【摘要】：當中國的科研投入總量開始被歸入世界第一梯隊、總體科技水平逐步接近世界前沿水平(前沿差距縮小)時,國家的科研投入方向(偏向應用還是偏向基礎(chǔ))開始在越來越大的程度上決定著科學研究對創(chuàng)新增長的貢獻度。本文從理論與經(jīng)驗兩個層面證明,面對不同的前沿差距水平,客觀上存在一個最優(yōu)技術(shù)差距水平,當前沿差距小于最優(yōu)技術(shù)差距時,應用研究投入持續(xù)維持在一個過高水平上將會對創(chuàng)新增長產(chǎn)生抑制作用;持續(xù)加大基礎(chǔ)研究投入則可通過增強本國企業(yè)自主創(chuàng)新能力,縮小最優(yōu)技術(shù)差距,扭轉(zhuǎn)應用研究對創(chuàng)新增長邊際遞減的負面效應。本文的政策含義是,中國產(chǎn)業(yè)發(fā)展正處在一個新的歷史性拐點之上,只有持續(xù)保持對基礎(chǔ)研究投入的強勁勢頭,才能最終使得中國的產(chǎn)業(yè)創(chuàng)新實現(xiàn)從模仿創(chuàng)新向原始創(chuàng)新的轉(zhuǎn)變。
[Abstract]:When the total amount of Chinese scientific research investment began to be placed in the first echelon of the world, and the overall level of science and technology was gradually approaching the world's frontier level (narrowing the frontier gap), The direction of national scientific research investment (favoring application or foundation) begins to determine the contribution of scientific research to the growth of innovation to a greater and greater extent. This paper proves from both theoretical and empirical aspects that there exists an optimal technology gap objectively in the face of different frontier gaps, when the frontier gap is smaller than the optimal technology gap. Sustained maintenance of applied research investment at a high level will inhibit the growth of innovation, while increasing basic research investment can narrow the optimal technology gap by enhancing the independent innovation capability of domestic enterprises. The negative effect of torsional application research on marginal decline of innovation growth. The policy implication of this paper is that China's industrial development is at a new historic inflection point. Only by maintaining a strong momentum of investment in basic research, Only then can China's industrial innovation change from imitation innovation to original innovation.
