【摘要】：隨著中國經(jīng)濟從高速發(fā)展向平穩(wěn)發(fā)展過渡，資源環(huán)境和問題也愈加突顯。在經(jīng)濟發(fā)展的同時，保護環(huán)境和節(jié)約能源已經(jīng)勢在必行，協(xié)調社會、經(jīng)濟、環(huán)境和資源之間的關系促進全面發(fā)展已經(jīng)成為影響中國持續(xù)進步的主要問題。而對于資源富集型城市，在整體經(jīng)濟波動狀況下經(jīng)濟發(fā)展與對應的環(huán)境能源問題壓力更大。所以，資源型城市如何在環(huán)境壓力約束下進行產(chǎn)業(yè)升級與調整已經(jīng)成為當下各界越來越關注的課題。包頭市“十二五”規(guī)劃中指出要在環(huán)境資源制約下調整產(chǎn)業(yè)結構，實現(xiàn)生態(tài)宜居城市建設。這對包頭市未來發(fā)展指引了方向，即要在生態(tài)城市建設下進行產(chǎn)業(yè)升級實現(xiàn)經(jīng)濟社會的可持續(xù)發(fā)展。本文基于包頭市社會發(fā)展的現(xiàn)實需求，在生態(tài)環(huán)境制約與要求下，對資源型城市包頭市主導產(chǎn)業(yè)選擇及其發(fā)展問題進行探究，，提出未來產(chǎn)業(yè)升級的對策。以包頭市的工業(yè)主導產(chǎn)業(yè)的選擇與集群化發(fā)展作為突破點為包頭市在環(huán)境約束下進行產(chǎn)業(yè)升級提供理論指導，同時為資源富集型城市的產(chǎn)業(yè)轉型發(fā)展提供借鑒。 本文在對生態(tài)城市和產(chǎn)業(yè)升級相關理論進行評述的基礎上，通過分析包頭市生態(tài)環(huán)境和產(chǎn)業(yè)結構現(xiàn)狀，闡述生態(tài)城市建設與產(chǎn)業(yè)結構的關系。因為優(yōu)化產(chǎn)業(yè)結構是實現(xiàn)產(chǎn)業(yè)升級的重要途徑之一，因此用因素分解法闡述兩者因果關系，以此證明產(chǎn)業(yè)結構是影響生態(tài)環(huán)境的一個重要指標。在此基礎上，本文重點就優(yōu)化產(chǎn)業(yè)結構方面進行了分析研究，首先，采用因子分析法論證工業(yè)主導產(chǎn)業(yè)的選擇問題；其次闡述了主導產(chǎn)業(yè)的集群化發(fā)展對策。 全文由六個部分組成，第一部分主要對研究背景及意義、研究思路、研究內容和方法進行了分析陳述；第二部分主要是闡述國內外研究現(xiàn)狀，分別對生態(tài)環(huán)境及生態(tài)城市、產(chǎn)業(yè)升級、主導產(chǎn)業(yè)選擇及產(chǎn)業(yè)集群理論幾個方面進行了國內外理論綜述；第三部分是對包頭市生態(tài)環(huán)境和產(chǎn)業(yè)結構現(xiàn)狀分析，主要方面包括大氣、水環(huán)境、固體廢氣物和能源消耗所體現(xiàn)的生態(tài)環(huán)境狀況和三大產(chǎn)業(yè)結構及工業(yè)內部產(chǎn)業(yè)現(xiàn)狀；第四部分通過建立三大產(chǎn)業(yè)和工業(yè)內部能源消耗模型對生態(tài)城市建設與產(chǎn)業(yè)結構的關系進行了闡述；第五部分是論文的核心部分，通過因子分析法對包頭市工業(yè)主導產(chǎn)業(yè)選擇進行了實證研究，其中選取了工業(yè)內部19個產(chǎn)業(yè)、5個一級指標和16個二級指標，綜合評價各個產(chǎn)業(yè)，并最終確定了8個主導產(chǎn)業(yè)作為包頭市以后重點發(fā)展方向，分別是汽車制造業(yè)、專用設備制造業(yè)、電氣機械及器材制造業(yè)、燃氣生產(chǎn)和供應業(yè)、有色金屬采選業(yè)、食品制造業(yè)、電力、熱力的生產(chǎn)和供應業(yè)及黑色金屬冶煉及壓延加工業(yè)，此實證結論與包頭市政府的“十二五”規(guī)劃堅持重點發(fā)展的產(chǎn)業(yè)吻合度較高；第六部分是在第五部分主導產(chǎn)業(yè)選擇的前提下，對包頭市主導產(chǎn)業(yè)集群化發(fā)展模式的進行了選擇研究，主要闡述了包頭市產(chǎn)業(yè)集群的發(fā)展模式，并對包頭市產(chǎn)業(yè)集群進行了SWOT分析，最后提出對策建議。
[Abstract]:With the rapid development of China's economy from high speed to smooth development, the resource environment and problems are becoming more and more obvious. At the same time, it is imperative to protect the environment and save energy at the same time. To coordinate the relationship between society, economy, environment and resources has become the main problem that affects the continuous progress of China. Rich cities have more pressure on economic development and corresponding environmental energy problems under the condition of overall economic fluctuation. Therefore, how to upgrade and adjust the industry under the constraints of environmental pressure has become a more and more concern of all walks of life. In the plan of "12th Five-Year" in Baotou, it is pointed out that the regulation of environmental resources should be reduced. The whole industry structure can realize the ecological livable city construction. This is the direction for the future development of Baotou City, that is, to carry out industrial upgrading under the construction of ecological city and realize the sustainable development of the economy and society. Based on the realistic demand of the social development of Baotou City, this paper is the leading industry of Baotou city in the resource-based city under the restriction and requirement of the ecological environment. The choice and development problems are explored, and the Countermeasures of the future industrial upgrading are put forward. The choice and the cluster development of the industrial leading industry in Baotou will provide theoretical guidance for the industrial upgrading of Baotou under the environment constraints, and provide reference for the transformation and development of the resource rich city.
