中國和其他中等收入國家創(chuàng)新能力比較分析

【摘要】：中等收入階段的經(jīng)濟發(fā)展面臨著從要素驅(qū)動到創(chuàng)新驅(qū)動的動力機制轉(zhuǎn)換。國內(nèi)外專門就中等收入國家的創(chuàng)新能力研究的文獻(xiàn)不多。我們在參考現(xiàn)有研究的基礎(chǔ)上,從創(chuàng)新環(huán)境、投入和產(chǎn)出三個方面,挑選了17個核心指標(biāo),構(gòu)建了國家創(chuàng)新能力的測度指標(biāo)體系,并對包括中國在內(nèi)的10個中等收入國家的創(chuàng)新能力進行了測度和比較。通過比較發(fā)現(xiàn),中國的總體創(chuàng)新能力在2001-2013年期間進步顯著,迅速趕上甚至超過了其他中等收入國家。中國創(chuàng)新能力的大幅度提升主要歸功于創(chuàng)新投入和產(chǎn)出的快速增長。但中國的創(chuàng)新環(huán)境還落后于其他中等收入國家,在這方面還需要通過深化改革來加快創(chuàng)新環(huán)境的改善。雖然中國的國家創(chuàng)新能力提高很快,但與韓國相比仍然存在相當(dāng)大的差距。
[Abstract]:The economic development in the middle-income stage is faced with the power mechanism transformation from factor-driven to innovation-driven. There is little literature at home and abroad devoted to the study of innovation capacity in middle-income countries. On the basis of the existing research, we selected 17 core indicators from three aspects of innovation environment, input and output, and constructed a national innovation capacity measurement index system. The innovation ability of 10 middle-income countries including China is measured and compared. By comparison, China's overall innovation capacity improved significantly between 2001 and 2013, rapidly catching up with or surpassing other middle-income countries. The rapid increase in innovation capacity in China is mainly due to the rapid growth of innovation input and output. But China's innovation environment lags behind that of other middle-income countries, and further reforms are needed to accelerate improvements. Although China's national innovation capacity has improved rapidly, there is still a considerable gap compared with South Korea.
