dá)國(guó)家集群發(fā)展的文獻(xiàn)綜述引出研究的背景和意義;第二部分,介紹了中國(guó)的傳統(tǒng)產(chǎn)業(yè)集群發(fā)展歷史進(jìn)程,分析不同階段的政府行為;第三部分,通過幾個(gè)典型的產(chǎn)業(yè)集群形成模型的概述,闡明原生型、嵌入型、資源驅(qū)動(dòng)型不同產(chǎn)業(yè)集群的成長(zhǎng)方式和其中政府行為的差異;第四部分,中國(guó)東部發(fā)達(dá)地區(qū)產(chǎn)業(yè)集群發(fā)展的背景分析的基礎(chǔ)上,產(chǎn)業(yè)集群的角度看政府行為為中國(guó)西部發(fā)展的政策建議;第五部分,以國(guó)外先進(jìn)產(chǎn)業(yè)集群意大利傳統(tǒng)產(chǎn)業(yè)、日本傳統(tǒng)產(chǎn)業(yè)集群為例,詳細(xì)論述了發(fā)達(dá)國(guó)家集群發(fā)展中的政府行為,并對(duì)我國(guó)提出借鑒、觀點(diǎn);第六部分,倚靠之前對(duì)于傳統(tǒng)產(chǎn)業(yè)集群的詳細(xì)介紹、分析、探討,對(duì)我國(guó)優(yōu)化政府職能、促進(jìn)傳統(tǒng)產(chǎn)業(yè)集群轉(zhuǎn)型發(fā)展改革的對(duì)策進(jìn)行梳理;第七部分是本文的最后一章介紹了本文的主要結(jié)論,創(chuàng)新,不足之處和對(duì)未來的展望。在本文研究的過程中,有三個(gè)問題較為關(guān)鍵的,同時(shí)也是本文的重點(diǎn)或難點(diǎn):1.以發(fā)展歷史為脈絡(luò)對(duì)我國(guó)傳統(tǒng)產(chǎn)業(yè)集群的狀況做了研究分析,結(jié)合產(chǎn)業(yè)集群相關(guān)基礎(chǔ)理論與政府職能相關(guān)理論,最終對(duì)政府在產(chǎn)業(yè)集群過程中的作用做出理論和實(shí)際的分析。2.中國(guó)的傳統(tǒng)產(chǎn)業(yè)集群主要分布在西部地區(qū),東部新興產(chǎn)業(yè)集群和西部的傳統(tǒng)產(chǎn)業(yè)集不平衡的發(fā)展,擬找到多種發(fā)展模式解決我國(guó)傳統(tǒng)產(chǎn)業(yè)集群的發(fā)展道路;再對(duì)國(guó)內(nèi)外關(guān)于產(chǎn)業(yè)集群的政策做了分析和比較,最后找到適合中國(guó)國(guó)情的發(fā)展建議。3.運(yùn)用大量案例做實(shí)證分析,從多個(gè)角度分析我國(guó)傳統(tǒng)傳業(yè)集群中的政府行;對(duì)國(guó)外傳統(tǒng)產(chǎn)業(yè)集群做了研究,由于我國(guó)國(guó)情不同,政府對(duì)企業(yè)的干預(yù)程度也不同,基于在外國(guó)政府行為成功的產(chǎn)業(yè)集群發(fā)展的同時(shí),找到適合我國(guó)國(guó)情的發(fā)展道路。
[Abstract]:In recent years, with the increasing development level of our country, the construction of industrial cluster, which promotes the level of regional competitiveness, has been paid more and more attention by the government and the society. The industrial cluster formed by physical agglomeration among industries has caused widespread concern of the government and scholars. Starting from the most basic and important traditional industrial cluster government behavior in our country, this paper is divided into seven chapters to complete the complete analysis of industrial cluster and government behavior from different angles: the first part, from the theory of government intervention in the economy, The literature review of cluster development in China and developed countries leads to the background and significance of the research. The second part introduces the historical process of the development of traditional industrial clusters in China, and analyzes the government behavior in different stages. The third part, through the summary of several typical industrial cluster formation models, clarifies the growth mode and the difference of government behavior of different industrial clusters of original, embedded and resource-driven types. The fourth part, on the basis of the background analysis of the industrial cluster development in the developed areas of eastern China, from the angle of the industrial cluster, the government behavior is the policy suggestion for the development of the western part of China; The fifth part, taking Italy's traditional industry and Japan's traditional industrial cluster as an example, discusses in detail the government's behavior in the development of developed country's cluster, and puts forward the reference and viewpoint to our country. The sixth part, rely on the previous detailed introduction to the traditional industrial cluster, analysis, discussion, to optimize the government function, promote the traditional industrial cluster transformation and development of the reform of the countermeasures; The seventh part is the last chapter of this paper introduces the main conclusions, innovation, shortcomings and prospects for the future. In the course of this research, there are three key problems, which are also the focus or difficulty of this paper: 1. Based on the history of development, this paper studies and analyzes the situation of traditional industrial clusters in China, combining the basic theories of industrial clusters and the theories of government functions. Finally, it makes a theoretical and practical analysis of the role of the government in the process of industrial clusters. The traditional industrial clusters in China are mainly distributed in the western region, the new industrial clusters in the east and the traditional industrial clusters in the western regions are unbalanced development, and it is intended to find out a variety of development modes to solve the development path of the traditional industrial clusters in China. Then it analyzes and compares the policies of industrial clusters at home and abroad, and finally finds out some suggestions for the development of industrial clusters suitable for China's national conditions. 3. Using a large number of cases to do empirical analysis, from a number of points of view, the government in the cluster of traditional transmission industry in our country; This paper studies the traditional industrial clusters in foreign countries, because of the different national conditions of our country and the different degree of government intervention on enterprises. Based on the successful development of industrial clusters in foreign countries, we can find the development path suitable for the national conditions of our country at the same time.
