【摘要】：改革開放以來,我國國民經(jīng)濟(jì)建設(shè)取得了巨大成就,與此同時(shí),人民生活水平也有了顯著提高。但是,改革開放帶來的巨大紅利被不為所有居民均享,當(dāng)前我國居民收入分配領(lǐng)域出現(xiàn)了嚴(yán)重的問題：居民收入差距持續(xù)拉大,收入分配格局不斷惡化,部分居民長期存在的隱性收入加劇了居民收入分配之間的不平等。自古以來,收入分配問題都是關(guān)乎國計(jì)民生的核心問題,居民收入分配領(lǐng)域出現(xiàn)嚴(yán)重問題不僅會(huì)影響居民消費(fèi)水平的提高,更會(huì)在長期內(nèi)影響到國民經(jīng)濟(jì)的持續(xù)穩(wěn)定增長,甚至?xí)绊懙秸址�(wěn)定和社會(huì)的長治久安,因此,解決居民收入分配中出現(xiàn)的問題是政府義不容辭的職責(zé),政府應(yīng)該從政治職能、社會(huì)職能、經(jīng)濟(jì)職能等方面發(fā)揮自身的作用,正是基于以上背景,本文從新制度經(jīng)濟(jì)學(xué)這一全新的視角分析政府在居民收入分配領(lǐng)域中的作用,用全新的理論解釋了政府的角色,并提出了相應(yīng)的政策建議。 本文共分為五章：第一章是導(dǎo)論,主要內(nèi)容包括論文問題的提出、研究的背景及意義,本文的基本思路和主要框架、研究的主要研究方法及主要?jiǎng)?chuàng)新點(diǎn)等。第二章是收入分配理論回顧及文獻(xiàn)述評(píng),這一章首先回顧了我國古代收入分配思想,梳理了西方收入分配理論,并且對(duì)不同經(jīng)濟(jì)學(xué)流派的收入分配理論進(jìn)行了簡單的總結(jié),最后系統(tǒng)總結(jié)了我國學(xué)者關(guān)于居民收入分配領(lǐng)域的文獻(xiàn),指出了其中的特點(diǎn)和存在的不足。第三章是我國居民收入分配制度演進(jìn)研究,本章首先回顧了我國建國以來的收入分配政策,指出我國居民收入分配政策的演變基本是由政府主導(dǎo),政府居民收入分配制度和政策演變的主導(dǎo)者,本章還探討了當(dāng)前我國居民收入分配領(lǐng)域出現(xiàn)的問題及成因。第四章是居民收入分配中的政府作用分析,本章分別從產(chǎn)權(quán)理論、國家理論、委托代理理論、利益集團(tuán)理論等視角分析了政府的作用,本章還用新制度經(jīng)濟(jì)學(xué)的分析框架分析了我國政府在居民收入分配中的作用和角色。本章最后一部分內(nèi)容是政府作用績效分析,通過構(gòu)建數(shù)學(xué)模型,從實(shí)證上探討政府通過財(cái)政支出結(jié)構(gòu)對(duì)社會(huì)不公平程度的影響來分析政府的績效,同時(shí)通過對(duì)政府轉(zhuǎn)移支付方面檢驗(yàn)當(dāng)前轉(zhuǎn)移支付政策對(duì)縮小居民收入差距的效果和作用。第五章是結(jié)論和相應(yīng)的政策建議。通過全文的分析得出結(jié)論,并結(jié)合實(shí)證分析的結(jié)果,從新制度經(jīng)濟(jì)學(xué)的視角給出了若干政策建議。
[Abstract]:Since the reform and opening up, China's national economic construction has made great achievements, at the same time, the people's living standards have improved significantly. However, the huge dividend brought by the reform and opening up is not shared by all the residents. At present, there are serious problems in the field of income distribution in our country: the income gap of residents continues to widen, and the pattern of income distribution continues to deteriorate. The long-term hidden income of some residents intensifies the inequality between the income distribution of residents. Since ancient times, the issue of income distribution has been the core issue of the national economy and the people's livelihood. Serious problems in the field of income distribution will not only affect the improvement of the consumption level of residents, but also affect the sustained and stable growth of the national economy in the long run. It may even affect political stability and the long-term stability of society. Therefore, it is the responsibility of the government to solve the problems arising in the distribution of residents' income. The government should play its role in political, social and economic functions. Based on the above background, this paper analyzes the role of government in the field of resident income distribution from the perspective of new institutional economics, explains the role of government with a new theory, and puts forward corresponding policy recommendations. This paper is divided into five chapters: the first chapter is an introduction, the main contents include the question of the paper, the background and significance of the study, the basic ideas and main framework of this paper, the main research methods and main innovation points, etc. The second chapter is a review of income distribution theory and literature review. This chapter reviews the ancient Chinese income distribution theory, combs the western income distribution theory, and summarizes the income distribution theory of different economic schools. Finally, the paper summarizes the literature of Chinese scholars on income distribution, and points out the characteristics and shortcomings. The third chapter is the study of the evolution of the income distribution system in China. This chapter firstly reviews the income distribution policy since the founding of the people's Republic of China, and points out that the evolution of the income distribution policy of our country is basically led by the government. This chapter also discusses the problems and causes in the field of income distribution in China. The fourth chapter is the analysis of the role of government in the distribution of residents' income. This chapter analyzes the role of government from the perspectives of property right theory, state theory, principal-agent theory, interest group theory and so on. This chapter also analyzes the role and role of Chinese government in the distribution of residents' income by using the analytical framework of new institutional economics. The last part of this chapter is the analysis of the performance of the government. By constructing the mathematical model, the paper empirically discusses the influence of the government expenditure structure on the social inequality to analyze the performance of the government. At the same time, the effect and effect of the current transfer payment policy on narrowing the income gap of residents are tested through the government transfer payment. The fifth chapter is the conclusion and the corresponding policy recommendations. The conclusion is drawn from the analysis of the full text, and some policy suggestions are given from the perspective of new institutional economics combined with the results of empirical analysis.
