鹽城經(jīng)濟技術(shù)開發(fā)區(qū)招商引資績效考核研究

【摘要】:績效考核已成為全社會各類團體推進發(fā)展的主要管理手段,并根據(jù)自身情況形成了各類行之有效的考核方法。但各種考核手段在不同的環(huán)境、不同時期有著不同的適用性。本文基于對各種績效考核手段的回顧與比較,以招商引資績效考核為切入點,探索關(guān)鍵績效指標(biāo)(KPI)管理的深入運用,并綜合運用其他管理手段,積極規(guī)避缺點,以形成優(yōu)質(zhì)、高效、科學(xué)、長效的開發(fā)區(qū)招商引資績效管理體系。 文章全面分析了鹽城經(jīng)濟技術(shù)開發(fā)區(qū)現(xiàn)有招商引資績效考核體系存在的問題與不足,緊密結(jié)合其今后一階段發(fā)展的戰(zhàn)略目標(biāo),指出其招商引資工作的重點目標(biāo)任務(wù),探索形成一套緊扣外資到賬、突出招引產(chǎn)業(yè)鏈項目和重特大項目,合力推進產(chǎn)城融合的招商引資工作體系,進而細化目標(biāo)、明確責(zé)任、強化考核,建立以關(guān)鍵績效指標(biāo)(KPI)為核心,360�?冃Э己�、平衡記分卡(BSC)、動態(tài)跟蹤考核為輔的招商引資績效考核體系,探索能覆蓋鹽城經(jīng)濟技術(shù)開發(fā)區(qū)招商引資各項工作、科學(xué)合理、行之有效的績效考核制度,在全面提升員工個體工作積極性和整個招商團隊?wèi)?zhàn)斗力的同時,增強開發(fā)區(qū)招商、規(guī)劃、建設(shè)、服務(wù)、機關(guān)事務(wù)管理等各部門的凝聚力和向心力,并促進所有部門單位、整個團隊齊心協(xié)力地做好招商引資和服務(wù)項目工作,為其他開發(fā)區(qū)的發(fā)展提供有效的招商引資績效管理經(jīng)驗。
[Abstract]:Performance appraisal has become the main management means to promote the development of all kinds of social groups, and various effective assessment methods have been formed according to their own conditions. But each kind of examination means has the different applicability in the different environment, the different time. Based on the review and comparison of various performance appraisal methods, this paper explores the in-depth application of key performance indicators (KPI) management, and synthetically uses other management methods to actively avoid the shortcomings, taking the performance appraisal of attracting investment as the starting point to explore the in-depth application of the key performance index (KPI) management. In order to form a high-quality, high-efficiency, scientific, long-term performance management system for attracting investment in the development zone. This paper comprehensively analyzes the existing problems and shortcomings of the performance appraisal system of investment attraction in Yancheng Economic and technological Development Zone, closely combines the strategic objectives of its development in the next stage, and points out the key objective tasks of its investment promotion work. To explore and form a set of foreign capital entry projects, highlight the attracting industry chain projects and major projects, work together to promote the integration of production and city to attract investment, and further refine the objectives, clear responsibilities, and strengthen the examination, To establish a key performance indicator (KPI) as the core, 360. The performance appraisal system of investment attraction supplemented by balanced Scorecard (BSC), dynamic tracking appraisal system, which can cover all kinds of work of Yancheng Economic and technological Development Zone, is scientific, reasonable and effective performance appraisal system. While comprehensively enhancing the enthusiasm of individual employees and the fighting capacity of the entire investment promotion team, enhancing the cohesion and centripetal force of all departments in the development zone, such as investment promotion, planning, construction, service, organ affairs management, etc., and promoting all departments and units, The whole team makes concerted efforts to attract investment and service projects to provide effective performance management experience for the development of other development zones.
