【摘要】：區(qū)域是循環(huán)經(jīng)濟生根發(fā)展的“希望的田野”,區(qū)域循環(huán)經(jīng)濟是循環(huán)經(jīng)濟在空間層面上的重要應(yīng)用實踐,其優(yōu)勢在于將循環(huán)經(jīng)濟與區(qū)域發(fā)展有機結(jié)合,高標準、高起點助推我國經(jīng)濟又快又好發(fā)展。發(fā)展區(qū)域循環(huán)經(jīng)濟是使經(jīng)濟發(fā)展、資源消耗與環(huán)境退化脫鉤的根本實踐途徑。 近年來,我國區(qū)域循環(huán)經(jīng)濟的發(fā)展一直處于持續(xù)升溫的井噴態(tài)勢,表明了在我國推進區(qū)域循環(huán)經(jīng)濟發(fā)展的時機已經(jīng)成熟,其緊迫性和重要性均是不容忽視的。由于涉及到資源利用、環(huán)境保護及生態(tài)價值重構(gòu)等多元內(nèi)容,區(qū)域循環(huán)經(jīng)濟發(fā)展具有突出的棘手性、動態(tài)性、復雜性、戰(zhàn)略性、外部性及協(xié)調(diào)難度大等特點,牽涉到多元化的區(qū)域循環(huán)經(jīng)濟利益,多元化區(qū)域主體的循環(huán)經(jīng)濟參與表現(xiàn),多元化區(qū)域循環(huán)經(jīng)濟制度的有效供給,多元化價值觀的交相輝映等多個方面。作為一個可持續(xù)的發(fā)展命題,區(qū)域循環(huán)經(jīng)濟目前已經(jīng)成為經(jīng)濟學、生態(tài)學、管理學、工程學、法學等多個學科領(lǐng)域內(nèi)的研究熱點,而我國區(qū)域循環(huán)經(jīng)濟的深入、快速、健康發(fā)展更需要進一步的學術(shù)理論及實踐探索。為此,本學位論文以“主體、客體、績效為邏輯主線”開展了我國區(qū)域循環(huán)經(jīng)濟發(fā)展問題的研究,并已經(jīng)得到如下主要研究成果： 循環(huán)經(jīng)濟利益與循環(huán)經(jīng)濟法益互動性探討；循環(huán)經(jīng)濟視野下公眾參與機制及其保障；循環(huán)經(jīng)濟法律概念的再界定；西部區(qū)域循環(huán)經(jīng)濟制度體系構(gòu)建；論消費者參與循環(huán)經(jīng)濟的法律義務(wù)；我國西部地區(qū)循環(huán)經(jīng)濟建設(shè)一一種必要性和障礙性的分析；循環(huán)經(jīng)濟之生態(tài)學理論基礎(chǔ)闡釋。 本學位論文共9章,其基本內(nèi)容和框架結(jié)構(gòu)如下： 第一章,本選題的研究緣起、理論意義與實踐價值、研究內(nèi)容與研究思路、研究手段與研究方法、研究難點與創(chuàng)新之處。 第二章,本文的文獻背景。本部分回顧了循環(huán)經(jīng)濟的源流脈絡(luò),闡述了區(qū)域循環(huán)經(jīng)濟發(fā)展的國內(nèi)外研究現(xiàn)狀并對其進行了評價,提供了研究我國區(qū)域循環(huán)經(jīng)濟發(fā)展問題的相關(guān)理論素材。 第三章,區(qū)域循環(huán)經(jīng)濟運行的基本要素。本部分界定了區(qū)域循環(huán)經(jīng)濟的概念,從體系性要素、主體性要素和功能性要素三個方面入手闡述區(qū)域循環(huán)經(jīng)濟運行的基本要素。 第四章,我國區(qū)域循環(huán)經(jīng)濟發(fā)展現(xiàn)狀與制約因素研究。本部分論述了我國區(qū)域循環(huán)經(jīng)濟發(fā)展目前成效初顯,但區(qū)域循環(huán)經(jīng)濟產(chǎn)業(yè)化水平低,區(qū)域循環(huán)經(jīng)濟發(fā)展具有不均衡性的現(xiàn)狀。進而從經(jīng)濟學理論支撐、激勵機制、廢棄物回收利用體系,約束機制發(fā)揮作用的前提,政府推動機制,社會參與機制等六個方面出發(fā)分析了我國區(qū)域循環(huán)經(jīng)濟發(fā)展的制約因素。 第五章、第六章和第七章,以主體、客體及績效為邏輯主線對于我國區(qū)域循環(huán)經(jīng)濟發(fā)展中的若干問題進行了探討。從主體角度出發(fā),對于我國區(qū)域循環(huán)經(jīng)濟發(fā)展中的政府、企業(yè)及社會公眾等多維主體的應(yīng)然角色及定位進行了“解剖麻雀”式的現(xiàn)實性解剖和前瞻性研究。從客體角度出發(fā),進行了基于PHS的循環(huán)經(jīng)濟三維七度解讀,對其邊緣概念進行厘清,消除了對于循環(huán)經(jīng)濟概念的直觀推斷與誤讀。進而,對循環(huán)經(jīng)濟諸多認知誤區(qū)進行了實證分析并得出結(jié)論：“封閉”的循環(huán)經(jīng)濟其實質(zhì)是開放的；局部的構(gòu)圈建鏈不是循環(huán)經(jīng)濟；循環(huán)率不是循環(huán)經(jīng)濟發(fā)展的合適測度,生態(tài)效率才是循環(huán)經(jīng)濟的科學測度。從績效角度出發(fā),構(gòu)建了基于循環(huán)經(jīng)濟發(fā)展目標體系的,包括生態(tài)效率類、物質(zhì)流狀況類及人類發(fā)展類三大類指標在內(nèi)的我國區(qū)域循環(huán)經(jīng)濟發(fā)展評價指標體系,應(yīng)用該指標體系對蘭州市循環(huán)經(jīng)濟發(fā)展狀況進行了評價,以印證該指標體系的適用性。本部分是本論文的研究重點及實踐價值之所在。 第八章,區(qū)域循環(huán)經(jīng)濟發(fā)展的軟法保障與多維政策體系研究。本部分基于區(qū)域循環(huán)經(jīng)濟發(fā)展的“軟”治理需求,分析了我國區(qū)域循環(huán)經(jīng)濟發(fā)展的“軟法”保障性。然后以區(qū)域循環(huán)經(jīng)濟發(fā)展中政府、市場及社會公眾的主體角色分析為依據(jù),構(gòu)建了包括規(guī)制性政策、市場性政策及參與性政策在內(nèi)的我國區(qū)域循環(huán)經(jīng)濟發(fā)展多維政策體系。本部分是本論文的另一研究重點及實踐價值之所在。 第九章,主要結(jié)論與研究展望。本部分對于論文的主要研究結(jié)論進行了概括和總結(jié),并對今后需要繼續(xù)跟進、深化研究的區(qū)域循環(huán)經(jīng)濟發(fā)展問題進行了闡述。
[Abstract]:Region is the "field of hope" for the root and development of circular economy. Regional circular economy is an important application practice on the spatial level of circular economy. Its advantage lies in the organic combination of circular economy and regional development, high standard and high starting point to boost our economy fast and good development. Developing regional circular economy is to make economic development and resource elimination. The fundamental practical approach to the decoupling of consumption and environmental degradation.
In recent years, the development of regional circular economy in China has been in a continuous blowout trend, which indicates that the opportunity for promoting the development of regional circular economy is ripe in China, its urgency and importance can not be ignored. The exhibition has the characteristics of prominent thorny, dynamic, complexity, strategic, externality and coordination difficulty, involving diversified regional circular economic benefits, diversified regional main body of circular economy participation, the effective supply of diversified regional circular economy system, and the diversity of diversified values. As a sustainable development proposition, regional circular economy has now become a hot topic in the fields of economics, ecology, management, engineering, law and other fields. However, further academic theories and practical exploration are needed for the deepening, rapid and healthy development of China's regional circular economy. Performance is the main line of logic, and the research on the development of regional circular economy in China has been carried out.
