【摘要】：隨著科技的迅猛發(fā)展，科技資源和科技公共服務(wù)平臺(tái)已經(jīng)成為推動(dòng)國(guó)家技術(shù)創(chuàng)新和社會(huì)進(jìn)步的重要資源，，成為國(guó)家創(chuàng)新體系中的重要要素。作為上海的科技資源和科技公共服務(wù)平臺(tái)，上海研發(fā)公共服務(wù)平臺(tái)是上海建設(shè)創(chuàng)新型城市的重要條件。上海市正處于“創(chuàng)新驅(qū)動(dòng)、轉(zhuǎn)型發(fā)展”的關(guān)鍵時(shí)期，也是科技公共服務(wù)能力建設(shè)和科技創(chuàng)新效率提升的重要時(shí)期。本文旨在通過對(duì)上海研發(fā)公共服務(wù)平臺(tái)外部環(huán)境和內(nèi)部條件的分析，制定平臺(tái)發(fā)展戰(zhàn)略，以提高平臺(tái)經(jīng)營(yíng)和決策的有效性。 本文采取案例分析、實(shí)證調(diào)研的研究方法，按照以理論研究結(jié)合上�？萍计脚_(tái)建設(shè)的實(shí)踐、完善研發(fā)公共服務(wù)平臺(tái)發(fā)展戰(zhàn)略的研究思路，以技術(shù)創(chuàng)新理論、公共服務(wù)理論和區(qū)域創(chuàng)新體系理論為主要依據(jù)，通過對(duì)上海研發(fā)公共服務(wù)平臺(tái)的發(fā)展中還存在一些不適應(yīng)、不協(xié)調(diào)的問題和制約因素分析，從平臺(tái)框架與發(fā)展規(guī)劃出發(fā)，通過完善保障體系、強(qiáng)化共享機(jī)制和完善服務(wù)模式等，制定上海研發(fā)公共服務(wù)平臺(tái)未來的發(fā)展戰(zhàn)略。 上海研發(fā)公共服務(wù)平臺(tái)經(jīng)過十年左右的建設(shè)，一直以需求為導(dǎo)向，堅(jiān)持推動(dòng)科技重要的利用和共享。本文結(jié)合本市創(chuàng)新環(huán)境與創(chuàng)新體系建設(shè)的實(shí)際，從研發(fā)平臺(tái)的保障體系建設(shè)、科技資源共享機(jī)制完善和運(yùn)行服務(wù)模式等幾個(gè)方面制定了戰(zhàn)略實(shí)施的保障措施，調(diào)動(dòng)各方力量構(gòu)筑社會(huì)化的服務(wù)體系，推動(dòng)不同區(qū)域、不同部門之間的科技資源的協(xié)同使用，提高資源利用率和創(chuàng)新效率。
[Abstract]:With the rapid development of science and technology, scientific and technological resources and public service platforms have become an important resource to promote national technological innovation and social progress, as well as an important element in the national innovation system. As the scientific and technological resources and public service platform of Shanghai, Shanghai R & D public service platform is an important condition for Shanghai to build an innovative city. Shanghai is in the key period of "innovation-driven, transformational development", which is also an important period for the construction of public service capacity of science and technology and the promotion of scientific and technological innovation efficiency. The purpose of this paper is to analyze the external environment and internal conditions of Shanghai R & D public service platform and to formulate the platform development strategy in order to improve the effectiveness of platform management and decision-making. This article adopts the case analysis, the empirical investigation research method, according to the theory research unifies the Shanghai science and technology platform construction practice, consummates the research mentality of the research and development public service platform development strategy, with the technology innovation theory, Based on the theory of public service and the theory of regional innovation system, through the analysis of some problems and constraints in the development of Shanghai R & D public service platform, this paper starts from the platform framework and development plan. Through perfecting the security system, strengthening the sharing mechanism and perfecting the service mode, the future development strategy of Shanghai R & D public service platform is formulated. After about ten years of construction, Shanghai R & D public service platform has been demand-oriented, insist on promoting the important use and sharing of science and technology. Based on the reality of innovation environment and innovation system construction in this city, this paper formulates the safeguard measures of strategic implementation from several aspects, such as the security system construction of R & D platform, the perfection of scientific and technological resources sharing mechanism and the operation service mode, etc. Mobilize all forces to build a socialized service system, promote the cooperative use of scientific and technological resources between different regions and different departments, improve resource utilization and innovation efficiency.
