【摘要】：國民經(jīng)濟(jì)和社會發(fā)展規(guī)劃(為行文方便,以下簡稱“經(jīng)社規(guī)劃”)是政府履行經(jīng)濟(jì)調(diào)節(jié)、市場監(jiān)管、社會管理和公共服務(wù)職責(zé)的重要依據(jù),也是政府加強(qiáng)和改善宏觀調(diào)控的重要手段。通過呼倫貝爾市“經(jīng)社規(guī)劃”體系建立現(xiàn)狀及其在編制、評審、實施等執(zhí)行過程中存在問題的分析,科學(xué)系統(tǒng)地分析“經(jīng)社規(guī)劃”實施取得的成效和存在的問題及原因,解決“經(jīng)社規(guī)劃”在執(zhí)行中落實不到位的問題。探索建立各級各類規(guī)劃定位清晰、功能互補(bǔ)、統(tǒng)一銜接的規(guī)劃體系,以保證其之間的一致性和互補(bǔ)性。通過“經(jīng)社規(guī)劃”立法,建立并完善規(guī)劃編制的協(xié)調(diào)銜接機(jī)制、規(guī)劃編制的社會參與和論證制度、創(chuàng)新評審與審批管理、科學(xué)評估調(diào)整機(jī)制,提出推動規(guī)劃實施的合理化對策及建議。進(jìn)一步發(fā)揮“經(jīng)社規(guī)劃”在指導(dǎo)國民經(jīng)濟(jì)和社會發(fā)展中重要的引導(dǎo)作用,為政府科學(xué)的決策提供理論依據(jù)。探索實現(xiàn)從“重規(guī)劃、輕實施”到“規(guī)劃與實施并重”的轉(zhuǎn)變途徑。
[Abstract]:The national economic and social development plan (hereinafter referred to as "the Economic and Social Planning" for convenience) is the important basis for the government to fulfill its responsibilities of economic regulation, market supervision, social management and public service. It is also an important means for the government to strengthen and improve macro-control. Through the analysis of the present situation of the establishment of the "Economic and Social Planning" system in Hulunbeir city and the problems existing in the process of compiling, evaluating and implementing the "Economic and Social Planning", this paper scientifically and systematically analyzes the achievements, problems and causes of the implementation of the "Economic and Social Planning". To solve the problem that the implementation of the "Economic and Social Planning" is not in place. This paper explores the establishment of a planning system with clear orientation, complementary functions and unified cohesion between all levels of planning to ensure consistency and complementarity between them. Through the legislation of "Economic and Social Planning", we should establish and improve the coordination and convergence mechanism of planning, the system of social participation and demonstration, the innovation of evaluation and examination and approval management, and the adjustment mechanism of scientific evaluation. The rational countermeasures and suggestions to promote the implementation of the plan are put forward. Further play the important guiding role of "Economic and Social Planning" in guiding the national economy and social development, and provide the theoretical basis for the scientific decision-making of the government. This paper explores the ways to change from "emphasizing planning, light implementation" to "emphasizing planning and implementation equally".
