【摘要】：國(guó)內(nèi)外經(jīng)濟(jì)社會(huì)發(fā)展的經(jīng)驗(yàn)表明，一個(gè)國(guó)家或地區(qū)只有在科技上處于領(lǐng)先地位，才能在經(jīng)濟(jì)發(fā)展中贏得主動(dòng)權(quán)。海洋經(jīng)濟(jì)作為人類社會(huì)經(jīng)濟(jì)體系重要組成部分，其發(fā)展自然也離不開科技的促進(jìn)作用，主要表現(xiàn)在兩個(gè)方面：一是海洋資源開發(fā)和海洋經(jīng)濟(jì)的發(fā)展需要科技的支撐與引領(lǐng)；二是海洋經(jīng)濟(jì)發(fā)展方式轉(zhuǎn)型需要科技作為核心驅(qū)動(dòng)力。 近十幾年來，舟山的海洋科技實(shí)力正在不斷增強(qiáng)，科技人才隊(duì)伍不斷擴(kuò)大，高新技術(shù)產(chǎn)業(yè)持續(xù)涌現(xiàn)，有力的促進(jìn)了經(jīng)濟(jì)社會(huì)的發(fā)展。然而，與建設(shè)舟山群島新區(qū)的要求相比，科技對(duì)海洋經(jīng)濟(jì)發(fā)展的促進(jìn)作用還遠(yuǎn)遠(yuǎn)不足。因此，如何充分抓住新區(qū)發(fā)展的政策機(jī)遇，將舟山現(xiàn)有的海洋資源優(yōu)勢(shì)最大化，大力發(fā)展海洋科技，支撐和引領(lǐng)海洋經(jīng)濟(jì)的發(fā)展，是一個(gè)富有意義的重要課題。本文立足舟山這個(gè)小視角，具體問題具體分析，，給出了操作性較強(qiáng)的發(fā)展路徑。內(nèi)容簡(jiǎn)介如下： 第一章為導(dǎo)論。主要梳理了國(guó)內(nèi)外與本領(lǐng)域有觀念的研究成果，同時(shí)概述了本論文的研究背景和意義、研究?jī)?nèi)容和技術(shù)路線、研究方法和創(chuàng)新點(diǎn)。 第二章為相關(guān)基礎(chǔ)理論和基本概念。重點(diǎn)總結(jié)了與本文研究?jī)?nèi)容有關(guān)的基本理論，以時(shí)間為線索梳理了經(jīng)濟(jì)發(fā)展的相關(guān)理論。 第三章為科技對(duì)舟山海洋經(jīng)濟(jì)發(fā)展的影響分析。從可行性分析、機(jī)理分析、實(shí)證分析三個(gè)角度展開分析，論述了在舟山這個(gè)微觀層面，科技對(duì)海洋經(jīng)濟(jì)發(fā)展的促進(jìn)機(jī)理，同時(shí)通過相關(guān)數(shù)據(jù)和實(shí)證分析方法，進(jìn)一步證實(shí)了科技進(jìn)步與海洋經(jīng)濟(jì)發(fā)展的高度正相關(guān)性。 第四章研究科技促進(jìn)舟山海洋經(jīng)濟(jì)發(fā)展的成效及問題。結(jié)合對(duì)相關(guān)數(shù)據(jù)和圖表的分析，得出科技促進(jìn)舟山海洋經(jīng)濟(jì)發(fā)展的主要問題。 第五章研究典型國(guó)家科技促進(jìn)海洋經(jīng)濟(jì)發(fā)展的經(jīng)驗(yàn)。通過分析美國(guó)、澳大利亞和日本有關(guān)于科技促進(jìn)經(jīng)濟(jì)發(fā)展的經(jīng)驗(yàn)，在借鑒的基礎(chǔ)上總結(jié)了對(duì)舟山的借鑒作用和相關(guān)啟示。 第六章研究科技促進(jìn)舟山海洋經(jīng)濟(jì)發(fā)展的路徑。提出科技促進(jìn)舟山海洋經(jīng)濟(jì)發(fā)展的五條路徑：打造海洋科技創(chuàng)新的政策“軟環(huán)境”；構(gòu)建以政企協(xié)作為重點(diǎn)的自主創(chuàng)新動(dòng)力機(jī)制；促進(jìn)“政·產(chǎn)學(xué)研·社”聯(lián)動(dòng)發(fā)展；完善工作機(jī)制推進(jìn)海洋人力資源建設(shè)；推動(dòng)舟山海洋經(jīng)濟(jì)實(shí)現(xiàn)創(chuàng)新驅(qū)動(dòng)發(fā)展。 第七章為結(jié)論。對(duì)研究做了歸納和總結(jié)。
[Abstract]:The experience of economic and social development at home and abroad shows that only when a country or region is in a leading position in science and technology can it win the initiative in economic development. As an important part of human social economic system, marine economy can not be developed without the promotion of science and technology, mainly in two aspects: first, the development of marine resources and the development of marine economy need the support and guidance of science and technology; Second, the transformation of marine economic development needs science and technology as the core driving force. In the past ten years, the strength of marine science and technology in Zhoushan has been continuously strengthened, the contingent of scientific and technological talents has been expanded, and the high-tech industry has continued to emerge, which has promoted the development of economy and society. However, compared with the requirement of constructing Zhoushan archipelago's new area, the role of science and technology in promoting marine economy is far from enough. Therefore, how to fully grasp the policy opportunities of the development of the new area, maximize the advantages of the existing marine resources in Zhoushan, vigorously develop marine science and technology, support and lead the development of marine economy, is an important and meaningful topic. Based on the small angle of view of Zhoushan and concrete analysis of the specific problems, this paper gives a more operable development path. The content is summarized as follows: the first chapter is an introduction. This paper mainly reviews the research results at home and abroad, and summarizes the research background and significance, research content and technical route, research methods and innovation points of this paper. The second chapter is related basic theory and basic concept. This paper summarizes the basic theories related to the content of this paper, and combs the relevant theories of economic development with time as the clue. The third chapter is the impact of science and technology on the development of marine economy in Zhoushan. From three angles of feasibility analysis, mechanism analysis and empirical analysis, this paper discusses the promotion mechanism of science and technology to marine economic development at the micro level of Zhoushan, and at the same time, through relevant data and empirical analysis methods, Further confirmed the highly positive correlation between scientific and technological progress and marine economic development. Chapter four studies the effects and problems of science and technology to promote the development of marine economy in Zhoushan. Based on the analysis of relevant data and charts, the main problems of promoting the development of Zhoushan marine economy by science and technology are obtained. Chapter five studies the experiences of typical countries in promoting marine economic development by science and technology. Based on the analysis of the experiences of the United States, Australia and Japan on promoting the economic development by science and technology, this paper summarizes the reference function and the relevant enlightenment to Zhoushan on the basis of reference. The sixth chapter studies the path of science and technology to promote the development of marine economy in Zhoushan. The paper puts forward five ways to promote the development of marine economy in Zhoushan by science and technology: to create the policy "soft environment" of marine scientific and technological innovation, to construct the dynamic mechanism of independent innovation with emphasis on the cooperation of government and enterprise, to promote the linkage development of "political, industrial, academic and research society"; Improve the working mechanism to promote the construction of marine human resources; promote the marine economy in Zhoushan to achieve innovation and development. Chapter seven is the conclusion. The research is summarized and summarized.
