【摘要】：隨著內(nèi)蒙古經(jīng)濟(jì)的發(fā)展,人們與環(huán)境之間的關(guān)系越來越密切。而人們目前仍然只關(guān)注經(jīng)濟(jì)的發(fā)展而忽視了環(huán)境。國(guó)際上通用的國(guó)民經(jīng)濟(jì)核算體系GDP反映出的只有經(jīng)濟(jì)增長(zhǎng)的變化。但是從當(dāng)前經(jīng)濟(jì)和環(huán)境的關(guān)系上來看,內(nèi)蒙古自治區(qū)資源環(huán)境對(duì)社會(huì)經(jīng)濟(jì)發(fā)展的影響越來越大。如果繼續(xù)忽視對(duì)資源的過度依賴而不考慮新的發(fā)展思路,繼續(xù)擴(kuò)大生產(chǎn)規(guī)模而不注意環(huán)境污染所帶來的負(fù)面影響,將不利于社會(huì)經(jīng)濟(jì)的可持續(xù)發(fā)展。通過構(gòu)建區(qū)域環(huán)境成本的評(píng)價(jià)體系,將資源環(huán)境因素與國(guó)民經(jīng)濟(jì)核算體系相對(duì)接,以真實(shí)地反映一個(gè)國(guó)家或地區(qū)的環(huán)境因素對(duì)經(jīng)濟(jì)發(fā)展的影響,對(duì)于調(diào)整經(jīng)濟(jì)結(jié)構(gòu),改善人民生存環(huán)境,實(shí)現(xiàn)社會(huì)經(jīng)濟(jì)的可持續(xù)發(fā)展有著重要的現(xiàn)實(shí)意義。 本文采用了理論分析和實(shí)證研究相結(jié)合的方法,通過對(duì)當(dāng)前經(jīng)濟(jì)-環(huán)境評(píng)價(jià)體系中綠的色核算體系的各種方法的分析和比較,選擇綠色GDP作為評(píng)價(jià)體系的基礎(chǔ)。通過適當(dāng)?shù)恼{(diào)整與簡(jiǎn)化,并結(jié)合內(nèi)蒙古自治區(qū)的環(huán)境特點(diǎn),構(gòu)建區(qū)域環(huán)境成本評(píng)價(jià)體系。在具體計(jì)算中,綜合采用重置成本法、治理成本法等多種方法,對(duì)內(nèi)蒙古2003-2012年10年的環(huán)境成本進(jìn)行了核算,并在此基礎(chǔ)上與歷年GDP進(jìn)行比較,得到內(nèi)蒙古經(jīng)濟(jì)發(fā)展與資源壞境之間的相互關(guān)系,并以此為依據(jù)對(duì)于全區(qū)經(jīng)濟(jì)發(fā)展與環(huán)境保護(hù)提出相關(guān)建議。
[Abstract]:With the development of Inner Mongolia economy, the relationship between people and environment is more and more close. At present, people only pay attention to the development of the economy and ignore the environment. GDP, an international system of national accounts, reflects only the changes in economic growth. However, from the current economic and environmental relations, Inner Mongolia Autonomous region resources and environment of social and economic development is more and more important. If we continue to ignore the excessive dependence on resources without considering new development ideas, and continue to expand the scale of production without paying attention to the negative effects of environmental pollution, it will be detrimental to the sustainable development of social economy. By constructing the evaluation system of the regional environmental cost, the resource and environment factors are connected with the national economic accounting system to reflect the influence of the environmental factors of a country or region on the economic development, and to adjust the economic structure. It is of great practical significance to improve people's living environment and realize the sustainable development of social economy. This paper adopts the method of combining theoretical analysis and empirical research, through the analysis and comparison of various methods of green color accounting system in the current economic-environmental evaluation system, chooses green GDP as the basis of the evaluation system. Through proper adjustment and simplification, combined with the environmental characteristics of Inner Mongolia Autonomous region, the evaluation system of regional environmental cost is constructed. In the concrete calculation, the environmental cost of Inner Mongolia from 2003 to 2012 is calculated by using various methods such as replacement cost method and governance cost method, and on this basis, the environmental cost is compared with the previous years' GDP. The relationship between the economic development of Inner Mongolia and the bad environment of resources is obtained, and based on this, some suggestions are put forward for the economic development and environmental protection of the whole region.
