【摘要】：當(dāng)前世界經(jīng)濟(jì)缺乏增長(zhǎng)新動(dòng)能,整體上仍然處于最低迷的時(shí)期,國(guó)家之間增長(zhǎng)態(tài)勢(shì)分化,深入推進(jìn)結(jié)構(gòu)性改革是中國(guó)經(jīng)濟(jì)適應(yīng)并引領(lǐng)新常態(tài)的必然選擇。當(dāng)前世界經(jīng)濟(jì)陷入長(zhǎng)期停滯風(fēng)險(xiǎn)的主要原因在于全球性產(chǎn)能過(guò)剩、技術(shù)進(jìn)步受挫、勞動(dòng)力市場(chǎng)結(jié)構(gòu)性矛盾突出、經(jīng)濟(jì)系統(tǒng)高杠桿、實(shí)體產(chǎn)業(yè)空心化等,部分發(fā)達(dá)國(guó)家財(cái)政政策效果不明朗、金融創(chuàng)新過(guò)度、人口老齡化問(wèn)題嚴(yán)重,發(fā)展中國(guó)家抗外部沖擊能力不強(qiáng)、貧困和收入分配問(wèn)題嚴(yán)峻等矛盾,阻礙了各主要經(jīng)濟(jì)體完善宏觀調(diào)控和結(jié)構(gòu)性改革的進(jìn)程。由此可見(jiàn),中國(guó)經(jīng)濟(jì)的外部環(huán)境仍然嚴(yán)峻,沒(méi)有任何一個(gè)國(guó)家可以為中國(guó)深化改革提供教科書(shū),唯有堅(jiān)持以供給側(cè)結(jié)構(gòu)性改革為主線,以重點(diǎn)領(lǐng)域和關(guān)鍵環(huán)節(jié)為突破口,破除體制機(jī)制障礙,化解經(jīng)濟(jì)社會(huì)發(fā)展中長(zhǎng)期存在的深層次矛盾。
[Abstract]:At present, the world economy lacks new momentum of growth and is still in the most depressed period on the whole. It is an inevitable choice for China's economy to adapt to and lead the new normal because of the differentiation of growth situation among countries and the further promotion of structural reform. At present, the main causes of the world economy falling into the risk of long-term stagnation are global overcapacity, setbacks in technological progress, prominent structural contradictions in the labor market, high leverage in the economic system, and the hollowing out of real industries. In some developed countries, the effects of fiscal policies are unclear, financial innovation is excessive, the problem of population aging is serious, the ability of developing countries to resist external shocks is not strong, and the problems of poverty and income distribution are severe. Hindered the major economies to improve macroeconomic control and structural reform process. From this we can see that the external environment of China's economy is still grim. No country can provide a textbook for China's deepening reform. It can only adhere to the supply-side structural reform as the main line and take the key areas and key links as the breakthrough point. Break down the system mechanism obstacle, resolve the deep level contradiction that economy and society develop for a long time.
