【摘要】：兩江新區(qū)的行政管理體制創(chuàng)新所獲取的經(jīng)驗是非常寶貴的，具有很強的前瞻性。行政體制改革是兩江新區(qū)綜合配套改革的重點和難點。通過行政體制改革，不僅有助于消除當前體制性障礙對兩江新區(qū)經(jīng)濟與社會進一步發(fā)展的制約，，還有利于提升兩江新區(qū)的競爭力，在經(jīng)濟競爭中立于不敗之地。通過探討兩江新區(qū)行政體制改革的路徑選擇，為我國地方政府的改革提供了寶貴的經(jīng)驗，對未來國家級新區(qū)發(fā)展模式的探索都具有深遠的影響。本文在描述重慶兩江新區(qū)行政管理體制現(xiàn)狀、存在問題的基礎(chǔ)上，概括了浦東、濱海新區(qū)的行政體制改革的經(jīng)驗，力圖為兩江新區(qū)的行政管理體制改革提出有針對性的措施。本文的結(jié)構(gòu)安排如下： 第一部分，主要是對研究背景和意義進行闡述、對開發(fā)區(qū)的行政體制改革以及兩江新區(qū)行政體制現(xiàn)狀進行文獻綜述，同時對基本概念進行界定并給出相關(guān)理論基礎(chǔ)，提出本文所要回答的主要問題。 第二部分，重點探討了兩江新區(qū)的發(fā)展和行政管理體制現(xiàn)狀及其存在的問題。 第三部分，結(jié)合浦東新區(qū)和濱海新區(qū)行政體制改革的過程，在對兩江新區(qū)與浦東、濱海新區(qū)的行政體制進行比較的基礎(chǔ)上，分析并闡述了浦東、濱海新區(qū)行政體制改革對兩江新區(qū)的啟示。 第四部分，分析了兩江新區(qū)行政體制改革的三種模式，并結(jié)合浦東、濱海新區(qū)的經(jīng)驗，為兩江新區(qū)的行政體制改革提出思路和對策。
[Abstract]:The experience gained from the innovation of administrative system in Liangjiang New area is very valuable and has strong foresight. Administrative system reform is the focus and difficulty of the comprehensive reform of Liangjiang New District. The reform of administrative system will not only help to eliminate the current system obstacles to the further development of the economy and society in the Liangjiang New area, but also help to promote the competitiveness of the Liangjiang New area and to be in an invincible position in the economic competition. Through discussing the path choice of administrative system reform in Liangjiang New District, this paper provides valuable experience for the reform of local government in our country, and has far-reaching influence on the exploration of the development mode of the future state-level new district. On the basis of describing the present situation and existing problems of the administrative management system in the Liangjiang New area of Chongqing, this paper summarizes the experience of the administrative system reform in Pudong and Binhai New area, and tries to put forward some targeted measures for the reform of the administrative management system in the Liangjiang New area. The structure of this paper is as follows: the first part, mainly expounds the background and significance of the research, the administrative system reform of the development zone and the current situation of the administrative system of the Liangjiang New District. At the same time, the basic concepts are defined and the relevant theoretical basis is given, and the main questions to be answered in this paper are put forward. The second part focuses on the development of Liangjiang New area, the present situation of administrative system and the existing problems. The third part, combined with the process of administrative system reform in Pudong New area and Binhai New area, analyzes and expounds Pudong on the basis of comparing the administrative system of the two Rivers New area with that of Pudong and Binhai New area. The Enlightenment of Administrative system Reform of Binhai New area to Liangjiang New area. The fourth part analyzes three modes of administrative system reform in Liangjiang New area, and puts forward some ideas and countermeasures for the reform of administrative system in Liangjiang New area, combined with the experience of Pudong and Binhai New area.
