公共資源出讓收益分配問題研究
[Abstract]:China is a big public resource country. The distribution of public resources transfer income is dominated by income sharing for a long time, which results in the unreasonable situation that the proportion of income sharing is too high, the proportion of retained income is too large, and the proportion of sharing is too small for a long time. Both the 18th National Congress of the Communist Party of China and the third Plenary session of the 18th Central Committee of the Communist Party of China explicitly emphasized the reform of the allocation of public resources to realize the rationalization of the distribution of public resources. Therefore, the reform of income distribution of public resources has become an important task of the reform of income distribution in China. This thesis is based on this background. First of all, this paper deeply expounds the essential attribute, type division and boundary dynamics of public resources, and reveals the trend of pluralistic transfer of public resources rights under the background of deregulation. It also discusses the particularity of the distribution of public resources and the principles that should be followed. In this paper, we construct a dual distribution model of public resource allocation income based on demand-sharing and contribution-sharing by pairing and screening the existing distribution modes and mechanisms of public resources from the point of view of "sharing according to demand and sharing according to contribution". In addition, using mathematical method, the paper constructs incentive compatible public resource allocation revenue sharing model and public resource transfer revenue optimal retention model, and deduces the reasonable share ratio of public resource transfer income. Make "share according to demand and share according to contribution" dual distribution pattern scientific. In addition, taking the dividend paid by the central state-owned enterprises as an example, the paper uses the panel vector autoregressive model to carry on the empirical test, which further proves the rationality and effectiveness of the dual distribution model of the public resources transfer income. The paper holds that the distribution pattern and the factors that need to be taken into account in the distribution of the income from the transfer of the rights of public resources are different. Therefore, the transfer proceeds of temporary rights of public resources should be paid attention to both functional distribution and scale allocation, and the long-term rights of public resources should only pay attention to the distribution of scale, while the distribution of temporary rights of public resources should be paid more attention to. The proceeds of the permanent right transfer of public resources should only pay attention to the allocation of rules without considering the next transfer of the permanent rights of public resources; Some permanent rights of public resources are allocated, because they have been transformed from pure public resources to preemptive public resources, so they can only pay attention to functional distribution. Based on this, the paper also designs the public resources temporary right transfer income, the public resources long-term right assignment income, the public resources permanent right assignment income under the framework of the dual distribution pattern of the public resources transfer income. The dual distribution mechanism of partial permanent rights of public resources makes the distribution of income of different rights of public resources more reasonable. Finally, the paper also discusses the reform of the current public resources transfer income distribution system, from the current sharing-led distribution model to the sharing-led distribution mode and the way of thinking.
