【摘要】：本文以許昌市產(chǎn)業(yè)集聚區(qū)的現(xiàn)狀和發(fā)展為研究對象，以科學(xué)發(fā)展觀為指導(dǎo)，，理論聯(lián)系實(shí)際，采取定性分析和定量分析相結(jié)合、比較分析和制度分析相結(jié)合的分析方法，力求找到推動(dòng)許昌市產(chǎn)業(yè)集聚區(qū)科學(xué)發(fā)展的辦法。 本文在對國內(nèi)外有關(guān)產(chǎn)業(yè)集聚理論的相關(guān)文獻(xiàn)和主要觀點(diǎn)進(jìn)行歸納的基礎(chǔ)上，對產(chǎn)業(yè)集聚產(chǎn)生發(fā)展的內(nèi)外因素進(jìn)行了分析，歸納指出產(chǎn)業(yè)集聚區(qū)的一般形成模式為自發(fā)型和政府引導(dǎo)型，許昌市產(chǎn)業(yè)集聚區(qū)屬于后者。在對許昌市產(chǎn)業(yè)集聚區(qū)發(fā)展現(xiàn)狀介紹的基礎(chǔ)上，嘗試以邁克爾·波特的新競爭優(yōu)勢理論和“鉆石體系”作為理論工具，對許昌市產(chǎn)業(yè)集聚區(qū)發(fā)展的現(xiàn)實(shí)基礎(chǔ)進(jìn)行分析，找到許昌市產(chǎn)業(yè)集聚區(qū)發(fā)展在生產(chǎn)要素、需求條件、相關(guān)及支撐產(chǎn)業(yè)、企業(yè)戰(zhàn)略及競爭環(huán)境四方面存在的問題，從政府層面分析存在問題的原因，有針對性地提出推動(dòng)許昌市產(chǎn)業(yè)集聚區(qū)科學(xué)發(fā)展的五個(gè)方面的意見建議：明確產(chǎn)業(yè)發(fā)展定位、破解要素瓶頸制約、強(qiáng)化招商引資力度、提升管理服務(wù)水平、建立科學(xué)考評體系。 本文的創(chuàng)新點(diǎn)主要有：一是根據(jù)產(chǎn)業(yè)集聚理論的最新進(jìn)展，結(jié)合新情況新問題，對產(chǎn)業(yè)集聚區(qū)發(fā)展面臨的新機(jī)遇和新挑戰(zhàn)進(jìn)行系統(tǒng)分析；二是力求運(yùn)用科學(xué)的分析方法對許昌市產(chǎn)業(yè)集聚區(qū)發(fā)展過程中存在的問題提出有效的意見建議，為地市層面研究解決產(chǎn)業(yè)集聚區(qū)發(fā)展過程中的共性問題提供借鑒。
[Abstract]:This paper takes the present situation and development of Xuchang industrial agglomeration area as the research object, taking the scientific development view as the guidance, combining theory with practice, adopting qualitative analysis and quantitative analysis, comparative analysis and system analysis. Try to find a way to promote the scientific development of Xuchang industrial agglomeration area. On the basis of summarizing the relevant literature and main viewpoints of industrial agglomeration theory at home and abroad, this paper analyzes the internal and external factors of industrial agglomeration development. It is concluded that the general forming mode of industrial agglomeration area is self-styling and government-guided, and Xuchang industrial agglomeration area belongs to the latter. Based on the introduction of the present situation of the development of Xuchang industrial agglomeration area, this paper attempts to analyze the realistic basis of the development of Xuchang industrial agglomeration area by using Michael Porter's new competitive advantage theory and "diamond system" as theoretical tools. This paper finds out the problems existing in the development of Xuchang industrial agglomeration area in four aspects: production factors, demand conditions, related and supporting industries, enterprise strategy and competitive environment, and analyzes the causes of the problems from the government level. This paper puts forward five suggestions to promote the scientific development of Xuchang industrial agglomeration area: clear the orientation of industrial development, break the bottleneck of factors, strengthen the intensity of attracting investment, improve the level of management and service, and establish a scientific evaluation system. The main innovations of this paper are as follows: first, according to the latest development of industrial agglomeration theory, combined with the new situation and new problems, the paper systematically analyzes the new opportunities and challenges faced by the development of industrial agglomeration areas; The second is to make use of the scientific analysis method to put forward the effective suggestion to the problems existing in the process of the development of the industrial agglomeration area in Xuchang, and to provide reference for the study and solution of the common problems in the process of the development of the industrial agglomeration area at the prefectural and municipal level.
