【摘要】：在中國(guó)，招商引資是地方政府吸引外部資源實(shí)現(xiàn)本地經(jīng)濟(jì)快速發(fā)展的重要手段，是后發(fā)地區(qū)推行經(jīng)濟(jì)趕超戰(zhàn)略的重要組成部分。隨著外部環(huán)境變化加劇，政府招商組織的任務(wù)日趨項(xiàng)目化，探討如何將項(xiàng)目管理思想和方法應(yīng)用于政府招商活動(dòng)的管理，建立一套行之有效的基于項(xiàng)目管理的政府招商活動(dòng)管理方法，適應(yīng)由政府主導(dǎo)型招商引資模式向市場(chǎng)主導(dǎo)型招商引資模式轉(zhuǎn)變的需要，通過項(xiàng)目化管理來實(shí)現(xiàn)地方政府發(fā)展經(jīng)濟(jì)的目標(biāo)，已經(jīng)成為政府招商管理層關(guān)注的焦點(diǎn)。按項(xiàng)目方式管理已成為地方政府招商活動(dòng)管理的一個(gè)發(fā)展趨勢(shì)，招商管理部門通過導(dǎo)入現(xiàn)代項(xiàng)目化管理思想，將這種管理理論與招商活動(dòng)管理實(shí)踐相結(jié)合，有助于提高招商活動(dòng)的管理效率。作為典型的資源型城市，隨著社會(huì)經(jīng)濟(jì)的不斷發(fā)展，也面臨著傳統(tǒng)產(chǎn)業(yè)轉(zhuǎn)型升級(jí)的壓力，在招商引資過程中也存在著一些問題，使得地區(qū)的社會(huì)福利總體下降，經(jīng)濟(jì)的可持續(xù)發(fā)展受阻。 本文將項(xiàng)目管理的思想引入政府對(duì)招商引資活動(dòng)的管理，首先論述了項(xiàng)目管理的有關(guān)概念以及政府招商引資的相關(guān)理論，，分析了招商引資活動(dòng)的項(xiàng)目化特征，通過對(duì)X市招商引資活動(dòng)的現(xiàn)狀分析，查找招商引資活動(dòng)存在的問題，進(jìn)而設(shè)計(jì)X市招商引資過程項(xiàng)目化管理體系。以此為基礎(chǔ)，分析政府在招商引資中的角色地位，以及總體思路。以招商引資過程項(xiàng)目化管理模式為基礎(chǔ)，按照招商引資項(xiàng)目的啟動(dòng)規(guī)劃階段、實(shí)施階段和結(jié)尾階段的三個(gè)過程提出了配套措施和對(duì)策建議，對(duì)推動(dòng)政府招商管理理論的研究和發(fā)展具有積極意義。
[Abstract]:In China, attracting investment is an important means for local governments to attract external resources to realize the rapid development of local economy. With the aggravation of the external environment, the task of government investment promotion organizations is becoming more and more project-oriented. This paper discusses how to apply the project management ideas and methods to the management of government investment activities. To establish a set of effective management methods of government investment activities based on project management, to meet the needs of the transformation from the government-led investment attracting mode to the market-oriented investment attracting mode. It has become the focus of government investment management to realize the goal of local government to develop economy through project management. Management according to project mode has become a developing trend of local government's management of attracting investment activities. By introducing the modern project management thought, the management department of investment promotion combines this management theory with the practice of investment promotion activities management. It is helpful to improve the management efficiency of investment activities. As a typical resource-based city, with the continuous development of social economy, it is also facing the pressure of traditional industry transformation and upgrading. There are also some problems in the process of attracting investment, which makes the overall social welfare of the region decline. The sustainable development of the economy is blocked. In this paper, the idea of project management is introduced into the government management of attracting investment. Firstly, the concept of project management and the relevant theory of government investment are discussed, and the characteristics of project management are analyzed. Based on the analysis of the current situation of the activity of attracting investment in X city, the problems existing in the activity of attracting investment are found out, and the project management system of the process of attracting investment in city X is designed. On this basis, this paper analyzes the role of the government in attracting investment, as well as the overall thinking. Based on the project management model in the process of attracting investment, this paper puts forward some supporting measures and suggestions according to the three processes of the starting planning stage, the implementation stage and the ending stage of the investment attracting project. It is of great significance to promote the research and development of government investment management theory.
