蘇粵兩省對(duì)外貿(mào)易對(duì)產(chǎn)業(yè)結(jié)構(gòu)升級(jí)影響比較研究

【摘要】：對(duì)外貿(mào)易和產(chǎn)業(yè)結(jié)構(gòu)升級(jí)一直是國(guó)際經(jīng)貿(mào)領(lǐng)域的一大熱點(diǎn)話題，大量學(xué)者對(duì)其作了相關(guān)研究和探討，但是對(duì)兩者之間的影響研究卻不是很多，特別是省際之間的比較研究較少。隨著經(jīng)濟(jì)一體化的加劇和中國(guó)開(kāi)放程度的提高，對(duì)外貿(mào)易能夠得到快速發(fā)展是毫無(wú)疑問(wèn)的。江蘇省和廣東省的對(duì)外貿(mào)易規(guī)模始終保持在全國(guó)各個(gè)省排名前五的位置，與此同時(shí)增長(zhǎng)速度幾乎始終保持百分比兩位數(shù)。改革開(kāi)放在促進(jìn)兩省對(duì)外貿(mào)易不斷發(fā)展的同時(shí)也使得兩省產(chǎn)業(yè)結(jié)構(gòu)進(jìn)一步優(yōu)化升級(jí)。產(chǎn)業(yè)結(jié)構(gòu)由“二、一、三”結(jié)構(gòu)發(fā)展成“二、三、一”結(jié)構(gòu)，且第二產(chǎn)業(yè)和第三產(chǎn)業(yè)的差距日益縮小。因此，研究對(duì)外貿(mào)易對(duì)產(chǎn)業(yè)結(jié)構(gòu)升級(jí)的作用機(jī)理，力圖在蘇粵兩省實(shí)現(xiàn)對(duì)外貿(mào)易發(fā)展的同時(shí)，驅(qū)動(dòng)蘇粵兩省的產(chǎn)業(yè)結(jié)構(gòu)加速轉(zhuǎn)型升級(jí)具有一定的現(xiàn)實(shí)意義。 本文以江蘇省和廣東省為研究對(duì)象，比較研究蘇粵兩省對(duì)外貿(mào)易對(duì)產(chǎn)業(yè)結(jié)構(gòu)升級(jí)的影響，文章主要分為三個(gè)部分：第一部分首先分析了對(duì)外貿(mào)易對(duì)產(chǎn)業(yè)結(jié)構(gòu)升級(jí)的作用機(jī)理；其次分析了江蘇省和廣東省對(duì)外貿(mào)易和產(chǎn)業(yè)結(jié)構(gòu)現(xiàn)狀；第三部分在前面兩個(gè)部分的基礎(chǔ)上開(kāi)始進(jìn)行對(duì)外貿(mào)易對(duì)產(chǎn)業(yè)結(jié)構(gòu)升級(jí)影響的省際比較分析。在這一部分，，本文首先比較了蘇粵兩省對(duì)外貿(mào)易和產(chǎn)業(yè)結(jié)構(gòu)現(xiàn)狀，然后運(yùn)用對(duì)外貿(mào)易和產(chǎn)業(yè)結(jié)構(gòu)相關(guān)數(shù)據(jù)建立時(shí)間序列模型，從實(shí)證角度比較分析蘇粵兩省對(duì)外貿(mào)易對(duì)產(chǎn)業(yè)結(jié)構(gòu)升級(jí)的影響，研究發(fā)現(xiàn)，在長(zhǎng)期和短期內(nèi)蘇粵兩省對(duì)外貿(mào)易對(duì)產(chǎn)業(yè)結(jié)構(gòu)升級(jí)的影響是不同的。長(zhǎng)期而言對(duì)外貿(mào)易能夠促進(jìn)江蘇省的產(chǎn)業(yè)結(jié)構(gòu)升級(jí)，而對(duì)外貿(mào)易對(duì)廣東省的產(chǎn)業(yè)結(jié)構(gòu)升級(jí)影響不明顯，且呈現(xiàn)出一定的阻礙作用；短期而言，只有進(jìn)口能夠促進(jìn)江蘇省產(chǎn)業(yè)結(jié)構(gòu)升級(jí)，而江蘇省出口和廣東省進(jìn)、出口均對(duì)當(dāng)?shù)氐漠a(chǎn)業(yè)結(jié)構(gòu)升級(jí)沒(méi)有影響。在實(shí)證比較研究蘇粵兩省對(duì)外貿(mào)易對(duì)產(chǎn)業(yè)結(jié)構(gòu)升級(jí)影響的基礎(chǔ)上，本文進(jìn)一步比較分析了蘇粵兩省對(duì)外貿(mào)易對(duì)三大產(chǎn)業(yè)的影響，發(fā)現(xiàn)兩省對(duì)外貿(mào)易都促進(jìn)了當(dāng)?shù)氐谝划a(chǎn)業(yè)的轉(zhuǎn)移和第二產(chǎn)業(yè)的發(fā)展，但是都阻礙了兩省第三產(chǎn)業(yè)的發(fā)展。江蘇省對(duì)外貿(mào)易對(duì)促進(jìn)第一產(chǎn)業(yè)資源轉(zhuǎn)移和第二產(chǎn)業(yè)發(fā)展所起到的作用要大于廣東省，對(duì)第三產(chǎn)業(yè)的抑制作用要小于廣東省。對(duì)外貿(mào)易對(duì)兩省三大產(chǎn)業(yè)的影響有利于進(jìn)一步了解和分析對(duì)外貿(mào)易對(duì)產(chǎn)業(yè)結(jié)構(gòu)升級(jí)的影響。針對(duì)上面的實(shí)證結(jié)果，本文進(jìn)行了原因分析，發(fā)現(xiàn)對(duì)外貿(mào)易結(jié)構(gòu)的不合理使得對(duì)外貿(mào)易都促進(jìn)了兩省第一產(chǎn)業(yè)的轉(zhuǎn)移和第二產(chǎn)業(yè)的發(fā)展，但是都阻礙了兩省第三產(chǎn)業(yè)的發(fā)展。對(duì)外貿(mào)易結(jié)構(gòu)的差異是造成對(duì)外貿(mào)易對(duì)蘇粵兩省產(chǎn)業(yè)結(jié)構(gòu)升級(jí)不同影響的原因，而兩省對(duì)外貿(mào)易結(jié)構(gòu)的差異是由于兩省要素稟賦、FDI、技術(shù)、政策和地理位置的不同而產(chǎn)生的。在上面研究的基礎(chǔ)上本文提出了合理有效的政策建議。
[Abstract]:Foreign trade and upgrading of industrial structure have always been a hot topic in the field of international economic and trade. A large number of scholars have made relevant research and discussion on them, but there are not many studies on the impact between them, especially the comparative study between provinces. With the intensification of economic integration and the improvement of China's openness, there is no doubt that foreign trade can develop rapidly. The foreign trade of Jiangsu Province and Guangdong Province remained in the top five of the country, while the growth rate was almost always in double digits. Reform and opening up promote the continuous development of foreign trade between the two provinces, but also further optimize and upgrade the industrial structure of the two provinces. The industrial structure has developed from "two, one, three" to "two, three, one", and the gap between the secondary industry and the tertiary industry is narrowing day by day. Therefore, it is of practical significance to study the mechanism