【摘要】：濃厚計(jì)劃經(jīng)濟(jì)情結(jié)下的思維模式和發(fā)展方式以及與之相適應(yīng)的經(jīng)濟(jì)發(fā)展環(huán)境,制約著東北的經(jīng)濟(jì)發(fā)展。目前促使東北經(jīng)濟(jì)不斷下滑的內(nèi)生力量相當(dāng)穩(wěn)定,很難在內(nèi)部產(chǎn)生能夠改變這種穩(wěn)態(tài)的力量,因此要改變東北現(xiàn)有的經(jīng)濟(jì)運(yùn)行,需要強(qiáng)大的外生沖擊,而這種強(qiáng)大的外生沖擊主要來自人力資本重新配置。東北人力資本的重新配置主要是指鼓勵(lì)和配置大量的具有濃厚市場(chǎng)經(jīng)濟(jì)情結(jié)的東南沿海地區(qū)的干部進(jìn)入東北,擔(dān)任領(lǐng)導(dǎo)職務(wù)與東北原有干部進(jìn)行合作,共同改善東北市場(chǎng)經(jīng)濟(jì)發(fā)展環(huán)境。重新配置人力資本的基本思路是:東南沿海不同地區(qū)的副手進(jìn)入東北得到扶正、進(jìn)入東北的干部自己進(jìn)行組閣、不同行政區(qū)域的第一把手都擁有一定的財(cái)政調(diào)配權(quán)等。
[Abstract]:The mode of thinking and the mode of development under the complex of planned economy and the corresponding environment of economic development restrict the economic development of Northeast China. At present, the endogenous forces that have contributed to the steady decline of the Northeast economy are quite stable, and it is very difficult to produce internally the forces that can change this steady-state. Therefore, to change the current economic operation of the Northeast, we need strong exogenous shocks. This powerful exogenous impact comes mainly from the reconfiguration of human capital. The reconfiguration of human capital in the Northeast mainly refers to encouraging and allocating a large number of cadres from the southeast coastal areas with strong market economic complex to enter the Northeast and take up leading positions to cooperate with the existing cadres in the Northeast. Jointly improve the northeast market economy development environment. The basic ideas of reconfiguring human capital are as follows: the deputies from different areas along the southeast coast get to the northeast to be upright, the cadres who enter the Northeast form their own cabinet, and the first leaders of different administrative regions all have certain financial allocation power, and so on.
