【摘要】：國(guó)家級(jí)新區(qū)是我國(guó)為應(yīng)對(duì)國(guó)際競(jìng)爭(zhēng)加劇、市場(chǎng)需求增速放緩而設(shè)立的特殊政策空間,是我國(guó)空間發(fā)展戰(zhàn)略的具體落實(shí)。近年來(lái)以國(guó)家級(jí)新區(qū)為增長(zhǎng)極帶動(dòng)區(qū)域發(fā)展的思路日趨成熟。通過(guò)對(duì)國(guó)家級(jí)新區(qū)的總體情況、定位、管治模式進(jìn)行總結(jié),分析我國(guó)的空間決策。研究認(rèn)為:(1)國(guó)家級(jí)新區(qū)的設(shè)立與經(jīng)濟(jì)發(fā)展階段具有緊密聯(lián)系,空間分布具有均衡性特征,經(jīng)濟(jì)發(fā)展受其成立年限、所處區(qū)位和基礎(chǔ)條件影響。(2)國(guó)家級(jí)新區(qū)的定位體現(xiàn)時(shí)代背景,以區(qū)域協(xié)調(diào)發(fā)展為目標(biāo),以特色化和專門化為發(fā)展方向。(3)國(guó)家級(jí)新區(qū)的管治模式可以劃分為跨界聯(lián)合模式、管理委員會(huì)模式、屬地政府模式。研究還對(duì)國(guó)家級(jí)新區(qū)的未來(lái)建設(shè)提出借鑒性意見(jiàn)。
[Abstract]:The state-level new area is a special policy space set up by our country to cope with the intensified international competition and the slow growth of market demand. It is also the concrete implementation of the space development strategy of our country. In recent years, the idea of regional development driven by the national new area is becoming more and more mature. This paper summarizes the general situation, orientation and governance mode of the national new district, and analyzes the spatial decision of our country. The conclusions are as follows: (1) the establishment of national new area is closely related to the stage of economic development, the spatial distribution is balanced, and the economic development is influenced by its founding years, location and basic conditions. (2) the orientation of national new area reflects the background of the times. (3) the governance model of the national new area can be divided into the cross-border joint model, the management committee model and the territorial government model. The study also puts forward some suggestions for the future construction of the national new district.
