【摘要】：經(jīng)濟(jì)全球化為企業(yè)的發(fā)展提供了新的挑戰(zhàn)和機(jī)遇，企業(yè)只有到國(guó)際市場(chǎng)上參與競(jìng)爭(zhēng)，才能獲得更好的發(fā)展。中共中央十五屆五中全會(huì)上明確提出“走出去”戰(zhàn)略，號(hào)召中國(guó)的企業(yè)走出國(guó)門，開(kāi)拓國(guó)外市場(chǎng)。中央企業(yè)作為中國(guó)國(guó)有企業(yè)的精尖力量，在中國(guó)國(guó)際化戰(zhàn)略中擔(dān)任重要的角色。然而，隨著國(guó)有企業(yè)對(duì)外直接投資的規(guī)模逐漸擴(kuò)大，問(wèn)題也接踵而來(lái)。中國(guó)的中央企業(yè)集團(tuán)是在國(guó)有企業(yè)改革中逐漸形成的，由于不健全法律制度環(huán)境以及國(guó)有資產(chǎn)的產(chǎn)權(quán)歸屬不清造成了國(guó)有企業(yè)海外資產(chǎn)的大量流失。國(guó)家在2003年成立了國(guó)有資產(chǎn)監(jiān)督管理委員會(huì)，并明確了國(guó)資委對(duì)國(guó)有企業(yè)人、財(cái)、業(yè)務(wù)的管理權(quán)，國(guó)資委取得了一定的成就，然而由于國(guó)有企業(yè)仍在改革階段，其面臨的問(wèn)題仍然很多。 本文針對(duì)國(guó)有企業(yè)對(duì)外直接投資的監(jiān)管現(xiàn)狀展開(kāi)分析，指出國(guó)有企業(yè)海外投資監(jiān)管中存在的問(wèn)題。通過(guò)博弈分析以及借鑒國(guó)際上成熟的國(guó)有企業(yè)監(jiān)管的實(shí)踐提出了一個(gè)對(duì)國(guó)有企業(yè)對(duì)外直接投資監(jiān)管的優(yōu)化體系，，以及對(duì)應(yīng)的監(jiān)督方式和方法。最后通過(guò)案例驗(yàn)證該體系的可行性。
[Abstract]:Economic globalization provides new challenges and opportunities for the development of enterprises. Only by participating in the competition in the international market can enterprises obtain better development. At the Fifth Plenary session of the 15th Central Committee of the CPC Central Committee, the strategy of "going out" was clearly put forward, calling on Chinese enterprises to go abroad and open up foreign markets. As the leading force of Chinese state-owned enterprises, central enterprises play an important role in China's internationalization strategy. However, as the scale of foreign direct investment (OFDI) of state-owned enterprises expands gradually, the problems come one after another. China's central enterprise group is gradually formed in the reform of state-owned enterprises. Due to the imperfect legal system environment and the unclear ownership of state-owned assets, a large number of overseas assets of state-owned enterprises have been lost. The State set up the State-owned assets Supervision and Administration Commission in 2003, and clarified the SASAC's right to manage the people, property and business of state-owned enterprises, and the SASAC has made certain achievements. However, as the state-owned enterprises are still in the reform stage, It still faces many problems. This paper analyzes the current situation of the supervision of SOEs' foreign direct investment, and points out the problems existing in the supervision of SOEs' overseas investment. Through game analysis and drawing lessons from the practice of supervision of state-owned enterprises in the world, this paper puts forward an optimized system of supervision of foreign direct investment of state-owned enterprises, as well as the corresponding ways and methods of supervision. Finally, the feasibility of the system is verified by a case study.
