【摘要】：創(chuàng)新資源是支撐社會(huì)發(fā)展的戰(zhàn)略資源,在國(guó)家競(jìng)爭(zhēng)中具有重要的戰(zhàn)略地位。創(chuàng)新資源整合共享是時(shí)代的要求,加強(qiáng)創(chuàng)新資源整合共享和高效利用,將創(chuàng)新資源優(yōu)勢(shì)轉(zhuǎn)化為創(chuàng)業(yè)創(chuàng)新優(yōu)勢(shì),是實(shí)施創(chuàng)新驅(qū)動(dòng)戰(zhàn)略,提高創(chuàng)新主體能力,從而形成良性區(qū)域創(chuàng)新體系的重要任務(wù)。江蘇擁有強(qiáng)大的科技、教育、智力和信息資源優(yōu)勢(shì),具有豐富的創(chuàng)新資源,有能力也有責(zé)任在自主創(chuàng)新方面走在全國(guó)前列,推動(dòng)區(qū)域創(chuàng)新體系建設(shè),率先實(shí)現(xiàn)創(chuàng)新型省份建設(shè)的戰(zhàn)略任務(wù)。創(chuàng)新資源的開(kāi)放共享和優(yōu)化配置是區(qū)域經(jīng)濟(jì)發(fā)展的根本需要,也是走在區(qū)域創(chuàng)新體系建設(shè)前沿的江蘇實(shí)現(xiàn)經(jīng)濟(jì)可持續(xù)發(fā)展的必經(jīng)之路。 本文首先開(kāi)展創(chuàng)新資源整合共享理論及國(guó)內(nèi)外相關(guān)文獻(xiàn)研究綜述,在此基礎(chǔ)上對(duì)創(chuàng)新資源整合共享的模式與機(jī)制進(jìn)行研究。然后,以江蘇省為例,分析江蘇創(chuàng)新資源整合共享現(xiàn)狀,構(gòu)建創(chuàng)新資源整合共享評(píng)價(jià)指標(biāo)體系,基于DEA模型測(cè)算江蘇全省、蘇南、蘇中和蘇北及13個(gè)市創(chuàng)新資源整合共享的Malmquist指數(shù)及其分解情況,得出這三大區(qū)域存在明顯的差距。接著,通過(guò)計(jì)量研究方法基于面板數(shù)據(jù)分析探討江蘇創(chuàng)新資源整合共享效率的影響因素,以期獲得有借鑒價(jià)值的經(jīng)驗(yàn),推動(dòng)江蘇創(chuàng)新資源整合共享。最后,基于前文的理論、現(xiàn)狀及實(shí)證研究,提出促進(jìn)江蘇創(chuàng)新資源整合共享的對(duì)策建議。
[Abstract]:Innovative resources are strategic resources to support social development and play an important strategic role in national competition. The integration and sharing of innovative resources is the requirement of the times. To strengthen the integration sharing and efficient utilization of innovative resources, to transform the advantages of innovative resources into entrepreneurial and innovative advantages, is to implement the innovation-driven strategy and to improve the ability of the main body of innovation. Thus the important task of forming a benign regional innovation system. Jiangsu has strong advantages in science and technology, education, intelligence and information resources, rich in innovative resources, and has the ability and responsibility to lead the country in independent innovation and to promote the construction of regional innovation systems. We will take the lead in realizing the strategic task of building innovative provinces. The open sharing and optimal allocation of innovative resources is the fundamental need of regional economic development, and is also the only way to realize the sustainable economic development of Jiangsu, which is at the forefront of the construction of regional innovation system. In this paper, the theory of integration and sharing of innovative resources and the literature review at home and abroad are first carried out, and on this basis, the mode and mechanism of integration and sharing of innovative resources are studied. Then, taking Jiangsu Province as an example, this paper analyzes the current situation of innovation resources integration and sharing in Jiangsu Province, constructs an evaluation index system of innovation resources integration and sharing, calculates and calculates Jiangsu Province, Southern Jiangsu Province and Southern Jiangsu Province on the basis of DEA model. The Malmquist index of innovation resources integration and sharing and its decomposition in central Jiangsu, northern Jiangsu and 13 cities are analyzed, and it is concluded that there are obvious gaps among the three regions. Then, based on panel data analysis, the paper discusses the influencing factors of innovation resource integration and sharing efficiency in Jiangsu province, in order to gain valuable experience and promote innovation resources integration and sharing in Jiangsu province. Finally, based on the previous theory, current situation and empirical research, the author puts forward countermeasures and suggestions to promote the integration and sharing of innovative resources in Jiangsu Province.