of foreign trade on the upgrading of industrial structure in order to realize the development of foreign trade between Jiangsu and Guangdong and to accelerate the transformation and upgrading of the industrial structure of the two provinces at the same time. This article takes Jiangsu Province and Guangdong Province as the research object, compares the influence of the foreign trade of the two provinces on the upgrading of the industrial structure. The article is divided into three parts: the first part analyzes the mechanism of the foreign trade on the upgrading of the industrial structure; Secondly, it analyzes the current situation of foreign trade and industrial structure in Jiangsu Province and Guangdong Province. The third part begins to analyze the impact of foreign trade on the upgrading of industrial structure on the basis of the former two parts. In this part, this paper first compares the current situation of foreign trade and industrial structure between Jiangsu and Guangdong provinces, and then establishes a time series model by using the relevant data of foreign trade and industrial structure. From the perspective of empirical analysis of the impact of foreign trade in Jiangsu and Guangdong provinces on the upgrading of industrial structure, it is found that the impact of foreign trade on the upgrading of industrial structure is different between the two provinces in the long term and in the short term. In the long run, foreign trade can promote the upgrading of industrial structure of Jiangsu Province, but foreign trade has no obvious influence on the upgrading of industrial structure of Guangdong Province, and it has a certain hindrance effect. In the short term, only imports can promote the upgrading of Jiangsu's industrial structure, while both Jiangsu's exports and Guangdong's imports and exports have no effect on the upgrading of local industrial structures. On the basis of empirical comparative study on the influence of foreign trade between Jiangsu and Guangdong on the upgrading of industrial structure, this paper makes a further comparative analysis of the impact of foreign trade of the two provinces on the three major industries. It is found that the foreign trade of the two provinces promotes the transfer of the local primary industry and the development of the secondary industry, but both hinder the development of the tertiary industry of the two provinces. The foreign trade in Jiangsu Province plays a greater role in promoting the transfer of primary industry resources and the development of secondary industry than in Guangdong Province, and in restraining the tertiary industry less than in Guangdong Province. The influence of foreign trade on the three industries of two provinces is helpful to further understand and analyze the influence of foreign trade on the upgrading of industrial structure. In view of the above empirical results, this paper analyzes the reasons, and finds that the unreasonable structure of foreign trade promotes the transfer of the primary industry and the development of the secondary industry in both provinces, but both hinder the development of the tertiary industry in the two provinces. The difference of the structure of foreign trade is the cause of the different influence of foreign trade on the upgrading of the industrial structure of the two provinces, and the difference of the structure of foreign trade between the two provinces is caused by the difference of factor endowment, FDI, technology, policy and geographical location of the two provinces. On the basis of the above research, this paper puts forward reasonable and effective policy recommendations.