The interaction between the interests of circular economy and the legal benefits of circular economy; the public participation mechanism and its guarantee under the vision of circular economy; redefinition of the legal concept of circular economy; the construction of the system of circular economy in the western region; on the legal obligations of consumers to participate in the circular economy; and the necessity of the construction of circular economy in the western region of China Analysis of obstacles; explanation of the ecological theory basis of circular economy.
There are 9 chapters in this dissertation. Its basic contents and framework are as follows:
The first chapter is about the research origin, theoretical significance and practical value of this topic, research contents and research ideas, research methods and research methods, research difficulties and innovations.
The second chapter, the literature background of this article. This section reviews the origin of circular economy, expounds the current status of the development of regional circular economy at home and abroad and evaluates it, and provides the relevant theoretical materials for the study of the development of regional circular economy in China.
The third chapter, the basic elements of regional circular economy operation, this part defines the concept of regional circular economy, and expounds the basic elements of regional circular economy operation from three aspects of the system elements, the main elements and the functional elements.
The fourth chapter, the current status and constraints of regional circular economy development in China. This part discusses the current results of the development of regional circular economy in China, but the industrialization level of regional circular economy is low, and the development of regional circular economy is not balanced. Then, it is supported by economic theory, incentive mechanism, and waste recycling system, The restrictive mechanism of the development of regional circular economy is analyzed from six aspects: the premise of the function of the constraint mechanism, the government promotion mechanism and the social participation mechanism.
The fifth chapter, the sixth chapter and the seventh chapter, take the subject, the object and the performance as the logical main line to discuss some problems in the development of China's regional circular economy. From the main point of view, the "dissecting sparrow" is carried out on the role and position of the multi-dimensional subjects such as the government, the enterprise and the public in the development of the regional circular economy in China. From the object point of view, a three-dimensional seven degree interpretation of the circular economy based on PHS is carried out, the concept of its edge is clarified, the intuitionistic inference and Misreading of the concept of circular economy are eliminated. Then, the empirical analysis of many cognitive misunderstandings of circular economy is made and the conclusion is concluded: "closed" The circular economy is not a circular economy, and the local chain construction is not a circular economy; the cycle rate is not the proper measure of the development of the circular economy, and the ecological efficiency is the scientific measure of the circular economy. From the perspective of performance, the development target system based on the circular economy is constructed, including the ecological efficiency, the material flow status and human hair. The evaluation index system of regional circular economy development in China, including three major categories, is used to evaluate the development of circular economy in Lanzhou in order to verify the applicability of the index system. This part is the focus of the study and the practical value of this paper.
The eighth chapter, the soft law guarantee and multi-dimensional policy system of regional circular economy development. Based on the "soft" governance demand of regional circular economy development, this part analyses the "soft law" guarantee of the development of regional circular economy in our country. Then, it is based on the analysis of the main role of the government, the market and the public in the development of regional circular economy. The multi-dimensional policy system of regional circular economy development in China, including regulatory policy, market policy and participatory policy, is constructed. This part is the other research focus and practical value of this paper.
The ninth chapter, the main conclusions and research prospects. This part of the main conclusions of the paper is summarized and summarized, and the need to continue to follow up in the future, deepen the development of the regional circular economy.
