【摘要】：21世紀(jì)世界經(jīng)濟(jì)已經(jīng)進(jìn)入海洋經(jīng)濟(jì)階段，各國都加快了布局海洋經(jīng)濟(jì)速度，相對而言浙江省憑借自身的地理優(yōu)勢、雄厚經(jīng)濟(jì)基礎(chǔ)，率先在全國審議并通過了《浙江省國民經(jīng)濟(jì)和社會發(fā)展第十二個五年規(guī)劃綱要》，明確提出建設(shè)浙江舟山群島新區(qū)，重點(diǎn)發(fā)展海洋經(jīng)濟(jì)，并提交國務(wù)院。2013年1月，國務(wù)院批復(fù)正式批復(fù)《浙江舟山群島新區(qū)發(fā)展規(guī)劃》，浙江舟山群島新區(qū)建設(shè)正式進(jìn)入實(shí)施階段。政策的實(shí)施為舟山群島建設(shè)提供了優(yōu)越的環(huán)境。但是從另一個方面來看，這其中也存在很大的挑戰(zhàn)，舟山群島新區(qū)的建設(shè)過程中面臨著諸多問題：資源秉賦不高、海洋產(chǎn)業(yè)老化嚴(yán)重、資源密集型產(chǎn)業(yè)發(fā)展模式已經(jīng)不再適應(yīng)新時期海洋產(chǎn)業(yè)發(fā)展的需求。舟山群島海洋產(chǎn)業(yè)需要在新區(qū)建設(shè)的發(fā)展背景下實(shí)現(xiàn)轉(zhuǎn)型升級，實(shí)現(xiàn)可持續(xù)發(fā)展，這也是本文的主要目標(biāo)。 本文在充分借鑒已有文獻(xiàn)、政府發(fā)展報告的基礎(chǔ)上，采用定性對比分析的方法，以浙江舟山群島新區(qū)海洋產(chǎn)業(yè)發(fā)展為基礎(chǔ)，首先介紹產(chǎn)業(yè)升級相關(guān)理論，然后再充分分析舟山海洋產(chǎn)業(yè)發(fā)展面臨的局限以及發(fā)展機(jī)遇，再結(jié)合產(chǎn)業(yè)升級改造理論給出具體提升舟山海洋產(chǎn)業(yè)發(fā)展的對策建議，，通過研究發(fā)現(xiàn)舟山海洋產(chǎn)業(yè)（包括臨港工業(yè)、臨港物流、海洋旅游和海洋漁業(yè)等）在發(fā)展過程中面臨著轉(zhuǎn)型升級問題，尤其是臨港工業(yè)和港口物流兩個產(chǎn)業(yè)升級改造需求十分強(qiáng)烈，同時研究也發(fā)現(xiàn)以上產(chǎn)業(yè)發(fā)展也有重要的機(jī)遇期，因此針對第三部分提出的問題給出相應(yīng)的政策建議和優(yōu)化路徑分析，也就是突出產(chǎn)業(yè)發(fā)展重點(diǎn)、推進(jìn)產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化、提升產(chǎn)業(yè)規(guī)模集群、強(qiáng)化產(chǎn)業(yè)發(fā)展導(dǎo)向、拓寬海洋產(chǎn)業(yè)融資渠道，給予產(chǎn)業(yè)融資以制度支持、加大政府對海洋科技投資，鼓勵海洋科技創(chuàng)新。文章最后指出了目前本研究還不夠完整，存在有待改進(jìn)的方面。
[Abstract]:In the 21st century, the world economy has entered the stage of marine economy. All countries have accelerated the speed of distributing marine economy. Relatively speaking, Zhejiang Province relies on its own geographical advantages and has a solid economic base. Taking the lead in deliberating and adopting the outline of the 12th Five-Year Plan for the National Economic and Social Development of Zhejiang Province at the national level, explicitly proposing the construction of a new Zhoushan archipelago area in Zhejiang Province, focusing on the development of the marine economy, and submitting it to the State Council in January 2013, The State Council approved the "Zhejiang Zhoushan Islands New area Development Plan", Zhejiang Zhoushan Islands New area construction formally entered the implementation stage. The implementation of the policy provided a favorable environment for the construction of the Zhoushan Islands. But on the other hand, there are also great challenges. In the process of building the new Zhoushan Islands area, there are many problems: the resources are not high and the marine industry is aging seriously. The development mode of resource-intensive industry is no longer suitable for the development of marine industry in the new period. The marine industry of Zhoushan archipelago needs to realize the transformation and upgrade and realize the sustainable development under the background of the construction of the new area, which is also the main goal of this paper. Based on the existing literature and the government development report, this paper introduces the theory of industrial upgrading based on the development of marine industry in Zhoushan archipelago, Zhejiang Province, by using the method of qualitative comparative analysis. Then it fully analyzes the limitations and opportunities of the development of the marine industry in Zhoushan, and then gives the countermeasures and suggestions to promote the development of the marine industry in Zhoushan in combination with the theory of industrial upgrading and transformation. Through the research, it is found that the marine industry of Zhoushan (including port industry, port logistics, marine tourism and marine fishery etc.) is faced with the problem of transformation and upgrading in the process of development. In particular, there is a strong demand for upgrading and upgrading the port industry and port logistics industry. At the same time, the study also finds that the above industries also have an important opportunity period. Therefore, in view of the problems raised in the third part, the corresponding policy recommendations and optimization path analysis are given, that is, to highlight the key points of industrial development, to promote the optimization of industrial structure, to enhance industrial clusters, and to strengthen the orientation of industrial development. To broaden the financing channels of marine industry, to give institutional support to industrial financing, to increase government investment in marine science and technology, and to encourage innovation in marine science and technology. Finally, the paper points out that the present study is not complete, and there are some aspects to be improved.
