【摘要】：改革開(kāi)放開(kāi)啟了中國(guó)經(jīng)濟(jì)增長(zhǎng)的比較優(yōu)勢(shì)的大門(mén),勞動(dòng)力持續(xù)大量供給和農(nóng)村剩余勞動(dòng)力的轉(zhuǎn)移推動(dòng)了經(jīng)濟(jì)的持續(xù)增長(zhǎng),西部大開(kāi)發(fā)同樣為陜西省帶來(lái)了千載難逢的發(fā)展機(jī)遇,自2004年沿海地區(qū)出現(xiàn)的“民工荒”現(xiàn)象以及陜西省勞動(dòng)力的大量涌入足以說(shuō)明勞動(dòng)力與產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化的關(guān)系與矛盾正逐漸顯露�？梢�(jiàn)研究勞動(dòng)力因素對(duì)陜西省產(chǎn)業(yè)發(fā)展以及經(jīng)濟(jì)的影響具有一定的實(shí)際意義。 為了全面分析勞動(dòng)力因素如何作用于產(chǎn)業(yè)結(jié)構(gòu),如何影響地區(qū)產(chǎn)業(yè)發(fā)展,本文把勞動(dòng)力分別從數(shù)量、質(zhì)量、成本、結(jié)構(gòu)等角度考察了其對(duì)產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化的影響路徑和程度。本文運(yùn)用定性方法描述并利用各種模型分析了勞動(dòng)力數(shù)量、質(zhì)量、轉(zhuǎn)移、配置與產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化的內(nèi)在影響機(jī)制。接著按照時(shí)間順序,通過(guò)年鑒數(shù)據(jù)分別從三大產(chǎn)業(yè)之間、陜西省地區(qū)之間的產(chǎn)業(yè)結(jié)構(gòu)以及產(chǎn)業(yè)拉動(dòng)率這三個(gè)方面對(duì)陜西省產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化及其在這過(guò)程中對(duì)陜西省勞動(dòng)力資源的狀況進(jìn)行了現(xiàn)狀研究。最后基于勞動(dòng)力要素和產(chǎn)業(yè)結(jié)構(gòu)的內(nèi)在聯(lián)系,從勞動(dòng)力就業(yè)、勞動(dòng)力流動(dòng)情況、勞動(dòng)報(bào)酬、勞動(dòng)生產(chǎn)率四個(gè)方面對(duì)二者之間的關(guān)系進(jìn)行了數(shù)據(jù)統(tǒng)計(jì)。 在實(shí)證方面,本文運(yùn)用時(shí)間序列分析,以及兩階段最小二乘方法對(duì)陜西省勞動(dòng)力市場(chǎng)和產(chǎn)業(yè)結(jié)構(gòu)變動(dòng)的相互影響做了全面的實(shí)證研究,并通過(guò)借鑒AminMattoo模型以及根據(jù)地區(qū)實(shí)際情況,將人力資本及其分布結(jié)構(gòu)對(duì)三大產(chǎn)業(yè)進(jìn)行了回歸,引發(fā)了人力資源推進(jìn)產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化問(wèn)題的研究。最終得出這樣的結(jié)論：勞動(dòng)力市場(chǎng)與產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化是相互影響的,所以可以通過(guò)產(chǎn)業(yè)和勞動(dòng)力的聚集與分散效應(yīng),實(shí)現(xiàn)勞動(dòng)力市場(chǎng)完善與產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化的協(xié)調(diào)發(fā)展；另外代表勞動(dòng)力質(zhì)量的兩個(gè)方面(人力資本存量水平、人力資本結(jié)構(gòu))均對(duì)產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化有一定的作用。
[Abstract]:The reform and opening up has opened the door of the comparative advantage of China's economic growth. The continuous supply of labor force and the transfer of surplus rural labor force have promoted the sustained economic growth. The development of the western region has also brought a once-in-a-lifetime development opportunity for Shaanxi Province. The phenomenon of "labor shortage" in coastal areas since 2004 and the large influx of labor force in Shaanxi Province show that the relationship and contradiction between labor force and industrial structure optimization is gradually revealed. Therefore, it is of practical significance to study the influence of labor factors on industrial development and economy in Shaanxi Province. In order to analyze how the labor force factors affect the industrial structure and how to affect the regional industrial development, this paper studies the influence of labor force on the optimization of industrial structure from the aspects of quantity, quality, cost, structure and so on. In this paper, the qualitative method is used to describe and analyze the internal influence mechanism of labor quantity, quality, transfer, allocation and industrial structure optimization by using various models. Then according to the chronological order, through the yearbook data from the three industries, In this paper, the industrial structure and the industrial pull rate of Shaanxi Province are studied in three aspects: the optimization of the industrial structure and the current situation of the labor resources in Shaanxi Province in the process. Finally, based on the internal relationship between labor factors and industrial structure, this paper makes statistics on the relationship between labor force employment, labor mobility, labor compensation and labor productivity. In the empirical aspect, this paper makes a comprehensive empirical study on the interaction between the labor market and the industrial structure changes in Shaanxi Province by using the time series analysis and the two-stage least square method. By using the AminMattoo model for reference and according to the actual situation of the region, the human capital and its distribution structure are regressed to the three industries, which leads to the research on the optimization of the industrial structure of human resources. The conclusion is as follows: the labor market and industrial structure optimization influence each other, so we can realize the harmonious development of labor market perfection and industrial structure optimization through the agglomeration and dispersion effect of industry and labor force; In addition, two aspects of labor quality (human capital stock level, human capital structure) play a role in industrial structure optimization.
