【摘要】：將科技資源配置分為科技研發(fā)與科技成果轉(zhuǎn)化兩個(gè)階段,采用超效率CCR模型對(duì)京津冀科技資源研發(fā)階段與轉(zhuǎn)化階段效率進(jìn)行測(cè)度,并進(jìn)一步利用面板Tobit模型分析科技資源配置效率的影響因素。結(jié)果表明:京冀科技成果轉(zhuǎn)化效率明顯低于科技研發(fā)效率;京津冀三地科技資源配置效率存在嚴(yán)重分化現(xiàn)象;產(chǎn)業(yè)結(jié)構(gòu)和經(jīng)濟(jì)開(kāi)放程度分別對(duì)科技研發(fā)和成果轉(zhuǎn)化階段資源配置效率具有顯著影響。在協(xié)同發(fā)展過(guò)程中,應(yīng)根據(jù)京津冀城市功能定位,實(shí)現(xiàn)錯(cuò)位發(fā)展、融合發(fā)展。同時(shí),應(yīng)建設(shè)科技成果轉(zhuǎn)化服務(wù)體系,促進(jìn)創(chuàng)新要素合理有序流動(dòng),實(shí)現(xiàn)區(qū)域總體創(chuàng)新水平提升。
[Abstract]:The allocation of scientific and technological resources is divided into two stages: research and development of science and technology and transformation of scientific and technological achievements. The efficiency of research and development and transformation of scientific and technological resources in Beijing-Tianjin-Hebei is measured by super-efficiency CCR model. Furthermore, the panel Tobit model is used to analyze the factors affecting the efficiency of scientific and technological resources allocation. The results show that the conversion efficiency of scientific and technological achievements in Beijing and Hebei is obviously lower than that in scientific research and development, and the allocation efficiency of scientific and technological resources in Beijing, Tianjin and Hebei is seriously differentiated. The industrial structure and the degree of economic openness have a significant impact on the efficiency of resource allocation in the stage of R & D and transformation of achievements, respectively. In the process of synergetic development, it is necessary to realize dislocation development and integration development according to the function orientation of Beijing, Tianjin and Hebei cities. At the same time, we should construct the service system of transformation of scientific and technological achievements, promote the rational and orderly flow of innovation elements, and realize the promotion of the overall level of regional innovation.
