城市產(chǎn)業(yè)集中區(qū)環(huán)境性能評估體系的構(gòu)建——基于北京市豐臺區(qū)案例的探討

【摘要】:城市產(chǎn)業(yè)集中區(qū)在推動城市產(chǎn)業(yè)發(fā)展和人口就業(yè)中發(fā)揮著重要作用,但其在發(fā)展過程中,對周邊人口和環(huán)境帶來的負(fù)面影響也越來越突出。鑒于現(xiàn)有研究對城市內(nèi)部空間的環(huán)境效率研究不足,論文從環(huán)境性能的概念入手,結(jié)合產(chǎn)業(yè)集中區(qū)環(huán)境的復(fù)雜性、綜合性特征,提出了包括社會經(jīng)濟(jì)貢獻(xiàn)、環(huán)境負(fù)荷與環(huán)境風(fēng)險3個維度的環(huán)境性能評估指標(biāo)體系,并對污染源識別、空間單元選擇等科學(xué)問題進(jìn)行了探索。以北京市豐臺區(qū)污染源普查數(shù)據(jù)、注冊企業(yè)數(shù)據(jù)及風(fēng)險源數(shù)據(jù)為數(shù)據(jù)基礎(chǔ),采取空間分析方法,定量評價其環(huán)境性能空間差異性。主要研究結(jié)果包括:提出了選取城市產(chǎn)業(yè)集中區(qū)環(huán)境性能評估空間單元的原則,并將豐臺區(qū)劃分為1 379個500 m×500 m格網(wǎng)單元,論證了環(huán)境性能評估的空間尺度效應(yīng),表明在更加精細(xì)的格網(wǎng)尺度上有利于探查局部空間分異格局;基于北京市豐臺區(qū)案例,發(fā)現(xiàn)環(huán)境負(fù)荷高的地區(qū)主要集中在太平橋、方莊、西羅園、馬家堡等東北部街道;環(huán)境性能低值區(qū)具有明顯的中心城區(qū)指向、沿快速環(huán)路分布和批發(fā)市場指向等特征;根據(jù)評估結(jié)果建議從產(chǎn)業(yè)布局、定點管理、生態(tài)空間設(shè)置以及人口調(diào)控等方面為實施精細(xì)化的環(huán)境空間管控提供依據(jù)。
[Abstract]:Urban industrial concentration area plays an important role in promoting the development of urban industry and population employment, but in the process of development, the negative impact on the surrounding population and environment is becoming more and more prominent. In view of the lack of research on the environmental efficiency of urban interior space, this paper begins with the concept of environmental performance, combines the complexity and comprehensive characteristics of the environment in industrial concentration areas, and proposes to include social and economic contributions. The environmental performance evaluation index system in three dimensions of environmental load and environmental risk is discussed, and the scientific problems such as source identification and spatial unit selection are explored. Based on the survey data of pollution source, registered enterprise data and risk source data in Fengtai District of Beijing, the spatial analysis method was adopted to quantitatively evaluate the spatial difference of environmental performance. The main results are as follows: the principle of selecting spatial units for environmental performance assessment in urban industrial concentration areas is put forward, and Fengtai district is divided into 1 379 500m 脳 500m grid units, and the spatial scale effect of environmental performance assessment is demonstrated. Based on the case of Fengtai District of Beijing, it is found that the areas with high environmental load are mainly located in the streets of the northeast, such as Taiping Bridge, Fangzhuang, Xiluoyuan, Majiabao and so on. The low value area of environmental performance has obvious characteristics such as central city direction, distribution along the fast loop and wholesale market, etc. According to the evaluation results, it is suggested that the industrial layout, fixed point management, The establishment of ecological space and population control provide basis for the implementation of detailed environmental spatial control.
