【摘要】： 民營經(jīng)濟的出現(xiàn)是中國經(jīng)濟改革和發(fā)展中最亮麗的一道風景線。20多年來,民營經(jīng)濟的發(fā)展從無到有、從小到大、從弱到強,撐起了國民經(jīng)濟的半壁江山。民營經(jīng)濟的地位也由過去的“輔助部分”逐步發(fā)展為社會主義市場經(jīng)濟中的重要組成部分。民營企業(yè)具有產(chǎn)權(quán)清晰、風險自擔、機制靈活、市場適應(yīng)性強等特點,在調(diào)整國有經(jīng)濟布局、推進國有企業(yè)改革、調(diào)整經(jīng)濟結(jié)構(gòu)、保持社會穩(wěn)定等方面都具有重要作用,已經(jīng)成為推動我國經(jīng)濟增長和發(fā)展的生力軍,是國民經(jīng)濟的重要支柱。 近年來,國家提出“振興東北老工業(yè)基地”的重大戰(zhàn)略決策,通過對東、中、西部的經(jīng)濟發(fā)展比較,可以發(fā)現(xiàn)吉林省與其他發(fā)達省份的經(jīng)濟差距主要來自于民營經(jīng)濟的發(fā)展成熟度。民營經(jīng)濟發(fā)展將是振興吉林的重要途徑,民營經(jīng)濟發(fā)展問題也是一個引起政界、學(xué)術(shù)界、實業(yè)界廣泛關(guān)注的重點、熱點。只有樹立親商、富商、安商、扶商觀念,營造尊重財富、崇尚創(chuàng)業(yè)的致富氛圍,拓寬民營企業(yè)融資渠道,鼓勵民營企業(yè)參與國企改革,建立健全服務(wù)體系,才能推動吉林省民營經(jīng)濟大發(fā)展。 本文深入研究吉林省民營經(jīng)濟的發(fā)展歷程、現(xiàn)狀與存在的問題,從制度與制度變遷角度解釋民營經(jīng)濟發(fā)展動因,探討民營經(jīng)濟的發(fā)展動力、機理和模式,借鑒江浙的“溫州模式”與“蘇南模式”,對吉林省民營經(jīng)濟發(fā)展提出切實可行的對策,對繁榮吉林經(jīng)濟、振興東北具有重大而深遠的意義與作用,也可為今后民營經(jīng)濟的發(fā)展提供寶貴的經(jīng)驗借鑒和科學(xué)的決策依據(jù)。
[Abstract]:The emergence of private economy is the most beautiful landscape in China's economic reform and development. Over the past 20 years, the development of private economy has grown from nothing, from small to large, from weak to strong, which has supported half of the national economy. The status of private economy has gradually developed into an important part of socialist market economy. Private enterprises have the characteristics of clear property right, risk bearing, flexible mechanism and strong market adaptability. They play an important role in adjusting the distribution of state-owned economy, promoting the reform of state-owned enterprises, adjusting the economic structure, maintaining social stability, etc. Has become a new force to promote economic growth and development, is an important pillar of the national economy. In recent years, the state has put forward a major strategic decision of "revitalizing the old industrial base in northeast China." by comparing the economic development of the east, the middle and the west, It can be found that the economic gap between Jilin Province and other developed provinces mainly comes from the development maturity of private economy. The development of private economy will be an important way to revitalize Jilin. Only by establishing the concept of pro-business, rich, safe and supportive businessmen, creating a rich atmosphere that respects wealth, advocating entrepreneurship, broadening the financing channels of private enterprises, encouraging private enterprises to participate in the reform of state-owned enterprises, and establishing and perfecting the service system, In order to promote the development of private economy in Jilin Province. This paper deeply studies the development course, present situation and existing problems of the private economy in Jilin Province, explains the reasons for the development of the private economy from the angle of institutional and institutional changes, and probes into the motive force, mechanism and mode of the development of the private economy. Drawing lessons from Jiangsu and Zhejiang's "Wenzhou Model" and "Southern Jiangsu Model", this paper puts forward practical countermeasures for the development of private economy in Jilin Province, which has great and far-reaching significance and function for the prosperity of Jilin economy and the revitalization of Northeast China. It can also provide valuable experience and scientific basis for the development of private economy in the future.