On the basis of reviewing the theories of ecological city and industrial upgrading, this paper expounds the relationship between ecological city construction and industrial structure by analyzing the current situation of ecological environment and industrial structure in Baotou, because the optimization of industrial structure is one of the important ways to realize industrial upgrading, so the causal relationship is expounded by factor decomposition method. This proves that the industrial structure is an important indicator of the ecological environment. On this basis, this paper focuses on the optimization of industrial structure. First, the factor analysis method is used to demonstrate the selection of industrial leading industries. Secondly, the Countermeasures of the cluster development of the leading industries are expounded.
The full text is composed of six parts. The first part mainly analyzes the research background and significance, research ideas, research contents and methods. The second part mainly expounds the status of domestic and foreign research, and carries out a few aspects of the ecological environment and the ecological city, industrial upgrading, the selection of leading industry and the theory of industrial cluster respectively. The third part is the analysis of the ecological environment and industrial structure in Baotou. The main aspects include the atmosphere, water environment, solid waste and energy consumption, the ecological environment and the three industrial structure and the industrial internal industry status; the fourth part builds the energy consumption model of the three major industries and industries. The relationship between the ecological city construction and the industrial structure is expounded. The fifth part is the core part of the paper. Through the factor analysis, the selection of industrial leading industry in Baotou is empirically studied. Among them, 19 industries, 5 first grade indexes and 16 two grade indexes are selected, and the industry is evaluated comprehensively, and the final determination is 8. As the key development direction of Baotou, the leading industries are automobile manufacturing, special equipment manufacturing, electrical machinery and equipment manufacturing, gas production and supply, non-ferrous metal mining, food manufacturing, electricity, heat production and supply, black metal smelting and calendering and processing industry. This empirical conclusion is with Baotou. The "12th Five-Year" plan of the government insists on the high degree of industrial anastomosis in the key development; the sixth part is the choice of the leading industry in the fifth part of the selection of the leading industry in Baotou, the development model of the industrial cluster in Baotou is selected, and the development model of the industrial cluster is mainly elaborated, and the industrial cluster in Baotou is SWOT In the end, the countermeasures and suggestions are put forward.
