【摘要】：如今的社會(huì)正在面臨著大的變化:藍(lán)天白云是美麗,沒有霧霾的空氣是幸福;而我們的經(jīng)濟(jì)社會(huì)也面臨著重大的變革,經(jīng)濟(jì)生態(tài)化發(fā)展。生態(tài)化的經(jīng)濟(jì)是一個(gè)歷史前進(jìn)必然過程,不僅是我們發(fā)展方式變革也是人類發(fā)展過程中一個(gè)從物質(zhì)到精神升華的過程。經(jīng)濟(jì)要生態(tài)化發(fā)展,就是我們?cè)诎l(fā)展經(jīng)濟(jì)的同時(shí)不能以犧牲環(huán)境為代價(jià),正確評(píng)價(jià)經(jīng)濟(jì)發(fā)展的質(zhì)量,保護(hù)河北省的生態(tài)環(huán)境,而這也成為了本文研究的主要目的。本文通過整理國內(nèi)外對(duì)經(jīng)濟(jì)生態(tài)化的研究,包括經(jīng)濟(jì)生態(tài)化發(fā)展的環(huán)境政策、低碳經(jīng)濟(jì)理論、循環(huán)經(jīng)濟(jì)理論和產(chǎn)業(yè)結(jié)構(gòu)發(fā)展的理論基礎(chǔ),建立起了經(jīng)濟(jì)生態(tài)化水平評(píng)價(jià)相關(guān)的指標(biāo)體系,通過靜態(tài)和動(dòng)態(tài)相結(jié)合的方法,比較了華北地區(qū)經(jīng)濟(jì)生態(tài)化相關(guān)主要經(jīng)濟(jì)指標(biāo)數(shù)據(jù)后,通過AHP層次分析法分析確定指標(biāo)體系中指標(biāo)權(quán)重,結(jié)合河北省2010到2015年相關(guān)指標(biāo)發(fā)展數(shù)據(jù),計(jì)算出河北省2010年到2015年經(jīng)濟(jì)生態(tài)化發(fā)展水平指數(shù),對(duì)河北省經(jīng)濟(jì)生態(tài)化水平進(jìn)行評(píng)價(jià)分析,探索出河北省經(jīng)濟(jì)生態(tài)化發(fā)展過程中面臨的問題。為河北省經(jīng)濟(jì)生態(tài)化發(fā)展提供對(duì)策上的指導(dǎo)。再借鑒國內(nèi)鄱陽湖區(qū)域經(jīng)濟(jì)生態(tài)化發(fā)展、溧陽經(jīng)濟(jì)生態(tài)化發(fā)展經(jīng)驗(yàn)和國外包括歐盟、美國、日本經(jīng)濟(jì)生態(tài)化發(fā)展經(jīng)驗(yàn),為河北省經(jīng)濟(jì)生態(tài)化發(fā)展提供對(duì)策,為河北省經(jīng)濟(jì)生態(tài)化發(fā)展對(duì)策提供指導(dǎo)。最后分別在環(huán)境政策方面的經(jīng)濟(jì)生態(tài)化、循環(huán)經(jīng)濟(jì)方面的經(jīng)濟(jì)生態(tài)化、低碳經(jīng)濟(jì)方面的經(jīng)濟(jì)生態(tài)化、產(chǎn)業(yè)結(jié)構(gòu)方面的經(jīng)濟(jì)生態(tài)化四個(gè)方面進(jìn)行對(duì)策研究,為河北省經(jīng)濟(jì)生態(tài)化發(fā)展提供建議。
[Abstract]:Today's society is facing great changes: the blue sky and white clouds are beautiful, the air without smog is happy; and our economic society is also facing major changes, economic ecological development. Ecological economy is an inevitable process of historical progress, not only the transformation of our development mode, but also a process from material to spiritual sublimation in the process of human development. To develop the economy ecologically, we should not evaluate the quality of economic development and protect the ecological environment of Hebei province at the expense of environment, which has become the main purpose of this paper. In this paper, the domestic and foreign studies on economic ecology, including the environmental policy of economic ecological development, the theory of low-carbon economy, the theory of circular economy and the theoretical basis of industrial structure development, are summarized. The index system related to the evaluation of economic ecological level is established. After comparing the main economic index data of economic ecology in North China by combining static and dynamic methods, Through AHP analysis to determine the index weight in the index system, combined with the development data of Hebei Province from 2010 to 2015, the economic ecological development level index of Hebei Province from 2010 to 2015 is calculated. This paper evaluates and analyzes the ecologicalization level of economy in Hebei Province, and explores the problems in the development of ecologicalization of economy in Hebei Province. For the economic ecological development of Hebei Province to provide policy guidance. Then draw lessons from the domestic Poyang Lake regional economic ecological development, Liyang economic ecological development experience and foreign including the European Union, the United States, Japan economic ecological development experience, to provide countermeasures for Hebei Province's economic ecological development. For Hebei Province economic ecological development countermeasures to provide guidance. Finally, the countermeasures are carried out in four aspects: the ecologicalization of environment policy, the ecologicalization of circular economy, the ecologicalization of low-carbon economy, and the ecologicalization of industrial structure. To provide suggestions for the ecological development of economy in Hebei Province.
