輸變電工程總承包企業(yè)在非洲的本地化經(jīng)營研究

【摘要】:隨著經(jīng)濟(jì)全球化的不斷發(fā)展和中國進(jìn)行“產(chǎn)業(yè)結(jié)構(gòu)升級”和大力推行“走出去”戰(zhàn)略,中國各行各業(yè)各類企業(yè)都在快速的涌入國際市場參與國際競爭。中國輸變電工程總承包企業(yè)作為電網(wǎng)建設(shè)這一重要基礎(chǔ)設(shè)施的參與者,一度走在了“走出去”隊伍的前列,在充分利用并發(fā)揮低成本、高效率的競爭優(yōu)勢的情況下,取得了快速的突破,尤其在中國傳統(tǒng)友好的非洲地區(qū),中國輸變電工程總承包企業(yè)迅速取得了長足的發(fā)展。隨著全球經(jīng)濟(jì)危機的加深,輸變電工程總承包領(lǐng)域的競爭越發(fā)激烈,中國企業(yè)面臨著發(fā)達(dá)國家和發(fā)展中國家以及本國同質(zhì)化競爭企業(yè)的多重壓力。與此同時,中國輸變電工程總承包企業(yè)在非洲地區(qū)的進(jìn)一步發(fā)展也面臨著越來越多的不適應(yīng)本地社會發(fā)展要求的挑戰(zhàn),亟需找到應(yīng)對的策略和措施。本文對對外工程總承包企業(yè)工程管理和本地化相關(guān)理論研究的國內(nèi)外現(xiàn)狀進(jìn)行了分析;歸納概括了工程總承包和本地化的概念和內(nèi)涵,分析了輸變電總承包工程的特點。對企業(yè)外部競爭環(huán)境和內(nèi)部資源基礎(chǔ)分析的競爭戰(zhàn)略理論和資源基礎(chǔ)理論進(jìn)行了梳理。結(jié)合非洲輸變電工程總承包市場特點,本文分析了中國輸變電工程總承包企業(yè)在非洲發(fā)展的現(xiàn)狀和問題;根據(jù)競爭戰(zhàn)略理論的“五力模型”、“一體化/-本地化(I/R)模型和資源基礎(chǔ)理論,本文對輸變電工程總承包企業(yè)的外部競爭環(huán)境和內(nèi)部資源條件進(jìn)行全面的戰(zhàn)略分析,從而論證了中國輸變電工程總承包企業(yè)在非洲本地化經(jīng)營的必要性和可行性。繼而,本文從橫向角度構(gòu)建中國輸變電企業(yè)非洲本地化經(jīng)營的“四要素”模型,從人力資源、技術(shù)服務(wù)、管理運營、企業(yè)文化四個方面對中國輸變電企業(yè)非洲本地化經(jīng)營的實施提出具體的策略和措施,列舉了實施中需要注意的問題;然后,本文又進(jìn)一步從縱向角度構(gòu)建中國輸變電工程總承包企業(yè)本地化經(jīng)營的“三階段”發(fā)展戰(zhàn)略模型,將企業(yè)實現(xiàn)本地化經(jīng)營戰(zhàn)略的進(jìn)程劃分為單一項目管理階段、公司化運營階段和品牌化經(jīng)營階段三個階段,提出了達(dá)到每個階段需要滿足的條件,并對企業(yè)當(dāng)前所處階段的量化評估要素進(jìn)行了分析。結(jié)合以上分析,本文以C公司在非洲尼日利亞的本地化經(jīng)營案例進(jìn)行實例分析,最后對研究成果進(jìn)行總結(jié)并得出結(jié)論。
[Abstract]:With the continuous development of economic globalization and China's "upgrading of industrial structure" and vigorously carrying out the "going out" strategy, all kinds of enterprises of various industries in China are rapidly pouring into the international market to participate in international competition. As the participants in the construction of power grid, the general contracting enterprises of power transmission and transformation projects in China have been at the forefront of the "going out" team for a time, under the circumstances of making full use of the competitive advantage of low cost and high efficiency. Rapid breakthrough has been made, especially in China's traditional and friendly Africa, Chinese power transmission and transformation project contracting enterprises have made rapid progress. With the deepening of the global economic crisis, the competition in the field of general contracting of power transmission and transformation projects is becoming more and more fierce, and Chinese enterprises are facing multiple pressures from developed and developing countries as well as homogenous competitive enterprises. At the same time, the further development of Chinese general contracting enterprises of power transmission and transformation projects in Africa is also facing more and more challenges that can not meet the needs of local social development. Therefore, it is urgent to find strategies and measures to deal with them. In this paper, the current situation of engineering management and localization theory research in foreign general contracting enterprises is analyzed, the concept and connotation of general contracting and localization are summarized, and the characteristics of general contracting of transmission and transformation power are analyzed. The competitive strategy theory and resource-based theory of external competitive environment and internal resource base analysis of enterprises are combed out. Combined with the characteristics of the general contracting market of transmission and transformation projects in Africa, this paper analyzes the current situation and problems of the development of the general contracting enterprises of transmission and transformation projects in China in Africa, and according to the "five forces model" of the theory of competition strategy, "Integration / localization (I / R) model and resource-based theory. This paper makes a comprehensive strategic analysis of the external competitive environment and internal resource conditions of the general contracting enterprises of power transmission and transformation projects. Therefore, the necessity and feasibility of localization operation of Chinese power transmission and transformation project general contracting enterprises in Africa are demonstrated. Then, this paper constructs the "four elements" model of local operation of Chinese power transmission and transformation enterprises in Africa from a horizontal perspective, from the aspects of human resources, technical services, management and operation. Four aspects of corporate culture put forward specific strategies and measures for the implementation of local operation in Africa of Chinese power transmission and transformation enterprises, and listed the problems to be paid attention to in the implementation. This paper further constructs the "three-stage" development strategy model of localization management in the general contracting enterprises of transmission and transformation projects in China from the vertical point of view, and divides the process of realizing the localization management strategy into a single project management stage. The three stages of corporatization operation and brand management are put forward to meet the requirements of each stage, and the quantitative evaluation elements of the current stage of the enterprise are analyzed. Combined with the above analysis, this paper takes the case of C company in Africa Nigeria for example analysis, and finally summarizes the research results and draws a conclusion.
