【摘要】：國(guó)家自主創(chuàng)新示范區(qū)是經(jīng)國(guó)務(wù)院批準(zhǔn),在推進(jìn)高技術(shù)產(chǎn)業(yè)發(fā)展,實(shí)現(xiàn)自主創(chuàng)新戰(zhàn)略方面先行先試的區(qū)域,是實(shí)現(xiàn)創(chuàng)新型國(guó)家和區(qū)域創(chuàng)新體系構(gòu)建戰(zhàn)略的重要空間載體,是我國(guó)搶占世界高技術(shù)產(chǎn)業(yè)制高點(diǎn)的前沿陣地,擔(dān)當(dāng)著引領(lǐng)經(jīng)濟(jì)發(fā)展方式轉(zhuǎn)變的重任。2009年我國(guó)提出建設(shè)國(guó)家自主創(chuàng)新示范區(qū)的重大戰(zhàn)略。鄭洛新國(guó)家自主創(chuàng)新示范區(qū)(以下簡(jiǎn)稱鄭洛新示范區(qū))是中原地區(qū)的高科技產(chǎn)業(yè)中心,是國(guó)務(wù)院批準(zhǔn)的第12個(gè)國(guó)家級(jí)自主創(chuàng)新示范區(qū),也是河南省體制、機(jī)制創(chuàng)新的重要示范基地。鄭洛新國(guó)家自主創(chuàng)新示范區(qū)依托鄭州、洛陽、新鄉(xiāng)3個(gè)國(guó)家高新技術(shù)產(chǎn)業(yè)開發(fā)區(qū),舉全省之力將其建設(shè)成為具有較強(qiáng)輻射能力和核心競(jìng)爭(zhēng)力的創(chuàng)新高地。在國(guó)家自主創(chuàng)新示范區(qū)產(chǎn)業(yè)創(chuàng)新研究方面,以往研究較多的是集中在企業(yè)層面和國(guó)家層面,產(chǎn)業(yè)層面的研究較為薄弱,本研究以鄭洛新國(guó)家自主創(chuàng)新示范區(qū)建設(shè)為契機(jī),河南省產(chǎn)業(yè)創(chuàng)新為研究對(duì)象,構(gòu)建省級(jí)區(qū)域產(chǎn)業(yè)創(chuàng)新的評(píng)價(jià)體系,對(duì)于區(qū)域創(chuàng)新體系的建設(shè),產(chǎn)業(yè)創(chuàng)新經(jīng)濟(jì)學(xué)和管理學(xué)的學(xué)科建設(shè),具有一定的理論價(jià)值。鄭洛新示范區(qū)的產(chǎn)業(yè)創(chuàng)新能力指標(biāo)體系,不是直接對(duì)產(chǎn)業(yè)、國(guó)家創(chuàng)新指標(biāo)體系的簡(jiǎn)單套用,而是基于河南的發(fā)展現(xiàn)狀,立足于創(chuàng)新驅(qū)動(dòng)戰(zhàn)略需求,使構(gòu)建的指標(biāo)體系更加切合鄭洛新示范區(qū)的發(fā)展、規(guī)劃,更體現(xiàn)國(guó)家戰(zhàn)略對(duì)自主創(chuàng)新示范區(qū)的核心內(nèi)涵。在評(píng)價(jià)鄭洛新示范區(qū)產(chǎn)業(yè)創(chuàng)新能力時(shí),借鑒國(guó)內(nèi)其他示范區(qū)的創(chuàng)新實(shí)踐,選取了中關(guān)村示范區(qū),上海張江示范區(qū),武漢東湖示范區(qū)的發(fā)展數(shù)據(jù),與鄭洛新的進(jìn)行比較。同時(shí)根據(jù)鄭洛新示范區(qū)產(chǎn)業(yè)創(chuàng)新能力與選取的三個(gè)示范區(qū)的產(chǎn)業(yè)創(chuàng)新能力進(jìn)行實(shí)證分析,可以明確地看出鄭洛新示范區(qū)的產(chǎn)業(yè)創(chuàng)新能力水平及努力方向。最后對(duì)本文的分析進(jìn)行了總結(jié),并對(duì)今后鄭洛新國(guó)家自主創(chuàng)新示范區(qū)的建設(shè)提出相應(yīng)的對(duì)策與建議。
[Abstract]:The national independent innovation demonstration area is an important space carrier to realize the strategy of the innovation oriented country and the regional innovation system, and is the leading position of our country to seize the high point of the world high technology industry, and take the lead in leading the economic development. The important strategy of China's independent innovation demonstration zone is put forward by China in.2009 years. The ZhengLuo new national independent innovation demonstration area (hereinafter referred to as ZhengLuo new demonstration area) is the center of high technology industry in the Central Plains area. It is the Twelfth National Independent Innovation Demonstration Zone approved by the State Council. It is also the system of Henan province and the innovation of mechanism innovation. With the support of Zhengzhou, Luoyang and Xinxiang 3 national high-tech industrial development zones, ZhengLuo new national independent innovation demonstration zone is built into an innovative highland with strong radiation ability and core competitiveness. In the research of national independent innovation demonstration area, the previous research is concentrated in the enterprise. In the industry level and the national level, the research on the industrial level is relatively weak. This study takes the Zheng Luoxin national independent innovation demonstration area as the opportunity to study the industrial innovation of Henan Province as the research object, and constructs the evaluation system of the provincial regional industrial innovation. It has a great effect on the construction of regional innovation system, the innovation economics of production industry and the discipline construction of management science. The industrial innovation capability index system of Zheng Luo Xin demonstration area is not the simple application of the industry and the national innovation index system, but based on the development status of Henan, based on the innovation driven strategic demand, making the construction index system more consistent with the development of the new demonstration area of Zheng Luo, planning and reflecting the national strategy. The core connotation of the main innovation demonstration area. In evaluating the industrial innovation ability of ZhengLuo new demonstration area, we choose the development data of Zhongguancun demonstration area, Shanghai Zhangjiang demonstration area and Wuhan East Lake demonstration area for reference of the innovation practice of other demonstration areas in China, and compare with Zheng Luo Xin. In the same time, according to the industrial innovation ability and selection of Zheng Luoxin demonstration area, The empirical analysis of the industrial innovation ability of the three demonstration areas can clearly see the level of industrial innovation ability and the direction of efforts in ZhengLuo new demonstration area. Finally, the analysis of this paper is summarized, and the corresponding countermeasures and suggestions are put forward for the construction of the Autonomous Innovation Demonstration Zone in ZhengLuo NEW country in the future.
