【摘要】：作為世界經(jīng)濟(jì)的一個(gè)新角色，產(chǎn)業(yè)集群在世界范圍內(nèi)產(chǎn)生了巨大影響。自上個(gè)世紀(jì)產(chǎn)業(yè)集群引入中國后，國內(nèi)產(chǎn)業(yè)集群如雨后春筍般出現(xiàn)，也傳入了黑龍江這片黑土地。目前，黑龍江省產(chǎn)業(yè)集群處于起步階段，還有很大的發(fā)展空間。 要促進(jìn)黑龍江省產(chǎn)業(yè)集群的發(fā)展，首先應(yīng)當(dāng)建立完善的產(chǎn)業(yè)集群支持體系。本文首先界定了產(chǎn)業(yè)集群支持體系定義，研究了國內(nèi)外產(chǎn)業(yè)集群支持體系的特點(diǎn)，為下一步研究做好鋪墊。其次，，本文運(yùn)用區(qū)位熵法測度了黑龍江省產(chǎn)業(yè)集群集中度，分析了黑龍江省產(chǎn)業(yè)集群現(xiàn)狀；然后以黑龍江省產(chǎn)業(yè)集群為研究對(duì)象，用DEA模型測評(píng)了黑龍江省產(chǎn)業(yè)集群支持體系效率，分析了測評(píng)結(jié)果并找出了黑龍江省產(chǎn)業(yè)集群支持體系存在的問題。再次，從金融支持、政策支持、科技支持和服務(wù)支持四個(gè)方面列舉了擬構(gòu)建的黑龍江省產(chǎn)業(yè)集群支持體系框架。最后，針對(duì)黑龍江省產(chǎn)業(yè)集群支持體系框架，提出了構(gòu)建黑龍江省產(chǎn)業(yè)集群支持體系應(yīng)當(dāng)實(shí)施的對(duì)策。 本文最后得出黑龍江省產(chǎn)業(yè)集群支持體系效率較低，還有很大的發(fā)展空間。建立完善的黑龍江省產(chǎn)業(yè)集群支持體系，可以大大的刺激黑龍江省產(chǎn)業(yè)集群的發(fā)展，進(jìn)而促進(jìn)黑龍江省經(jīng)濟(jì)的發(fā)展。
[Abstract]:As a new role in the world economy, industrial clusters have had a great impact in the world. Since the introduction of industrial clusters into China in the last century, domestic industrial clusters have sprung up and spread to the black land of Heilongjiang. At present, Heilongjiang Province industrial cluster is in the initial stage, there is a lot of room for development. In order to promote the development of industrial cluster in Heilongjiang Province, we should establish a perfect supporting system of industrial cluster. This paper first defines the industrial cluster support system, studies the characteristics of the industrial cluster support system at home and abroad, and paves the way for the next research. Secondly, this paper uses the location entropy method to measure the concentration of industrial clusters in Heilongjiang Province, analyzes the current situation of industrial clusters in Heilongjiang Province, and then takes the industrial clusters of Heilongjiang Province as the research object. This paper evaluates the efficiency of industrial cluster support system in Heilongjiang Province by using DEA model, analyzes the evaluation results and finds out the problems existing in the support system of industrial cluster in Heilongjiang Province. Thirdly, from four aspects of financial support, policy support, science and technology support and service support, the paper lists the framework of Heilongjiang industrial cluster support system. Finally, according to the framework of industrial cluster support system in Heilongjiang province, the countermeasures to construct the support system of industrial cluster in Heilongjiang province are put forward. Finally, the paper draws the conclusion that the support system of industrial cluster in Heilongjiang Province is inefficient, and there is still a lot of room for development. The establishment of a perfect supporting system of industrial clusters in Heilongjiang Province can greatly stimulate the development of industrial clusters in Heilongjiang Province and then promote the economic development of Heilongjiang Province.
