【摘要】：委內(nèi)瑞拉作為世界石油資源最為豐富的國家之一,中國則是世界第二大經(jīng)濟(jì)體,雙方具有很強(qiáng)的互補(bǔ)性和長期經(jīng)濟(jì)合作的巨大潛力與空間。中國與委內(nèi)瑞拉共同發(fā)展的合作戰(zhàn)略伙伴關(guān)系建立在石油能源合作上,2001年,中國與委內(nèi)瑞拉兩國政府成立高層官員的定期交流機(jī)制-“委內(nèi)瑞拉和中國高級混委員會(huì)”(簡稱“中委高峰會(huì)”),在2007通過年成立“中國與委內(nèi)瑞拉聯(lián)合融資基金”作為雙邊合作的資金保障；中國以貸款換項(xiàng)目,委內(nèi)瑞拉以石油產(chǎn)量償還貨。近年來,中委兩國在能源、礦產(chǎn)、電信、科技、房建、農(nóng)業(yè)、基礎(chǔ)設(shè)施和國防等領(lǐng)域的不斷深入發(fā)展合作范圍,中國已經(jīng)成為委內(nèi)瑞拉發(fā)展項(xiàng)目的主要投資者。 本次研究的對象是對成立于2007年的“中國與委內(nèi)瑞拉聯(lián)合融資基金”(簡稱-中委聯(lián)合基金)對委內(nèi)瑞拉經(jīng)濟(jì)增長與社會(huì)發(fā)展的影響進(jìn)行淺析,而自然能源是其聯(lián)合基金成立的關(guān)鍵部分。因此,本文主要圍繞”中委聯(lián)合基金”的建立、影響、評價(jià)等方面展開討論。首先介紹了中國與委內(nèi)瑞拉之間的經(jīng)濟(jì)關(guān)系發(fā)展,其次介紹了“中委聯(lián)合資金“的成立、合作方式與發(fā)展歷程。最后本文對“中委聯(lián)合基金”在委內(nèi)瑞拉的經(jīng)濟(jì)增長與社會(huì)發(fā)展的影響進(jìn)行了評價(jià)。本文認(rèn)為“中委聯(lián)合基金”在委內(nèi)瑞拉經(jīng)濟(jì)增長與社會(huì)發(fā)展有積極的影響,而石油與自然能源占主導(dǎo)作用的同時(shí)也是“中委聯(lián)合資金”發(fā)展合作中具有確定性的關(guān)鍵。
[Abstract]:Venezuela is one of the countries with the most abundant oil resources, while China is the second largest economy in the world. The two countries have strong complementarities and great potential and space for long-term economic cooperation. The strategic partnership of cooperation between China and Venezuela is based on oil and energy cooperation. In 2001, China and Venezuela set up a regular exchange mechanism for high-level officials, the "Venezuela and China High mixed Commission" ("China and China Summit"), established in 2007 through the "China and Venezuela co-financing" The Fund "serves as a financial guarantee for bilateral cooperation; China swapped loans for projects and Venezuela repaid them with oil production. In recent years, China and Venezuela have expanded their cooperation in the fields of energy, mineral resources, telecommunications, science and technology, housing construction, agriculture, infrastructure and national defense. China has become a major investor in Venezuelan development projects. This study focuses on the contribution of the China-Venezuela Co-financing Fund (CFF) to the Venezuelan economy, which was established in 2007. The influence of long and social development is analyzed. Natural energy is a key part of its joint fund. Therefore, this paper mainly focuses on the establishment, impact and evaluation of the China-Venezuela Joint Fund. Firstly, it introduces the development of economic relations between China and Venezuela, and then introduces the establishment, cooperation mode and development course of "Sino-Venezuela joint fund". Finally, the paper evaluates the influence of the China-Venezuela Joint Fund on the economic growth and social development in Venezuela. This paper holds that the "Sino-Venezuelan Joint Fund" has a positive impact on Venezuela's economic growth and social development, and that oil and natural energy play a leading role in the development cooperation of the "China-Venezuela Joint Fund", which is also the key to certainty in the development cooperation of the "Sino-Venezuelan Joint Fund".
