【摘要】：自改革開放以來,外商直接投資(FDI)一直是一個(gè)能夠支持中國經(jīng)濟(jì)增長的重要因素。而流入中國的外國直接投資不僅給中國帶來了資金和技術(shù),而且還通過技術(shù)溢出效應(yīng)促進(jìn)了產(chǎn)業(yè)結(jié)構(gòu)的升級和技術(shù)創(chuàng)新。技術(shù)創(chuàng)新作為拉動經(jīng)濟(jì)增長的引擎,完全可以刺激國家經(jīng)濟(jì)的長期可持續(xù)的發(fā)展。因此,發(fā)展中國家都希望通過外商直接投資的技術(shù)溢出效應(yīng)來給本國企業(yè)帶來相應(yīng)的資本、技術(shù)輸入,進(jìn)而增加企業(yè)的自主創(chuàng)新能力。而對于山東省而言,2005年就已經(jīng)成為吸引外資數(shù)額全國第三的省份。2015年,黨中央開始對供給側(cè)進(jìn)行改革,改善環(huán)境,優(yōu)化供給機(jī)制,增強(qiáng)經(jīng)濟(jì)活力,從而為經(jīng)濟(jì)增長注入新的動力和源泉。因此,在當(dāng)前供給側(cè)改革的背景下,如何利用勞動力、制度創(chuàng)造、基礎(chǔ)設(shè)施建設(shè)等因素對FDI技術(shù)溢出的作用來提高本地技術(shù)創(chuàng)新能力是非常值得用實(shí)證來進(jìn)行研究探索的。該文以柯布-道格拉斯函數(shù)為理論基礎(chǔ),構(gòu)造了人力資本、勞動力、基礎(chǔ)設(shè)施建設(shè)、經(jīng)濟(jì)結(jié)構(gòu)、經(jīng)濟(jì)發(fā)展水平、FDI、資本等為變量的多元線性函數(shù),并通過了單位根檢驗(yàn)、協(xié)整檢驗(yàn)、格蘭杰檢驗(yàn),發(fā)現(xiàn)FDI對山東省技術(shù)創(chuàng)新有正向效應(yīng),并用面板數(shù)據(jù)模型以及利用FDI的關(guān)聯(lián)溢出效應(yīng)分析各個(gè)因素對于技術(shù)創(chuàng)新作用的大小,進(jìn)而提出在新形勢下,如何利用外資來促進(jìn)本地技術(shù)創(chuàng)新水平,提高企業(yè)自主創(chuàng)新能力。經(jīng)過實(shí)證得出:第一,FDI對提高本地技術(shù)創(chuàng)新水平產(chǎn)生積極的作用。第二,經(jīng)濟(jì)發(fā)展水平、基礎(chǔ)設(shè)施、勞動力與FDI關(guān)聯(lián)溢出效應(yīng)能夠給本地的技術(shù)創(chuàng)新帶來積極作用且效果顯著。第三,經(jīng)濟(jì)結(jié)構(gòu)與FDI的關(guān)聯(lián)溢出效并沒有對本地技術(shù)創(chuàng)新產(chǎn)生積極的作用。最后,根據(jù)實(shí)證研究結(jié)果,在供給側(cè)的角度下,提出如何優(yōu)化資源的配置和引導(dǎo)外商直接投資的合理使用,使得本地的人力資本獲得提高以及使得本地企業(yè)能夠更高效的吸收技術(shù)溢出效應(yīng)的作用以提高本地的自主創(chuàng)新能力。因此,該文基于山東省的實(shí)際情況,從供給側(cè)的勞動力、資本和制度創(chuàng)造等要素出發(fā),提出以下政策建議,具體來說,包括以下幾點(diǎn):1.改善投資環(huán)境,實(shí)現(xiàn)制度創(chuàng)新;2.重視人力資本,促進(jìn)技術(shù)創(chuàng)新;3.調(diào)整外資流向,優(yōu)化產(chǎn)業(yè)結(jié)構(gòu)。
[Abstract]:Since the reform and opening up, foreign direct investment (FDI) has been an important factor to support China's economic growth. Foreign direct investment (FDI) into China not only brings Chinese capital and technology, but also promotes the upgrading of industrial structure and technological innovation through technology spillover effect. As the engine of economic growth, technological innovation can stimulate the long-term sustainable development of national economy. Therefore, the developing countries hope to bring the corresponding capital and technology input to their enterprises through the technology spillover effect of foreign direct investment, and then increase the independent innovation ability of the enterprises. For Shandong Province, 2005 has already become the third largest province in attracting foreign capital. In 2015, the CPC Central Committee began to reform the supply side, improve the environment, optimize the supply mechanism, and enhance economic vitality. Thus injects the new power and the source for the economic growth. Therefore, under the background of the current supply-side reform, how to use labor force, institutional creation, infrastructure construction and other factors to improve the local technological innovation ability is very worthy of empirical research and exploration. Based on the Cobb-Douglas function, this paper constructs a multivariate linear function of human capital, labor force, infrastructure construction, economic structure, level of economic development and capital as variables, and passes the unit root test. Co-integration test and Granger test show that FDI has positive effect on technological innovation in Shandong Province. Using panel data model and correlation spillover effect of FDI, this paper analyzes the effect of each factor on technological innovation, and then puts forward that in the new situation, FDI has a positive effect on technological innovation. How to use foreign capital to promote the level of local technological innovation and improve the independent innovation ability of enterprises. The empirical results show that: first, FDI plays a positive role in improving the level of local technological innovation. Second, the level of economic development, infrastructure, labor force and FDI related spillover effects can bring positive effects to local technological innovation. Third, the spillover effect of economic structure and FDI does not play a positive role in local technological innovation. Finally, according to the results of empirical research, from the perspective of supply side, the paper puts forward how to optimize the allocation of resources and guide the rational use of foreign direct investment. It can improve local human capital and enable local enterprises to absorb technology spillover effect more efficiently to improve local independent innovation ability. Therefore, based on the actual situation of Shandong Province, this paper puts forward the following policy suggestions from the supply side of labor, capital and institutional creation, specifically, including the following points: 1: 1. Improve the investment environment and realize institutional innovation. Attach importance to human capital and promote technological innovation. Adjust the flow of foreign capital and optimize the industrial structure.
