【摘要】：縣治在我國歷史悠久,農(nóng)村政治、經(jīng)濟(jì)、文化都依靠縣為單位發(fā)展,因此,縣是具有承上啟下、連接城鄉(xiāng)的作用,組織發(fā)展生產(chǎn)和維護(hù)社會(huì)穩(wěn)定是縣的重要職能�？h是城市與鄉(xiāng)村、農(nóng)業(yè)與工業(yè)的結(jié)合部,是落實(shí)政策和管理的前沿,同時(shí)也是各種社會(huì)矛盾的交匯點(diǎn)和集中地區(qū)。本文通過對(duì)吉林省延邊朝鮮族自治州龍井市縣域經(jīng)濟(jì)的發(fā)展模式和發(fā)展機(jī)制的探討,總結(jié)出了縣域經(jīng)濟(jì)在發(fā)展中的機(jī)理以及經(jīng)驗(yàn)教訓(xùn),這對(duì)龍井市的縣域經(jīng)濟(jì)發(fā)展具有借鑒和指導(dǎo)作用。通過對(duì)龍井市的經(jīng)濟(jì)發(fā)展現(xiàn)狀和經(jīng)濟(jì)發(fā)展主要模式探討,分析國家級(jí)貧困縣吉林省延邊朝鮮族自治州龍井市經(jīng)濟(jì)發(fā)展現(xiàn)狀、優(yōu)勢與劣勢,并對(duì)龍井市縣域經(jīng)濟(jì)的發(fā)展提出了一些具有可行性的建議與意見,并結(jié)合龍井市自身的經(jīng)濟(jì)社會(huì)條件,指出了龍井市縣域經(jīng)濟(jì)的發(fā)展模式。本文共分四章。第一章緒論,著重介紹了縣域經(jīng)濟(jì)的研究背景,國內(nèi)外研究綜合和此論文的研究意義、研究思路和論文框架。第二章著重講解了有關(guān)縣域經(jīng)濟(jì)發(fā)展的相關(guān)理論。第三章著重介紹了龍井市縣域經(jīng)濟(jì)發(fā)展的現(xiàn)狀,并分析了主要的制約因素。第四章在之前分析的基礎(chǔ)上,提出了龍井市縣域經(jīng)濟(jì)發(fā)展具體的對(duì)策。通過此次研究,發(fā)現(xiàn)縣域經(jīng)濟(jì)作為國民經(jīng)濟(jì)的基本單位,是我國工業(yè)、農(nóng)業(yè)、服務(wù)業(yè)等發(fā)展的重要載體。同時(shí)因不同的地域特點(diǎn),使得我國的縣域經(jīng)濟(jì)發(fā)展呈現(xiàn)出了不同的發(fā)展特點(diǎn),因此不能搞所謂的一刀切�？h域經(jīng)濟(jì)的發(fā)展必須從縣域自身的區(qū)域優(yōu)勢、市場導(dǎo)向類型、產(chǎn)業(yè)類型等方面走出自己的發(fā)展道路,要依據(jù)縣域自身的區(qū)域和產(chǎn)業(yè)的特點(diǎn),努力培育和發(fā)展具有地方特色的經(jīng)濟(jì)。同時(shí),縣域經(jīng)濟(jì)在發(fā)展的過程中也有著共同的特點(diǎn),主要表現(xiàn)在其要以工業(yè)發(fā)展為先導(dǎo),穩(wěn)定農(nóng)業(yè)生產(chǎn)和增加糧食產(chǎn)量,不斷發(fā)展旅游業(yè)和服務(wù)業(yè)等第三產(chǎn)業(yè)。在十八屆三中全會(huì)以后,國家在現(xiàn)有的體制政策上進(jìn)行一些了一系列的改革和創(chuàng)新,賦予縣級(jí)政府在財(cái)稅和審批上更多的自主權(quán),是縣域經(jīng)濟(jì)發(fā)展的一次重要機(jī)遇。因此,縣域經(jīng)濟(jì)的發(fā)展應(yīng)該探索可持續(xù)發(fā)展道路,決不能以損害生態(tài)環(huán)境和人民群眾的利益為代價(jià),進(jìn)行經(jīng)濟(jì)發(fā)展,應(yīng)當(dāng)避免各縣之間的重復(fù)建設(shè)問題。
[Abstract]:The county has a long history in China, and the rural politics, economy and culture are all developed by the county. Therefore, the county has the role of connecting the city to the city and connecting the urban and rural areas. It is an important function of the county to organize and develop production and maintain social stability. The county is the combination of cities and villages, agriculture and industry, and is the frontier of implementing policies and management, and is also a variety of various kinds of policies. Through the discussion on the development mode and mechanism of county economy in Longjing, Yanbian, Jilin Province, this paper summarizes the mechanism and experience of the county economy in the development of county economy in Yanbian, which has a reference and guidance to the county economic development of Longjing. Through the Longjing City The present situation of economic development and the main mode of economic development are discussed. The development of the county economy in our country has shown different development characteristics, so we can not make the so-called "one knife". The development of the county economy must go out of its own development path from the regional advantages of the county, the type of market orientation, the type of industry and so on. It should be based on the characteristics of the region and industry of the county, and strive to cultivate and develop the county economy. At the same time, the county economy also has the common characteristics in the process of development. It is mainly manifested in the development of industry as the guide, the stabilization of agricultural production and increasing grain output, the continuous development of the three industry of tourism and service industry. After the third Plenary Session of the 18th CPC Central Committee, the state carried out one of the existing institutional policies. A series of reform and innovation, giving county-level governments more autonomy in financial and taxation and approval, is an important opportunity for the development of the county economy.
