【摘要】：伴隨對外開放和改革的不斷深入，齊齊哈爾作為東北重要的工業(yè)城市之一，與其他一些城市特別是沿海城市相比發(fā)展緩慢，計劃經(jīng)濟時期的政府調(diào)控、安排計劃等有利條件變成了束縛、阻礙本地經(jīng)濟發(fā)展的不利因素。齊齊哈爾要跟上全國經(jīng)濟飛速發(fā)展的形勢,就要在市場經(jīng)濟條件下甩掉歷史的包袱；改變傳統(tǒng)產(chǎn)業(yè)占主導(dǎo)地位的局面，就要充分利用國家的政策，整合國內(nèi)外資源，走科學(xué)發(fā)展、自主創(chuàng)新的道路。 對老工業(yè)基地齊齊哈爾的產(chǎn)業(yè)轉(zhuǎn)型對策的研究,旨在突出齊齊哈爾產(chǎn)業(yè)轉(zhuǎn)型的迫切性和必要性，有力借鑒別國或別的城市成功轉(zhuǎn)型經(jīng)驗帶給我們啟示。本文通過SWOT分析方法，對齊齊哈爾的優(yōu)勢、弱勢、機遇與挑戰(zhàn)的分析，清楚認識齊齊哈爾的現(xiàn)狀，為老工業(yè)基地的成功轉(zhuǎn)型謀得出路。在創(chuàng)新的基礎(chǔ)上，提出以大項目牽動經(jīng)濟發(fā)展的戰(zhàn)略，，在此基礎(chǔ)上，對工業(yè)結(jié)構(gòu)進行優(yōu)化，依托地緣優(yōu)勢，實行產(chǎn)業(yè)集群的發(fā)展和園區(qū)擴張的策略，注重環(huán)境的支撐作用，加快開放升級吸引國內(nèi)外投資。全市經(jīng)濟的持續(xù)、快速、協(xié)調(diào)發(fā)展需要產(chǎn)業(yè)結(jié)構(gòu)的成功轉(zhuǎn)型作為基礎(chǔ)。同時也將促進優(yōu)化東北地區(qū)的產(chǎn)業(yè)結(jié)構(gòu)，實現(xiàn)地區(qū)的經(jīng)濟騰飛。
[Abstract]:With the deepening of reform and opening to the outside world, Qiqihar, as one of the important industrial cities in Northeast China, developed slowly compared with other cities, especially coastal cities, and government regulation and control during the planned economy period. Favorable conditions, such as planning, have become a constraint, hindering the development of the local economy. If Qiqihar wants to keep up with the rapid development of the national economy, it is necessary to shed the burden of history under the conditions of a market economy; to change the situation in which traditional industries dominate, it is necessary to make full use of national policies and integrate domestic and foreign resources. Take the road of scientific development and independent innovation. The study on the countermeasures of industrial transformation in Qiqihar, an old industrial base, aims to highlight the urgency and necessity of industrial transformation in Qiqihar, and to draw lessons from the successful transformation experience of other countries or cities. Based on the analysis of the advantages, disadvantages, opportunities and challenges of Qiqihar by SWOT analysis, this paper makes a clear understanding of the present situation of Qiqihar and finds a way out for the successful transformation of the old industrial base. On the basis of innovation, this paper puts forward the strategy of influencing economic development with large projects. On this basis, it optimizes the industrial structure, relies on geographical advantages, implements the strategy of industrial cluster development and park expansion, and pays attention to the supporting role of the environment. Speed up the opening and upgrading to attract domestic and foreign investment. The sustained, rapid and coordinated development of the city's economy requires a successful transformation of the industrial structure. At the same time, it will also promote the optimization of the industrial structure of the Northeast region, to achieve regional economic take-off.
