【摘要】：近年來,北京經(jīng)濟(jì)迅猛發(fā)展。經(jīng)濟(jì)的過快發(fā)展,造成北京交通擁擠,環(huán)境污染,水資源短缺等多方面問題,這在很大程度上影響北京城市的正常運(yùn)作以及中樞功能的發(fā)揮。本文通過研究大都市圈空間演進(jìn)的理論,借鑒國際經(jīng)驗(yàn)得出,解決“城市病”的關(guān)鍵在于北京與周邊城市協(xié)同發(fā)展。事實(shí)證明,開釋城市優(yōu)勢(shì),構(gòu)建首都經(jīng)濟(jì)圈,也是城市化發(fā)展的一條規(guī)律。首鋼搬離,標(biāo)志著北京由“吸虹”為主向“分散”為主的轉(zhuǎn)變,同時(shí)也是改善北京與鄰地關(guān)系的起點(diǎn)。鄰近地區(qū)需要發(fā)展經(jīng)濟(jì),而北京恰恰需要功能疏解來解決產(chǎn)業(yè)升級(jí)的問題,這就為區(qū)域協(xié)同發(fā)展提供了良好的驅(qū)動(dòng)力。北京地處河北省境內(nèi),有良好的區(qū)位優(yōu)勢(shì),產(chǎn)業(yè)首要選擇就是轉(zhuǎn)移到河北省去,于是就提出了“環(huán)首都經(jīng)濟(jì)圈”的概念。但長期以來,由于多種原因,河北環(huán)首都區(qū)域與北京有較大的經(jīng)濟(jì)落差,因此如何縮小周邊城市與北京的差距,同時(shí)又能解決北京的“城市病”問題是本文的主要研究對(duì)象。本文主要是從疏散北京功能角度出發(fā),通過分析北京的就業(yè)彈性、勞動(dòng)力密集度、稅收彈性、財(cái)政貢獻(xiàn)密集度等指標(biāo),按照各個(gè)指標(biāo)的判斷標(biāo)準(zhǔn),得出北京可以轉(zhuǎn)移出的企業(yè),再結(jié)合國家“十二五”規(guī)劃以及四市的功能區(qū)劃分,具體得出紡織業(yè)、批發(fā)零售業(yè)、住宿餐飲業(yè)轉(zhuǎn)移到張家口；得出紙質(zhì)品業(yè)、油品加工、化學(xué)制品業(yè)、化學(xué)纖維業(yè)、計(jì)算機(jī)和軟件業(yè)轉(zhuǎn)移到廊坊；得出金屬的冶煉業(yè)、金屬制品業(yè)、通設(shè)制造業(yè)、電熱產(chǎn)供業(yè)轉(zhuǎn)移到保定；旅游休閑業(yè)、綠色農(nóng)業(yè)、水利環(huán)境和公共設(shè)施管理業(yè)轉(zhuǎn)移到承德。為了實(shí)現(xiàn)整個(gè)首都經(jīng)濟(jì)圈的可持續(xù)發(fā)展,北京必須與四市,統(tǒng)一規(guī)劃、統(tǒng)一監(jiān)管,共同完善機(jī)制；以經(jīng)濟(jì)項(xiàng)目作為載體,加快區(qū)域間合作；張承是北京的綠色屏障,是北京的生態(tài)涵養(yǎng)區(qū),北京應(yīng)與之推進(jìn)綠色產(chǎn)業(yè)的合作項(xiàng)目,既發(fā)展張承地區(qū)的經(jīng)濟(jì),有保障北京的生態(tài)環(huán)境,是雙贏的局面；廊坊和保定都具有較扎實(shí)的經(jīng)濟(jì)基礎(chǔ),可發(fā)展些高新技術(shù)產(chǎn)業(yè)和都市農(nóng)業(yè),也是北京新興產(chǎn)業(yè)的重要承接地。
[Abstract]:In recent years, Beijing's economy has developed rapidly. The rapid development of economy causes many problems, such as traffic congestion, environmental pollution, water shortage and so on, which to a great extent affect the normal operation of Beijing city and the exertion of central function. By studying the theory of spatial evolution of metropolitan area and drawing lessons from international experience, this paper concludes that the key to solve "urban disease" lies in the coordinated development between Beijing and surrounding cities. Facts have proved that it is also a rule of urbanization to release the advantages of the city and construct the capital economic circle. Shougang's move marks the transformation of Beijing from "siphon" to "dispersion", and is also the starting point for improving the relationship between Beijing and its neighbors. The neighboring areas need to develop their economy, but Beijing needs to solve the problem of industrial upgrading by unscrambling their functions, which provides a good driving force for regional coordinated development. Beijing is located in Hebei province and has good location advantage. The first choice of industry is to transfer to Hebei province, so it puts forward the concept of "economic circle around the capital". However, for a long time, due to various reasons, there is a large economic gap between the capital region of Hebei Province and Beijing, so how to narrow the gap between the surrounding cities and Beijing, and at the same time to solve the problem of "urban disease" in Beijing is the main research object of this paper. From the perspective of the function of evacuating Beijing, this paper analyzes the employment elasticity, labor intensity, tax elasticity, financial contribution intensity and other indicators of Beijing, and according to the judgment criteria of each index, obtains the enterprises that can be transferred out of Beijing. Combined with the 12th Five-Year Plan of the State and the functional division of the four cities, the paper industry, the wholesale and retail trade, and the accommodation and catering industry were transferred to Zhangjiakou, and the paper products industry, oil processing industry, chemical products industry, and chemical fiber industry were drawn. The transfer of computer and software industry to Langfang; the metal smelting industry, metal products industry, general manufacturing industry, electric heating industry transfer to Baoding; tourism leisure industry, green agriculture, water conservancy environment and public facilities management industry transferred to Chengde. In order to achieve the sustainable development of the entire capital economic circle, Beijing must, together with the four cities, unify planning, unify supervision, and jointly improve the mechanism; take economic projects as a carrier to speed up interregional cooperation; and Zhang Cheng is Beijing's green barrier. It is the ecological conservation area of Beijing, with which Beijing should promote the green industry cooperation project, which not only develops the economy of Zhangcheng area, but also guarantees the ecological environment of Beijing, and is a win-win situation. Both Langfang and Baoding have a solid economic foundation. Can develop some new and high-tech industries and urban agriculture, is also an important undertaking of Beijing's emerging industries.
