【摘要】：隨著全球經(jīng)濟一體化發(fā)展,區(qū)域間的合作空前活躍。二連浩特位于內(nèi)蒙古自治區(qū)北部,緊鄰蒙古國扎門烏德市,是我國對蒙開放的最大的陸路口岸。中蒙二連浩特—扎門烏德跨境經(jīng)濟合作區(qū)作為中蒙經(jīng)濟走廊的重要支撐區(qū)、中蒙雙邊友好的合作示范區(qū)、中蒙全面戰(zhàn)略合作的引擎區(qū),受到中蒙兩國高層高度重視,它造福了兩國邊界地區(qū)人民、帶動了當?shù)亟?jīng)濟增長,意義重大。招商引資是發(fā)展地方和區(qū)域經(jīng)濟的重要手段之一,能夠有效的實現(xiàn)原始資本的積累,對地區(qū)經(jīng)濟發(fā)展的重要程度不言而喻。本文通過對中蒙二連浩特—扎門烏德跨境經(jīng)濟合作區(qū)招商引資工作進行SWOT分析,借鑒國內(nèi)外跨境經(jīng)濟合作區(qū)招商引資模式,研究打造一個有效性和有限性相結(jié)合的、科學的招商引資的政策和制度,促進中蒙跨境經(jīng)濟合作區(qū)招商引資的專業(yè)化、正規(guī)化和科學化,使中蒙跨境經(jīng)濟合作區(qū)真正達到優(yōu)勢互補,相互促進,相互合作,朝著健康、穩(wěn)定、快速發(fā)展的方向發(fā)展。本文采用文獻分析、比較法及SOWT法等,在深入調(diào)查研究的基礎上,綜合分析中蒙二連浩特-扎門烏德跨境經(jīng)濟合作區(qū)招商引資的現(xiàn)狀及存在的問題,分析招商引資在發(fā)展中蒙跨境經(jīng)濟合作區(qū)的作用與影響,提出中該跨境經(jīng)濟合作區(qū)招商引資應采取的對策與措施。
[Abstract]:With the development of global economic integration, regional cooperation has never been more active. Erlianhaote, located in the north of Inner Mongolia Autonomous region, is the largest land port in China. As an important supporting area of the economic corridor between China and Mongolia, the China-Mongolia Erlianhaot-Zamenwood cross-border economic cooperation zone, the demonstration area of bilateral friendly cooperation between China and Mongolia, and the engine area for comprehensive strategic cooperation between China and Mongolia, have been highly valued by senior officials of the two countries. It benefits the people of the border areas of the two countries and promotes local economic growth, which is of great significance. Attracting investment is one of the important means to develop local and regional economy. It can effectively realize the accumulation of original capital, which is self-evident to the important degree of regional economic development. Based on the SWOT analysis of the cross-border economic cooperation zone between China and Mongolia, this paper uses the domestic and foreign cross-border economic cooperation zone model for reference to study and create a combination of effectiveness and finiteness. To promote the specialization, formalization and scientization of investment promotion in the cross-border economic cooperation zone of China and Mongolia, so that the cross-border economic cooperation zones of China and Mongolia can truly complement each other's advantages, promote each other, cooperate with each other, and move towards health. Stable, rapid development direction. On the basis of in-depth investigation and research, this paper comprehensively analyzes the present situation and existing problems of attracting investment in SinoMongolian Erlianhaot-Zamenwood cross-border economic cooperation zone by means of literature analysis, comparative method and SOWT method, etc. This paper analyzes the function and influence of attracting investment in the development of cross-border economic cooperation zone between China and Mongolia, and puts forward the countermeasures and measures to be adopted in the development of cross-border economic cooperation zone of China and Mongolia.
