【摘要】：從國(guó)家社會(huì)主義制度過(guò)渡到資本主義市場(chǎng)經(jīng)濟(jì)的初期,俄羅斯收入分配差距就急劇增加。在21世紀(jì)初,盡管經(jīng)濟(jì)增長(zhǎng)顯著,但收入不平等仍然存在,甚至有所增加。俄羅斯在在減少貧困和趕上發(fā)達(dá)經(jīng)合組織國(guó)家的收入水平方面取得了快速進(jìn)展。不過(guò)直到2014年,這一進(jìn)步主要得益于石油價(jià)格上漲,而不是經(jīng)濟(jì)結(jié)構(gòu)轉(zhuǎn)型。以俄羅斯收入分配差距問(wèn)題為研究對(duì)象,分析俄羅斯收入分配差距的表現(xiàn)、影響,收入分配差距擴(kuò)大的原因,在此基礎(chǔ)上提出縮小俄羅斯收入分配差距問(wèn)題的對(duì)策建議具有很重要的意義。俄羅斯收入分配差距的目的是考慮當(dāng)前俄羅斯主要不平等現(xiàn)象和不平等政策的局限性。通過(guò)回顧收入和其他相關(guān)形式的不平等現(xiàn)象,簡(jiǎn)述了俄羅斯收入分配差距擴(kuò)大并且影響經(jīng)濟(jì)增長(zhǎng)與社會(huì)發(fā)展的間接機(jī)制和直接機(jī)制,并分析收入分配不平等在不同階段上如何影響俄羅斯經(jīng)濟(jì)增長(zhǎng)、社會(huì)發(fā)展與社會(huì)穩(wěn)定。發(fā)現(xiàn)俄羅斯收入分配差距擴(kuò)大的四個(gè)方面的原因,即收入分配機(jī)制弱點(diǎn),經(jīng)濟(jì)自由化與私有化,俄羅斯金融危機(jī),俄羅斯地區(qū)間經(jīng)濟(jì)發(fā)展不平衡。基于以上統(tǒng)計(jì)分析,進(jìn)一步提出縮小俄羅斯收入分配差距問(wèn)題的對(duì)策建議,即完善稅收制度、養(yǎng)老金制度改革、最低工資保障制度及反腐敗等。
[Abstract]:In the early stage of the transition from the state socialist system to the capitalist market economy, the income distribution gap in Russia increased sharply. At the beginning of the 21 st century, income inequality still existed, even increased, despite the remarkable economic growth. Russia has made rapid progress in reducing poverty and catching up with income levels in developed OECD countries. Until 2014, however, this progress was largely due to higher oil prices, not to the structural transformation of the economy. Taking the income distribution gap in Russia as the research object, this paper analyzes the performance and influence of the income distribution gap in Russia, and the reasons for the widening of the income distribution gap. On this basis, it is of great significance to put forward countermeasures and suggestions to narrow the income distribution gap in Russia. The purpose of income distribution gap in Russia is to consider the main inequality and the limitation of inequality policy. Having reviewed income and other related forms of inequality, the indirect and direct mechanisms for widening the income distribution gap in Russia and affecting economic growth and social development are briefly described, It also analyzes how income inequality affects Russian economic growth, social development and social stability in different stages. It is found that there are four reasons for the widening of the income distribution gap in Russia, namely, the weakness of income distribution mechanism, economic liberalization and privatization, the Russian financial crisis, and the imbalance of economic development among the regions of Russia. Based on the above statistical analysis, this paper puts forward some countermeasures and suggestions for narrowing the income distribution gap in Russia, such as perfecting the tax system, reforming the pension system, guaranteeing the minimum wage and fighting corruption.
