【摘要】：所有制是社會(huì)生產(chǎn)關(guān)系的總和,馬克思主義所有制結(jié)構(gòu)理論是以生產(chǎn)力決定生產(chǎn)關(guān)系原理為基礎(chǔ)。以公有制為主體,多種所有制經(jīng)濟(jì)共同發(fā)展的中國(guó)特色社會(huì)主義所有制結(jié)構(gòu),是馬克思主義中國(guó)化的結(jié)晶,是黨領(lǐng)導(dǎo)人民改革開(kāi)放以來(lái)取得的偉大成果。我們始終堅(jiān)持馬克思主義的指導(dǎo)地位,同時(shí)吸收學(xué)習(xí)蘇聯(lián)社會(huì)主義建設(shè)和我國(guó)改革開(kāi)放前的革命實(shí)踐的經(jīng)驗(yàn)教訓(xùn),從社會(huì)主義初級(jí)階段的基本國(guó)情出發(fā),以“三個(gè)有利于”為衡量標(biāo)準(zhǔn),探索出了這一適合中國(guó)特色社會(huì)主義建設(shè)的所有制結(jié)構(gòu)。中國(guó)特色社會(huì)主義所有制結(jié)構(gòu)需要堅(jiān)持公有制的主體地位,鼓勵(lì)支持引導(dǎo)非公有制經(jīng)濟(jì)發(fā)展,尤其是需要積極發(fā)展混合所有制經(jīng)濟(jì)。要從微觀的企業(yè)內(nèi)部構(gòu)成的角度來(lái)理解混合所有制經(jīng)濟(jì),混合所有制經(jīng)濟(jì)從本質(zhì)上講就是股份制經(jīng)濟(jì),是一種富有活力和效率的資本組織形式,實(shí)現(xiàn)了公有制和非公有制在同一經(jīng)濟(jì)主體中的內(nèi)部融合。要堅(jiān)持混合所有制經(jīng)濟(jì)是基本經(jīng)濟(jì)制度的實(shí)現(xiàn)形式,在黨的正確領(lǐng)導(dǎo)下,堅(jiān)持雙向混合原則,平等發(fā)展國(guó)有資本控股和非公有資本控股的混合所有制經(jīng)濟(jì),根據(jù)市場(chǎng)發(fā)展規(guī)律,完善法制,宜混則混,充分發(fā)揮混合所有制經(jīng)濟(jì)在所有制結(jié)構(gòu)中的活力。
[Abstract]:Ownership is the sum total of social relations of production. Marxist ownership structure theory is based on the principle that productive forces determine production relations. The socialist ownership structure with Chinese characteristics, with public ownership as the main body and various ownership economies developing together, is the crystallization of Marxism in China and a great achievement made by the Party since it led the people's reform and opening up. We have always adhered to the guiding position of Marxism, and at the same time absorbed the experience and lessons learned from the socialist construction of the Soviet Union and the revolutionary practice before the reform and opening up of our country, proceeding from the basic national conditions of the primary stage of socialism. Based on the criterion of "three benefits", the ownership structure suitable for the construction of socialism with Chinese characteristics is explored. The socialist ownership structure with Chinese characteristics needs to adhere to the dominant position of public ownership and encourage support and guide the development of non-public ownership economy, especially the development of mixed ownership economy. We should understand the mixed ownership economy from the perspective of the internal composition of the micro enterprises. The mixed ownership economy is essentially a joint-stock economy and is a form of capital organization full of vitality and efficiency. The internal integration of public ownership and non-public ownership in the same economic main body has been realized. It is necessary to insist that the mixed ownership economy is the realization form of the basic economic system. Under the correct leadership of the Party, we should adhere to the principle of two-way mixing, and develop the mixed ownership economy of state-owned capital holding and non-public capital holding on an equal footing, in accordance with the laws of market development. We should improve the legal system and mix the ownership structure to give full play to the vitality of the mixed ownership economy.
