【摘要】：以2014-2016年國(guó)務(wù)院12項(xiàng)創(chuàng)新政策為研究對(duì)象,基于國(guó)內(nèi)外學(xué)者研究成果并結(jié)合創(chuàng)新政策特點(diǎn),構(gòu)建PMC指數(shù)模型,包含9個(gè)一級(jí)變量及37個(gè)二級(jí)變量。通過(guò)文本挖掘方式對(duì)12項(xiàng)國(guó)務(wù)院創(chuàng)新政策進(jìn)行深入挖掘和量化評(píng)價(jià),并結(jié)合PMC曲面將最終結(jié)果直觀反映出來(lái),發(fā)現(xiàn)待評(píng)價(jià)的12項(xiàng)政策均為優(yōu)秀級(jí)別。為便于分析和改進(jìn),對(duì)傳統(tǒng)政策評(píng)分等級(jí)進(jìn)行二次劃分,將優(yōu)秀級(jí)別分為優(yōu)上和優(yōu)下兩個(gè)級(jí)別,通過(guò)多投入產(chǎn)出表和各項(xiàng)政策PMC指數(shù)匯總表對(duì)兩級(jí)變量得分進(jìn)行兩級(jí)追溯和確定,找到政策薄弱環(huán)節(jié),對(duì)新政策制定或原有政策修改具有一定借鑒意義。
[Abstract]:Taking 12 innovation policies of the State Council from 2014-2016 as the research object, based on the research results of scholars at home and abroad and combining the characteristics of innovation policies, the PMC index model is constructed, which includes 9 first-class variables and 37 second-level variables. Through text mining, 12 innovation policies of the State Council are deeply excavated and quantitatively evaluated, and the final results are intuitively reflected by the PMC surface. It is found that the 12 policies to be evaluated are all excellent grades. In order to facilitate the analysis and improvement, the traditional policy rating is divided into two levels: superior and superior. Through the multi-input-output table and the policy PMC index summary table, the two-level variable score is traced back and determined, and the weak link of the policy is found, which has certain reference significance for the new policy formulation or the original policy revision.
